In the West Bank, Israeli undercover forces shot and killed 3 Palestinians, including 2 PA security officers, and injured 2 others, including 1 PA officer near the PA intelligence headquarters in Jenin. Israel said that its anti-terror unit was in Jenin to arrest 2 Islamic Jihad members when they shot the 4 Palestinians; the PA presidency condemned the killing of the 3 Palestinians and the PA prime minister called the Israeli actions an act of state terrorism. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Fawar refugee camp, causing tear-gas related injuries. 8 Palestinians were arrested, including 4 during late-night raids and around Bethlehem, Jaba‘, Silwad, and Izzariya; 4 were arrested at checkpoints near Jenin and Nablus. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting a visit to the Old City by Itamar Ben-Gvir from the Otzma Yehudit (Jewish Power) party at the Damascus Gate plaza, using stun grenades; 30 Palestinians were arrested. Ben-Gvir was banned by Israeli police from marching through the Old City on 6/9. Palestinians also protested against evictions of Palestinians from Batn al-Hawa, outside of an Israeli court holding a hearing on the matter (see below); 3 were arrested. Elsewhere, Israeli forces demolished 1 shed and razed land in Issawiyya. 1 was arrested during a house raid in Batn al-Hawa. An Israeli court delayed a hearing on an eviction case against 2 Palestinian families in Batn al-Hawa. The hearing was postponed to 8/7. (AJ 6/10)

Israeli defense minister Benny Gantz approved the construction of an elevator at al-Ibrahimi Mosque, which is also a shine for Jewish people, allowing Israeli settlers with walking disabilities to enter the mosque. The approval violates the 1997 Hebron protocol signed by the PA and Israel. (ALM 6/23)

A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. The video shows that the prisoners were piled on top of each other and beaten with batons and kicked by the prison guards, even as they lie still on the concrete ground. Former Mossad director Yossi Cohen implied in an interview with Israeli Channel 12 that Israel was behind attacks on Iran’s nuclear facility Natanz and on Iranian scientists. (AP, TOI 6/11)

In an interview with Yedioth Ahronoth, former secretary of state Mike Pompeo said that the sale of U.S. F-35s to the UAE was “crucial” to a normalization deal between the UAE and Israel. (HA, TOI 6/10)

In the West Bank, Israeli settlers threw a metal gate at a Palestinian vehicle driving near Burqin, causing damage. Israeli settlers with military escort also forced a Palestinian family farming their land to leave their property in Bayt Umar. Israeli forces seized an agricultural structure in al-Khadir. 6 Palestinians were arrested during late-night raids in Qabatiya and Harmala. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces made incursions and leveled land north of al-Maghazi refugee camp. An explosion at the Natanz nuclear site in Iran caused damage to the nuclear facility. Iran said it was carried out by Israel and that the country would revenge the attack. The New York Times also reported that Israel was the likely assailant. The attack happened as the U.S. and Iran were progressing in indirect talks about the U.S. rejoining the Joint Comprehensive Plan of Action and as U.S. secretary of defense Lloyd J. Austin III was visiting Israel, meeting with Israeli defense minister Benny Gantz. The U.S. denied any involvement in the attack. The New York Times later reported that it was an explosive device that had been smuggled into the nuclear site, which was remotely detonated. In the West Bank, Israeli forces arrested 7 Palestinians during late-night raids in Nabi Salih and Jalazun refugee camp; during the raid in Nabi Salih, Israeli forces sprayed pepper spray at the mother of 1 of the arrestees; during the raid in Jalazun refugee camp, 1 Palestinian was shot by live ammunition. In East Jerusalem, Israeli forces demolished several structures belonging to 1 Palestinian family in Issawiyya. In Gaza, incendiary balloons were launched toward Israel, causing fires. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Iran’s Atomic Energy Organization said that the explosion in Natanz at the uranium enrichment site on 7/2 was sabotage. (AJ, REU 8/23)

U.S. advisor to the president Jared Kushner told CNN that the normalization deal between the UAE and Israel “should increase the probability of them [the UAE] getting it [sales of F-35 from the U.S.].” Israeli prime minister Benjamin Netanyahu has denied that weapon sales were part of the normalization deal. In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for passage in both directions. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. They also arrest Palestinians in al-Tur, Issawiyya, and Bab Hettah. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested. In his annual State of the Union address, U.S. Pres. Obama reiterates his promise to veto any new legislation relating to the sanctions on Iran that would threaten the ongoing negotiations between Iran and the P5+1. (NYT 1/21; HA 1/23)

The IAEA publishes a report on Iran’s adherence to the Joint Plan of Action, which governs its negotiations with the P5+1. It concludes that Iran has not enriched any uranium above 5% or made any “further advances” at the Natanz or Fordow plants, or the Arak reactor. (AP 1/21)
