Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF violently disperses stonethrowing Palestinian protesters in Silwad nr. Ramallah, injuring 1 with live ammunition. The IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, and 1 village each nr. Nablus and Qalqilya at night; patrols in 3 villages nr. Ramallah in the morning, and in 3 villages and al-‘Arub r.c. nr. Hebron, 2 villages nr. Jericho, Nablus and 1 village and Balata r.c. nearby, and 1 village each nr. Jericho and Qalqilya at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries except in Bil‘in (1 struck by a tear gas canister) and in Kafr Qaddum (2 wounded by bullets). (PCHR 5/8)

Palestine becomes a formal party to 5 international conventions, banning torture, racial discrimination, promoting women’s rights, children’s rights, and the rights of the disabled. In response, Israel withdraws the VIP passes of 4 senior Fatah officials— Nabil Shaath, Tawfik Tirawi, Abbas Zaki and Jibril Rajub—thereby restricting their status at checkpoints and border crossings to the level of other Palestinian citizens. In s. Sinai, 2 suicide bombing attacks target police at a security checkpoint, killing 1 soldier and wounding at least 8. The attacks are claimed by Ansar Bayt al-Maqdis. (AP, REU 5/2)

Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr. Ramallah; confiscates 3 ambulances, detains 9 paramedics. PRCS suspends services in Ramallah, noting the IDF now has 15 medical workers in custody. This afternoon, the IDF lifts the Ramallah curfew for 3 hrs. so residents can buy food, bury those killed since 3/29 (bodies have been double-stacked in morgues, with no electricity). In Bethlehem, IDF troops order all men age 14-45 to surrender; fight their way to the doorway of the Church of the Nativity, where some 200 Palestinian gunmen, civilians have now sought refuge; fire on 20 journalists on the balcony of the Star Hotel, injuring 1; fire a warning shot at a clearly marked Reuters car. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. A Palestinian suicide bomber detonates a device at an IDF checkpoint into Jerusalem, killing only himself, causing no injuries. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. Israel expands its list of "wanted" Palestinians to include some of Arafat's top aides, including intelligence chief Tawfiq Tirawi, PSF 2d in command in Gaza Rashid Abu Shabak, Fatah tanzim leader Marwan Barghouti, but not PSF heads Dahlan or Rajub. Before dawn, IDF tanks, troops take over Bayt Jala, Beitunia (surrounding the offices of PSF West Bank head Jibril Rajub). The IDF shells buildings in the PA compound; later, restores electricity to Arafat's offices and allows the PRCS to bring Arafat and around 100 of his men food, bottled water, cell phone batteries. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. IDF soldiers fatally shoot 2 AMB mbrs. reportedly armed with explosives, trying to enter Israel. The IDF raids numerous buildings in Ramallah, in 1 instance wounding, then executing 5 PSF officers, raising the confirmed toll in Ramallah for the past 2 days to 12 Palestinians. The IDF detains 10s of Palestinians in Ramallah, including, DFLP dep. secy. gen. Qays Abu Layla, PSF dir. of operations Yunis Alass, Fatah Central Comm. mbr. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. In his 1st statement on Israel's new campaign, Bush says that the U.S. supports Israel's right to "defend itself," that Arafat "can do a lot more" to prevent attacks on Israelis. In Gaza, 2 IDF soldiers are killed, 1 is lightly wounded when a Hamas suicide bomber lures them toward his jeep and detonates a device, while snipers simultaneously fire on them. The IDF responds with tank, heavy machine gun fire, injuring 3 Palestinians; reimposes roadblocks in n. Gaza. The IDF enters a PA-controlled area of Gaza to demolish 3 Palestinian homes; directs shells, heavy machine gun fire at residential areas of Bayt Lahia; conducts an arrest raid in Silat al-Dahir. Jewish settlers block 3 West Bank roads, stoning Palestinian cars, setting fire to fields; open fire on Palestinian homes nr. Tulkarm, seriously injuring 1 Palestinian. Israeli-Palestinian clashes leave a total of 3 Palestinians, 3 Jewish settlers dead. In Gaza, 2 Palestinians are shot dead in a failed suicide attack on an IDF post that lightly injures 2 soldiers. The IDF shells residential areas of Khan Yunis, Nablus, Rafah; places a closure on Nablus. A group calling itself the Fatah Hawks briefly detains 2 journalists (1 American, 1 British) in Rafah, telling them to warn the UK, U.S. that more kidnappings of their nationals could take place if their pro-Israel bias does not cease. Fatah denies involvement in the incident, noting it disbanded its Fatah Hawks wing in the mid-1990s; the PA vows to arrest the perpetrators. Jewish settlers damage Palestinian property, throw stones at Palestinians in Hebron; trespass onto Palestinian property, threaten residents with guns, damage a water system nr. HaHarsina Junction.
