In the West Bank, Israeli settlers set fire to olive trees in Burin. Israeli forces shot and injured 4 Palestinians with live ammunition and injured 9 others with shrapnel during a raid in Nur Shams refugee camp, Israeli bulldozers also razed streets and damaged electricity and sewage networks during the raid. Israeli forces also shot and injured 2 Palestinians, including a medic, during a raid in ‘Askar refugee camp. Elsewhere, Israeli forces demolished a house in Khirbet Humsa and a mobile home in Battir. 14 Palestinians were arrested during late-night raids in Beita, Nablus, Bethlehem, al-Mughayyir, Beit Kahil, Beit Umar, Nur Shams refugee camp, Qatanna, and Shu’fat. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boat around 3 nautical miles northwest of Gaza City. The Israeli Be’er Sheva Magistrate Court ruled that 500 Palestinians living in Ras Jrabah must demolish and leave their homes by March 2024 to make way for expansion of Dimona. The Palestinians will also have to pay $31,700 in legal fees. The residents of Ras Jrabah had requested that they remain in the area they have lived in since before the Nakba by being absorbed into Dimona, a request the court denied. The Knesset passed the third and final reading of the bill that overturns the reasonableness standard, which has allowed the Israeli High Court of Justice to void government decisions that it deems unreasonable. The bill is a component of the Israeli government’s judicial overhaul plans. Israeli police used water cannons to disperse Israeli protesters outside of the Knesset and 1 Israeli man rammed 3 protesters with his car in Kfar Sava. More than 11,000 Israeli reserve soldiers said on 7/21 and 7/22 that they would not report for voluntary reserve duty if the law passed. The American Anthropological Association voted to adopt a boycott of Israeli academic institutions, citing discrimination against Palestinians. 71% of the votes cast between 6/15 and 7/14 were in favor of the pro-BDS vote. (MDW, MEE 7/24; WAFA 7/26)

In the West Bank, Israeli settlers set up a settlement outpost outside of the Metzad settlement near Wadi Sa‘ir. Israeli forces shot and killed 1 Israeli soldier near the Separation Wall west of Tulkarm; the killing was described as “friendly fire.” Israeli forces also violently dispersed Palestinian protesters in Beit Lid. Elsewhere, Israeli forces demolished 3 agricultural structures in Burqa, Kafr ad-Dik, and Battir, and seized water pipelines and agricultural tools in Ras al-Ahmar. Israeli forces also violently dispersed Palestinian protesters at the Qalandia checkpoint, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Deir Abu Mash‘al, Birzeit, Beit Fajjar, Dheisheh refugee camp, Asira ash-Shamaliya, Silat ad-Dhahr, and Zabbuba. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man in Kafr ‘Aqab during a late-night house raid; eyewitnesses said the man was standing in his doorway when he was shot from close range, while Israeli police claimed that the man was attempting to stab a police officer. Israeli authorities also delivered a demolition notice for a house in Isawiya. An Israeli military judge rejected an appeal to release Khalil Awawdeh from administrative detention. Awawdeh, who is hospitalized in critical condition, has been on hunger strike for 155 days in protest over his administrative detention. Iran responded to the EU draft text to reinstate the Iran Nuclear Deal by asking the U.S. to show flexibility on 3 issues. It was unclear what the 3 issues were, but Iran said that if the 3 issues were resolved, an agreement could be made this week. (HA 8/16; AX, HA, MEE, MEMO, REU 8/18)

In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. In East Jerusalem, Israeli forces demolished 1 Palestinian house under construction in Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Beit Lahiya; no injuries were reported. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Israel’s security cabinet approves call-ups for up to 3 divisions of reservists (15,000–30,000 reserves) for the war on Lebanon.
