In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli forces violently dispersed Palestinians protesting the siege of Nablus at the Huwwara checkpoint, causing tear-gas related injuries. An Israeli court approved the demolition of a school in al-Samiya. The school was inaugurated in January and built with EU funding. (WAFA 11/1; MEMO 11/2)

Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. PA president Mahmoud Abbas held a meeting with acting U.S. assistant secretary of state for Near Eastern Affairs Yael Lambert on the sidelines of the summit. In the West Bank, Israeli settlers threw stones at 1 Palestinian house in Ras Kaskar and at vehicles near Nabi Salih, Ramallah, ‘Ayn al-Hilweh, and Huwwara, causing damage. Israeli forces prevented Palestinian farmers from harvesting olives near Haris. Israeli forces also demolished 4 residential structures and razed a plot of land in Susiya. Elsewhere, Israeli forces closed 2 checkpoints in Huwwara. Israeli forces also shot and injured 2 Palestinians, including 1 minor, during a raid in Sarda. In East Jerusalem, Israeli settlers opened fire at Palestinians in Silwan; no injuries were reported. Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah; no injuries were reported. In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. In East Jerusalem, nearly 500 settlers toured the Haram al-Sharif compound. In Israel, a group of Israelis overturned a Palestinian-owned vehicle in Bat Yam after the vehicle was stopped and the driver was asked to adhere to the Jewish customs of Yom Kippur. Israelis also attacked 3 Palestinians in separate incidents in Tel Aviv, including 1 who was stabbed. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. The supreme court will meet to hear the appeal on 10/6. The committee banned Balad, saying that the party “rejects Israel’s existence as a Jewish and democratic state.” (HA, MEMO 10/5)

Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. Lebanese media reported that among the issues that Lebanon was seeking to amend was the inclusion of a security zone. (HA, HA, REU 10/4)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. A general strike was observed in Jenin in protest over the killing of 4 Palestinians on 9/28. In East Jerusalem, 15 Palestinians were arrested in Isawiya, al-Tur, Sheikh Jarrah, Wadi Juz, and Silwan. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

The Lebanese parliament failed to elect a new president of the country as more than half of the votes by 128 members were blank. (AP, HA, MEMO, REU 9/29)

In the West Bank, Israeli forces shot and killed 1 Palestinian at the Havat Gilad settlement outpost near Nablus, claiming he had tried to ram his car into an Israeli soldier and a police officer. The PA condemned the killing, saying it occurred after a normal traffic accident, and the man’s family rejected the notion that he would have tried to commit an attack. Israeli forces also shut the main entrance to Beit Umar. Elsewhere, Israeli forces fired tear gas and sound bombs at Palestinian activists trying to enter al-Twana. 6 Palestinians were arrested during late-night raids in Burin, Balata refugee camp, and Kafr Ein. In Gaza, Israeli forces fired tear gas at Palestinians working in a quarry east of Dayr al-Balah, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Israeli defense minister Benny Gantz said that he does not think that there will be a 2-state solution in the foreseeable future, during an interview with Kan. Defense minister Gantz also said he would not form a coalition with the 3 Palestinian parties Hadash, Ta‘al, and Balad at the upcoming elections but said he would cooperate with the United Arab List. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 3 others during a late-night raid in Kafr Dan, where Israeli forces took measurements to punitively demolish the family home of 2 Palestinians killed in an exchange of fire at the Jalamah checkpoint on 9/14. The PA called on the U.S. to pressure Israel into ending its deadly nightly raids and condemned the killing. Israeli forces also fired tear gas near a school in Burin, prompting an evacuation of the students. Elsewhere, Israeli forces delivered stop-work notices for 5 industrial structures in Qarawat Bani Hassan. Israeli forces also raided al-Twana to pray and attend a lecture in the middle of a populated street in the early hours of the night; Israeli settlers claim that a synagogue once stood in the village. 1 Israeli settler was shot and injured at the Carmel settlement; there was no information about the suspect. 15 Palestinians were arrested during late-night raids in Sa‘ir, Yatta, Surif, Hebron, Kafr Ra‘i, Jaba‘, and Kafr Dan. In East Jerusalem, former MK Yehuda Glick toured the Bab al-Rahma area of the Haram al-Sharif compound, raising an Israeli flag and blowing a shofar. Israeli forces fired tear gas into the schoolyard of Isawiya high school for boys, injuring 5 students with tear gas. 3 Palestinian minors were arrested at the Haram al-Sharif compound. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

Hamas announced that it had fully restored ties with Syria after severing ties in 2012 due to the outbreak of the Syrian civil war. (MEMO, MEMO 9/16; MEE 9/18; ALM 9/22; ALM 9/24; AJ 9/25)

The PLO executive committee confirmed that it supports PA president Mahmoud Abbas’s bid to have Palestine become a full member of the UN. President Abbas is expected to give a speech on 9/23 at the UN general assembly seeking recognition for the state of Palestine. (WAFA 9/15)

The Balad party announced that it is not running as part of the Joint Arab List at the next Israeli elections. The Joint Arab List now consists of the Hadash and Ta‘al parties. (HA 9/15; AP, JP, TOI 9/16)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. Chilean president Gabriel Boric postponed the acceptance of the Israeli ambassador’s credentials due to Israel’s killing of a 17-year-old Palestinian in the West Bank (see above). Israel said that the Chilean foreign ministry had apologized to the Israeli government for the situation.
