In the West Bank, unidentified gunmen opened fire at an Israeli settler vehicle near Qalqilya. Israeli settlers attacked Palestinians with batons, pepper spray, and stone at a spring near Tubas. Israeli forces shot and injured 1 Palestinian during a raid in Jericho. Israeli forces also leveled land and uprooted olive trees in Kafl Haris and razed an agricultural road in Zanuta. Elsewhere, Israeli forces violently dispersed Palestinian protesters during a raid in Dheisheh refugee camp, causing tear-gas related injuries. Israeli forces also demolished a water cistern serving 6 Palestinian families in al-Baqa’a. 16 Palestinians were arrested during late-night raids in Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, Ramallah, and Nablus. In East Jerusalem, Israeli forces raided the home of Islamic Waqf Department deputy director Najeh Bkeirat in Sur Bahir, detaining him. Israeli forces also demolished a retaining wall in al-Tur and a pergola in Wadi al-Juz. Elsewhere, Israeli forces raided Silwan, damaging a house and causing tear-gas related injuries. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. 2 Israeli settlers, including an off-duty soldier, were charged with terrorism, 1 for vandalizing a mosque in ‘Urif and the other for placing a chair in front of the door of a Palestinian home in Umm Safa and setting the chair on fire. Both incidents occurred in June. (AJ, HA, REU, TOI 7/12)

Israeli defense minister Yoav Gallant visited Azerbaijan, discussing strategic, diplomatic, and security ties with President Ilham Aliyev, Defense Minister Zakir Hasanov, and other officials. (ALM 7/12; HA 7/13; ALM 7/14)

Congresswoman Ilhan Omar (D-MN) said she would not attend Israeli president Isaac Herzog’s address to Congress, citing Israel’s ban on Omar and representative Rashida Tlaib (D-MI) from entering Israel and Palestine in 2019, Israel’s increase in its killing of Palestinians in the West Bank, and Prime Minister Benjamin Netanyahu’s statement that he wants to crush Palestinians’ hope of statehood. Later on 7/13 and 7/14, Omar was joined in her boycott by Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). A U.S. national security council spokesperson said that “[t]here is no talk of some kind of formal reassessment. The United States and Israel share a special bond, and our enduring commitment to Israel’s security is ironclad.” The statement followed a New York Times column by Thomas Friedman, who said a U.S. reassessment of its ties to Israel was inevitable. In the West Bank, Israeli settlers stole olive harvests and harvesting equipment in Yasuf. Israeli settlers also razed Palestinian farmland in Wadi al-Faw. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ramallah. Israeli forces demolished 3 Palestinian houses in al-Doyouk al-Tahta. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces placed dirt mounds at the main entrance to ‘Azzun. 19 Palestinians were arrested during late-night raids in Jaba‘, Nablus, Iraq Burin, Biddu, Tuqu‘, Hebron, Dura, and Qalqilya. In East Jerusalem, 1 Palestinian family demolished parts of their own home in the Old City. 2 Palestinians were arrested in Silwan and Jabel Mukaber. Axios reported that UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan told former Israeli prime minister Benjamin Netanyahu that the UAE has concerns about Netanyahu’s alliance with Itamar Ben-Gvir and the Otzma Yehudit party. According to Axios, foreign minister Al Nahyan told Netanyahu that a government that includes the Otzma Yehudit party could impact the UAE-Israel relationship. (AX, HA 10/26; MEMO 10/27)

In the West Bank, Israeli settlers vandalized dozens of olive trees and stole harvesting equipment and olives in Salem. Israeli settlers also stole olive harvesting equipment in Yatma. Elsewhere, Israeli settlers set fire to agricultural lands near Burqa, causing damage to olive trees. Israeli forces prevented Palestinians from harvesting olive crops in the seam zone near Qalqilya. Israeli forces also demolished 1 house under construction in Sika, displacing 7 people; Israeli forces fired tear gas at Palestinians protesting the demolition. Elsewhere, Israeli forces arrested 1 Palestinian woman, accusing her of attempting to stab a soldier near Beit Surik. 7 Palestinians were arrested, including 6 during late-night raids in al-Bireh, Turmus Ayya, Beit Fajjar, al-Tira, and Qabatiya; 1 was arrested at a checkpoint near Nablus. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. Israel revoked the East Jerusalem residency rights from a 36-year-old Palestinian man who had lived in the city his entire life. Israel claimed that the man, an attorney for Addameer, failed to show allegiance to Israel. The man had spent 7 years in Israeli prison. (WAFA 10/18; MDW, MEE 10/19)

PA prime minister Mohammed Shtayyeh called on the UN to send monitors to the West Bank to help prevent Israeli settler attacks, as the frequency of the attacks on Palestinians has been rising in recent months. Swedish foreign minister Ann Linde visited Israel in an effort to mend ties between the 2 countries, which have been cold since Sweden recognized the State of Palestine in 2014. Foreign Minister Linde met with Israel’s foreign minister Yair Lapid and president Isaac Herzog. Israel conveyed to Linde’s predecessor Margot Wallström that she was not welcome in Israel after she pointed out that Israel was committing extrajudicial killings in 2016. (AP 10/18; HA 10/21)

In the Gaza Strip, dozens of Palestinian students gather in Gaza City to protest the killing of 3 U.S. Muslims in North Carolina on 2/11. In the West Bank, Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis after the IDF demolished and evacuated it for the 5th time on 2/10. Another group of Palestinian activists tears down an iron gate at the entrance of a village nr. Bethlehem that was installed by the IDF in 2001. The IDF conducts house searches and arrest raids in Nur Shams r.c.; patrols nr. Qalqilya and Hebron. IDF troops disperse Palestinian activists holding a sit-in protest at a checkpoint nr. Ramallah, detaining dozens. Israeli forces level land outside a village nr. Qalqilya, clearing the area for settlement expansion. Israel’s CEC votes 27–6 to disqualify MK Zoabi (Balad) from the upcoming election on 3/17, responding to a petition alleging that Zoabi supports armed conflict against Israel. The petition was delivered to the CEC by the Yisrael Beytenu party on 1/29 with the support of the Likud, Shas, and Jewish Home parties. Late at night, IDF troops e. of al-Bureij arrest 3 Palestinians approaching the border fence to attempt to cross into Israel. In 3 separate incidents off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Hebron on the suspicion that he was going to enter al-Ibrahimi Mosque with a knife. Israeli forces deliver stop-work orders to Palestinians constructing 2 homes in Bayt Umar nr. Hebron and confiscate a tractor being used for the project; demolish 2 farmhouses, a well, 800 dunams of crops, and 500 m of stone walls in a village s. of Nablus.
