Israel’s Jerusalem planning comm. approves construction of 92 housing units in Talpiot settlement and 32 apartments in Pisgat Ze’ev settlement. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts patrols in 3 villages nr. Qalqilya, 2 nr. Salfit, 1 nr. Jenin, and 1 nr. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition. The 8 remaining Labor MKs immediately withdraw fr. the coalition, leaving Netanyahu with a smaller but more stable coalition, controlling 66 of 120 Knesset seats. In New York, U.S. Secy. of State Albright meets with Israel's Ben-Ami, Sher. After this mtg. and a mtg. with Egyptian FM Musa, she phones Arafat to request he send negotiators to the U.S. to meet with the Israelis. Barak briefs Labor/One Israel mbrs. on his plans to try to stave off early elections by forming a coalition government with the Am Ehad, Center, Democratic Choice, Meretz, One Israel, Shinui parties, plus Arab MKs. The Israeli-Syrian talks resumes with a welcoming ceremony at the White House for Israeli PM Barak, Syrian FM Shara` hosted by Pres. Clinton. While Clinton and Barak speak briefly and optimistically of possibility of accord, Shara` gives a prepared address welcoming talks but listing Syria's grievances (see Doc. A5). Afterward, Clinton meets with Barak, Shara` together and then separately. Both men also meet privately with Secy. Jordan announces that the 13 Arabs (11 Jordanians, an Iraqi, an Algerian) recently arrested for plotting attacks against U.S. targets in the Middle East (see 12/13) were detained in the kingdom. PM-elect Barak says he is having trouble forming a broad-based coalition because of Likud demands that he continue settlement expansion. Under draft guidelines for a coalition government, no new settlements would be established, no existing settlements would be dismantled, settlements would not enjoy preferred status. In signs that a political settlement to Algeria's 7-yr.-old conflict btwn. Muslim guerrillas and the government may be at hand, newly elected (4/99) Pres. `Abd al-`Aziz Bouteflika announces plans to offer amnesty to fighters, supporters of the Islamic Salvation Front (FIS); formally endorses a truce declared by FIS in 10/97. Haggling over Israeli cabinet positions begins. Current Labor FM Barak says he would joint coalition government in exchange for DM portfolio.
