Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. U.S. Secy. of State Kerry and Israeli PM Netanyahu talk on the phone about the ongoing negotiations, especially in light of controversy surrounding Kerry’s reference to boycotts at the Munich Security Conference on 2/1. Still in Munich, Kerry meets with Israel’s Justice Minister Livni and Special Envoy Molcho to discuss his framework deal. Meanwhile, PA Pres. Abbas calls for a U.S.-led NATO presence in a future Palestinian state to secure the borders. (HA, NYT 2/2)

U.S. Secy. of State Kerry holds a meeting with Iranian FM Zarif on the sidelines of the Munich conference, a rare face-to-face encounter that focuses on the ongoing nuclear talks. No details are released about the contents of the discussions. (AFP, AP 2/2)

The Knesset’s Ministerial Cmte. for Legislation advances a proposed law to annex the Jewish settlements in the Jordan Valley by a vote of 8–3. The bill will proceed for consideration by the full Knesset with govt. backing, despite opposition from Justice Minister Livni and Fin. Min. Yair Lapid. Netanyahu is reported to have advised Likud ministers against voting for the law. Meanwhile, EU Amb. to Israel Lars Faaborg-Anderson lodges a protest over the 12/26 decision to build 1,400 new housing units in West Bank settlements. (HA 12/29)

Two Katyusha rockets are fired from within Lebanon land nr. Israeli town Kiryat Shmona, causing no damage or injuries. Three other rockets fall within Lebanese territory. Israel reopens the Kerem Shalom border crossing following a 4-day closure, allowing the entry of goods such as industrial fuel to run the Gaza Strip’s sole power plant, which resumes a cycle of 8 hours on, 8 hours off. In addition, 8 truckloads of strawberries and tomatoes pass through the crossing into Israel; the goods are bound for European markets. (MNA, WAFA 12/29)

U.S. Defense Secy. Hagel speaks on the telephone with Egypt’s DM Abdel Fattah al-Sisi, and expresses concern about recent developments. Hagel urges for political inclusiveness ahead of the constitutional referendum scheduled for 1/2014. (REU 12/29)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel which causes no damage or injuries. In addition, Israeli troops fire upon a demonstration that approaches the border fence, as part of protests in solidarity with Palestinians facing restricted access to al-Aqsa mosque, injuring 5. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Ramallah, and in the Nablus area at Hawara checkpoint (where 1 person is injured with a rubber-coated metal bullet to the head). The IDF also conducts house searches and arrest raids in 1 village nr. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

In the Gaza Strip, IDF troops open fire on Palestinian children close to the border fence nr. Jabaliya r.c., wounding 2. The IDF also opens fire on Palestinian fishermen working nr. Gaza City, injuring none but causing damage to their boats. In the West Bank, the IDF shoots and kills 1 Palestinian and wounds 2 others in Jenin r.c. after opening fire in clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in 1 village nr. Bethlehem at night; patrols in 2 villages nr. Jenin, 1 village nr. Nablus, and in Dahaysha r.c. nr. Bethlehem. During clashes in Dahaysha, the IDF wounds 1 Palestinian with a rubber-coated metal bullet. IDF troops also demolish 15 structures of Bedouin residents in the n. Israeli and Palestinian negotiating teams meet in Jerusalem to continue discussions taking place following the resumption of official peace talks. U.S. envoy to the peace process Martin Indyk joins the teams, following the previous session that lacked a U.S. presence. The Israeli delegation is headed by Tzipi Livni and Yitzhak Molcho, while the Palestinian side is led by Saeb Erakat and Mohammed Shtayyeh. Livni tells Israeli media that both sides have agreed on not sharing details of their discussions to build trust. (AFP, AP, HA 8/20)

Iranian Foreign Ministry spokesperson Abbas Araqchi hints that Tehran’s FM Mohammad Javad Zarif is poised to take over as negotiator in talks over the country’s nuclear program. Previous negotiator Saeed Jalili was one of the more conservative candidates defeated in the June 14 presidential election. (AP, NYT 8/20)

Turkish PM Recep Tayyip Erdogan accuses Israel of being involved in the military coup that removed Pres. Morsi in Egypt, though offers only a reference to a meeting between French intellectual Bernard-Henri Levy and Tzipi Livni as evidence of his claim. The Egyptian cabinet rejects the comments as baseless, and Erdogan’s remarks are also condemned by White House spokesperson Josh Earnest as “offensive.” (AP, REU 8/20)

Following a successful evening of talks, U.S. Secy. of State John Kerry holds a press conference in Washington, flanked by Tzipi Livni and Saeb Erakat, and announces the official resumption of peace negotiations (see document D2 in JPS 169 for more). Kerry praises the 2 sides for their engagement and leadership, and announces that there will be a further round of talks within the next 2 weeks. Kerry also meets with Palestinian pres. Mahmud Abbas in Amman, their 3d meeting of the trip, before returning to Washington. During talks in Brussels, EU foreign ministers fail to reach agreement on supplying arms to Syrian rebels but reinstate sanctions on Damascus and lift an arms embargo for the opposition. Member states like Britain and France are now free to go it alone in sending weapons should they see fit at some point. (NYT, REU 5/27)

U.S. Secy. of State John Kerry holds separate talks with Israeli and Palestinian leaders, on his 4th visit to the region in 4 mos. Kerry meets with Israeli PM Netanyahu, Justice Minister Tzipi Livni, and separately with Pres. Shimon Peres in Jerusalem, and then with Palestinian pres. Mahmud Abbas in Ramallah. Kerry praises Netanyahu for his “seriousness” in looking for ways to return to direct negotiations and expresses optimism but no concrete strategy for moving things forward. Meanwhile, U.S. Defense Secy. Chuck Hagel appoints retired Gen. John Allen as special envoy on security issues in talks between Israel and the PA. Khan Yunis, moving 300 meters past the border fence and raising land with bulldozers, a common occurrence justified by the military on security grounds. Five are killed and more than 50 wounded in clashes in Tripoli between Lebanese gunmen from Sunni and Alawite communities. The death toll since the latest bout of fighting in the city began on 5/19 is now at least 18, with more than 170 wounded. The violence is linked to a Syrian govt. offensive that is being supported by Hizballah fighters. (AP, REU 5/23)

In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In a meeting with Swiss FM Didier Burkhalter, Israeli PM Benjamin Netanyahu says that he intends to bring any proposed peace agreement with the Palestinians to a national referendum. Meanwhile, Israeli sources suggest that PM Netanyahu is afraid that Israel’s negotiation position would be undermined if U.S. Secy. of State John Kerry accepts the Arab League’s recent statement on borders and territorial exchange (see 4/29). Hamas leader Khalid Mishal rejects the Arab League endorsement of land swaps, and claims that the proposal is designed to find economic peace between Arab states and Israel. Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Israeli security officials visit Cairo for the second time in a week to discuss the Gaza cease-fire with their Egyptian counterparts. An unnamed Hamas official says that the talks are focused on ‘‘humanitarian issues,’’ not politics. (MNA 2/19)

The European Parliament passes a resolution stating that Israel’s plan to build 3,000 new settlement housing units in the West Bank and East Jerusalem would make a two-state solution impossible. (Europarl 12/13)

Palestinian pres. Abbas criticizes Hamas leader Mishal’s 12/8 statements on Palestine ‘‘from the river to the sea,’’ emphasizing that ‘‘we recognized Israel in 1993’’ and that Mishal previously approved an agreement between Hamas and Fatah to pursue a two-state solution. Later, Tzipi Livni telephones Abbas to congratulate him for criticizing Mishal. Meanwhile, thousands of Hamas supporters gather in Nablus to celebrate the movement’s 25th anniversary, marking the 1st Hamas rally of its kind permitted by the PA since 2007; some senior Fatah officials attend. An Israeli official tells the media that U.S.-Israeli efforts to soften the wording of the Palestinians’ resolution for the UNGA have failed, though reports indicate that the U.S. is still trying to convince key countries not to support it. Other reports suggest that the UK will back the bid if Abbas agrees not to use the upgrade to take Israel to the International Criminal Court (ICC) at The Hague. France says it will vote in favor. Investigators exhume the remains of Yasser Arafat in Ramallah in order to seek possible traces of poison. A Palestinian medical team worked with Swiss, French, and Russian forensic teams, before the tomb is resealed. French magistrates opened a murder inquiry into Arafat’s death in August, following findings by a Swiss institute of high levels of polonium on Arafat’s clothing supplied by his widow Suha, as part of an Al Jazeera investigation. Former Israeli FM Tzipi Livni announces that she is leaving the Kadima party and will run in the forthcoming elections as the head of a new party, Hatnua. A handful of Kadima MKs resign from the party and are expected to join her new party. (YA 11/27)

In Gaza, a Fatah delegation joins Hamas PM Ismail Haniyeh for a ceremony to honor families bereaved in Operation Pillar of Defense. Meanwhile, Palestinian factions hold a meeting in Gaza Strip and agree to hold a joint rally raising Palestinian flags to support the UN bid. (MNA 11/27)

Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate.
