More than 30,410 Palestinians have been killed by Israeli forces in Gaza, including at least 13,230 children and 8,860 women, and around 71,700 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 411 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 105 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. During a speech in Selma, Alabama, Vice President Harris says “[w]hat we are seeing every day in Gaza is a tragedy,” calling for an immediate 6-week ceasefire. The Israeli Broadcasting Corporation changes the title and some of the text of the Israeli song for the Eurovision Song Contest after the European Broadcasting Union rejected the song “October Rain” for being too political. The New York Times reports that a forthcoming UNRWA report will charge Israel with “a range of ill-treatment” experienced by Palestinians taken from Gaza to detention centers in Israel. The report is based on interviews with 100 of the 1,002 Palestinians that have been released back to Gaza after being detained in Israel. (NYT 3/3)

In the West Bank, Palestinians protest outside the UNRWA headquarters in Ramallah against the countries that have suspended funding to the agency. Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. Israel dropped leaflets in Gaza offering $400,000 for information that would lead to the capture or killing of Hamas leader in Gaza Yahya Sinwar. The leaflets also offered $300,000 for information on Sinwar’s brother Mohammed Sinwar, $200,000 for Rafa’a Salameh, and $100,000 for Mohammed Deif. (HA 12/14)

PA prime minister Mohammed Shtayyeh told AP that it was time for the U.S. to shift its policy from “carrots to Israel to non-carrots,” saying the U.S. must introduce specific measures for a 2-state solution, not only talk about it. (AP, AP, REU 12/14)

U.S. national security advisor Jake Sullivan met with Israeli prime minister Benjamin Netanyahu and members of the Israeli war cabinet. U.S. and Israeli officials told Axios that Sullivan said to Netanyahu that the current intensity of Israel’s attacks on Gaza needs to dissipate within weeks. Netanyahu told Sullivan that Israel will continue its war “until absolute victory.” Sullivan also reiterated that a “revamped and revitalized” PA should govern both the West Bank and Gaza. Israeli settlers opened fire at Palestinian farmers in Beit Umar, causing damage to a vehicle and forcing the Palestinians to flee. Israeli forces shot and killed 2 Palestinians during raids in Tubas and Beit Umar, including a child and a 70-year-old man. Israeli forces also shot and injured 8 Palestinians during raids in Qabatiya, Tubas, and Dheisheh refugee camp. Elsewhere, Israeli forces demolished the family home of senior Hamas member Saleh al-Arouri in Aroura; Israeli forces placed a flag in the rubble of the house saying Hamas equals ISIS. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Due to a lack of space in cemeteries, about 100 unidentified Palestinian bodies were laid to rest in mass graves in Gaza City. 55 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,173 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 3,436 have been injured since 10/7. The UN reported that nearly 600,000 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The UN acknowledged that the number of displaced Palestinians was likely much higher because of the Israel order for Palestinians in the north to leave for the south. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. Elsewhere, Israeli forces opened fire near a girl’s school in Duma, causing panic among students. 1 Palestinian minor was arrested at the Havat Maon settlement. 9 others were arrested during late-night raids in Hebron, Harmala, Rafat, Tell, Jenin refugee camp, and al-Yamun. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons.
