In the Gaza Strip, IDF troops on the e. border fence twice open fire on Palestinian agricultural lands, causing no injuries. Late at night, Israeli naval forces open fire on Palestinian fishing boats off the coast nr. alSudaniyya, causing no damage or injuries. In the West Bank, PA security forces enter the H2 area of c. Hebron and arrest 2 Palestinians. IDF troops deliver demolition orders to several homes, tents, and other residential structures in 2 bedouin communities s. of Hebron. The IDF conducts house searches in Jalazun r.c., as well as nr. Hebron and Bethlehem; patrols nr. Salfit, Hebron, Tulkarm, Jenin, and in al-‘Arub r.c. An IDF raid in ‘Askar r.c. nr. Nablus sparks clashes with stone-throwing residents; 1 Palestinian is injured. In East Jerusalem, Israeli security forces enter Shu‘fat r.c. and clashes break out with residents, causing no injuries; conduct house searches in Ras al-Amud and Jabal Mukabir. Israeli PM Netanyahu fires Fin. Min. Lapid and Justice Minister Livni from his cabinet. Netanyahu criticizes the 2 ministers for disloyalty, citing their opposition to his “nation-state” bill, and tells the press that he will soon call for the 19th Knesset to be dissolved. Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. U.S. Secy. of State Kerry holds talks with European FMs at a NATO meeting in Brussels. They discuss France’s draft UNSC res., which sets a timetable on IsraeliPalestinian peace negotiations. (AFP, REU 12/2; AFP, HA 12/3)

The UNGA passes a res. introduced by Egypt, which calls on Israel to give up its nuclear weapons and put its nuclear facilities under international oversight. (YA 12/2; EI 12/4)

The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. In the Gaza Strip, Palestinians fire 1 rocket into s. Israel which causes no damage or injuries. In addition, Israeli troops fire upon a demonstration that approaches the border fence, as part of protests in solidarity with Palestinians facing restricted access to al-Aqsa mosque, injuring 5. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Ramallah, and in the Nablus area at Hawara checkpoint (where 1 person is injured with a rubber-coated metal bullet to the head). The IDF also conducts house searches and arrest raids in 1 village nr. Jenin and Hebron at night; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah at night. Jewish settlers set fire to 2 Palestinian vehicles nr. Beit El settlement n. of Ramallah. In East Jerusalem, Palestinian youths smash a hole in the separation wall in Abu Dis before Israeli forces arrive and violently disperse them. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

Israeli pres. Shimon Peres authorizes Livni to form a new government. Israeli law gives her 42 days to complete the task or step aside for the pres. either to authorize another party to form a coalition or to call early elections. Israeli and Palestinian negotiating teams will continue to hold their regular mtgs., and Olmert and Abbas will continue to meet biweekly to discuss the teams’ progress, but no major agreements are expected until a new government is formed. A 19-yr.-old Palestinian resident of Jabal Mukabir in East Jerusalem drives his car into a group of IDF soldiers in the Old City, injuring 19 before being shot dead; Israeli police believe the man acted intentionally and alone, though the family believes the incident was an accident. In the West Bank, the IDF patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches in Nablus and Tulkarm, nr. Bethlehem and Jenin. A Palestinian woman (apparently the same who staged a similar attack on 9/8) sprays an acid-like substance on an IDF soldier checking IDs at Hawara checkpoint, blinding him and injuring 3 Palestinians nearby; she is captured, arrested.
