In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, Israeli settlers vandalized water pipelines in Kisan. Israeli forces shot and killed 1 Palestinian during a raid in Zawata. Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, an Israeli man from Beersheba goes missing nr. Hebron. IDF troops conduct a number of searches in surrounding villages and set up numerous mobile checkpoints in an effort to find the man and his alleged kidnappers. The man is found alive 10 hours later nr. Hebron, having staged the kidnapping for “romantic purposes.” Nr. Salfit, Israeli forces demolish 120 olive trees. The IDF conducts house searches and raids in 2 villages nr. Jenin, arresting 1; patrols in 6 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Qalqilya. They also arrest Palestine Legislative Council (PLC) member and PFLP activist Khalida Jarrar in al-Bireh nr. Ramallah for allegedly violating restrictions on her movement. On a visit to Hebron, PA PM Hamdallah says that Israel has still not transferred the recently unfrozen tax revenues to the PA as the Israeli PM’s office announced it would on 3/27. PA Pres. Israel’s Supreme Court rules in favor of Palestinian petitioners hoping to avert an Israeli plan to extend the separation wall through their land nr. Jerusalem. The plan, which has been contested since the IDF ordered it in 2006, would have expropriated of 3,000 dunams of private Palestinian and Vaticanowned land. (AP, MNA, TOI, YA 4/2)

Israeli PM Netanyahu and Energy and Water Minister Silvan Shalom authorize a $500 m. deal between the Delek Group and Noble Energy (energy companies in control of Israel’s offshore Tamar natural gas field) and 2 Jordanian companies that would ship 1.87 b. m3 of natural gas to Jordan over the next 15 years. In Lausanne, Switzerland, reps. of the P5+1 and Iran extend their 3/31 deadline, then agree on “key parameters” for a Joint Comprehensive Plan of Action (JCPOA) in their negotiations over Iran’s nuclear program. They will continue to negotiate on technical details ahead of their 6/30 deadline for a JCPOA. Pres. Obama says he will begin talks with congressional leaders to find a way for Congress to play a constructive oversight role in the implementation of the agreement. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

IDF strikes in the Gaza Strip continue, except in the hours following the govt.’s acceptance of the Egyptian cease-fire, killing 13 Palestinians. The IDF warns 100,000 residents of the al-Zaytun and al-Shuja‘iya neighborhoods to evacuate before morning on 7/16. Palestinians fire more than 120 rockets into Israel, including dozens directed at Tel Aviv, in a barrage claimed jointly by al-Qassam Brigades and al-Quds Brigades. Nr. the Erez crossing, 1 Israeli civilian is killed by a mortar shell while distributing food supplies to IDF soldiers. Israel’s security cabinet votes 6–2 in favor of accepting the Egyptian cease-fire proposal from the previous day, and the IDF stops all strikes for several hours. PM Netanyahu says that if Hamas rejects the initiative, Israel will have “legitimacy” to take further action “to restore quiet.” PA Pres. Abbas, in Cairo for talks with Egyptian pres. al-Sisi, calls for the acceptance of the proposal. However, Hamas rejects the text, describing it as “an initiative of kneeling and submission,” and both the armed Palestinian groups and the IDF continue hostilities. Hamas spokesperson Abu Zuhri says that the group was ignored by Egyptian mediators, with Islamic Jihad official Khalid al-Batsh commenting that “initiatives shouldn’t be proposed through media outlets, but rather through the obvious channels, which are resistance factions and their leaders.” An unnamed senior PLO official says that “the Egyptians coordinated the initiative with Abbas and ignored Gaza,” and thus “Hamas leaders felt humiliated by the fact that the proposal was released without them being consulted about its contents ahead of time.” (AFP, AP, HA, MNA, REU, WAFA 7/15; PCHR 7/16)

U.S. Secy. of State Kerry says they “have made progress . . . but there’s still more work to do.” Iranian FM Zarif says that Iran wants to “arrive at a solution everyone can be happy about.” The key issues remaining are Iran’s centrifuges and its uranium enrichment capacity over the next 10 years. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

PA Pres. Mahmud Abbas meets with U.S. Secy. of State John Kerry in Saudi Arabia to discuss regional developments, the first such meeting between the two men since Kerry replaced Hillary Clinton. Abbas requests Washington pressure Israel to adopt a settlement construction freeze and release Palestinian prisoners as a condition for the resumption of peace talks. Hamas keeps the Kerem Shalom crossing closed reportedly due to a dispute over the collection of customs revenue with the Palestinian company operating the terminal. Israel shut the crossing on 2/26 after a rocket was fired out of the Gaza Strip into southern Israel. (MNA 3/4)

Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary.
