In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli forces violently dispersed Palestinians protesting the siege of Nablus at the Huwwara checkpoint, causing tear-gas related injuries. An Israeli court approved the demolition of a school in al-Samiya. The school was inaugurated in January and built with EU funding. (WAFA 11/1; MEMO 11/2)

Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. PA president Mahmoud Abbas held a meeting with acting U.S. assistant secretary of state for Near Eastern Affairs Yael Lambert on the sidelines of the summit. In the West Bank, Israeli settlers threw stones at 1 Palestinian house in Ras Kaskar and at vehicles near Nabi Salih, Ramallah, ‘Ayn al-Hilweh, and Huwwara, causing damage. Israeli forces prevented Palestinian farmers from harvesting olives near Haris. Israeli forces also demolished 4 residential structures and razed a plot of land in Susiya. Elsewhere, Israeli forces closed 2 checkpoints in Huwwara. Israeli forces also shot and injured 2 Palestinians, including 1 minor, during a raid in Sarda. In East Jerusalem, Israeli settlers opened fire at Palestinians in Silwan; no injuries were reported. Israeli settlers also toured the Haram al-Sharif compound. In the West Bank, Israeli forces shot and killed 1 Palestinian at the Havat Gilad settlement outpost near Nablus, claiming he had tried to ram his car into an Israeli soldier and a police officer. The PA condemned the killing, saying it occurred after a normal traffic accident, and the man’s family rejected the notion that he would have tried to commit an attack. Israeli forces also shut the main entrance to Beit Umar. Elsewhere, Israeli forces fired tear gas and sound bombs at Palestinian activists trying to enter al-Twana. 6 Palestinians were arrested during late-night raids in Burin, Balata refugee camp, and Kafr Ein. In Gaza, Israeli forces fired tear gas at Palestinians working in a quarry east of Dayr al-Balah, forcing them to leave the area. Israeli defense minister Benny Gantz said that he does not think that there will be a 2-state solution in the foreseeable future, during an interview with Kan. Defense minister Gantz also said he would not form a coalition with the 3 Palestinian parties Hadash, Ta‘al, and Balad at the upcoming elections but said he would cooperate with the United Arab List. In the West Bank, Israeli forces demolished 15 tents, seized 3 vehicles, and arrested 1 Palestinian activist trying to prevent the forces from demolishing and seizing Palestinian property in Khirbat Humsa; Israeli forces demolished 25 structures in Khirbet Humsa on 2/1. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. Israeli forces also conducted military drills in the Masafer Yatta area, damaging crops and agricultural structures for the 2d day in a row. Elsewhere, Israeli forces demolished 1 house under construction in Anata and 11 vending stalls near Jenin. Israeli forces also delivered 1 demolition notice for a house in al-Khadir. 25 Palestinians were arrested during raids in and around Tuqu‘, al-Fawar refugee camp, Bayt Umar, Hizma, Salfit, Nablus, Sabastiyya, Tulkarm, and Qabatiya. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. The leader of Ra’am Mansour Abbas said his party had not decided on who it would support amidst rumors that the party will support Benjamin Netanyahu. (HA 2/3; AJ, AP 2/4; MEMO 2/5)

In the Gaza Strip, dozens of Palestinian students gather in Gaza City to protest the killing of 3 U.S. Muslims in North Carolina on 2/11. In the West Bank, Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis after the IDF demolished and evacuated it for the 5th time on 2/10. Another group of Palestinian activists tears down an iron gate at the entrance of a village nr. Bethlehem that was installed by the IDF in 2001. The IDF conducts house searches and arrest raids in Nur Shams r.c.; patrols nr. Qalqilya and Hebron. IDF troops disperse Palestinian activists holding a sit-in protest at a checkpoint nr. Ramallah, detaining dozens. Israeli forces level land outside a village nr. Qalqilya, clearing the area for settlement expansion. Israel’s CEC votes 27–6 to disqualify MK Zoabi (Balad) from the upcoming election on 3/17, responding to a petition alleging that Zoabi supports armed conflict against Israel. The petition was delivered to the CEC by the Yisrael Beytenu party on 1/29 with the support of the Likud, Shas, and Jewish Home parties. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000. srael holds parliamentary elections, dealing a significant setback to current PM Benjamin Netanyahu and the Likud-Yisrael Beiteinu joint ticket. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Voter turnout overall is high, with the estimated turnout for Palestinian citizens of Israel at 56%, according to figures cited by Army Radio. Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel.
