In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Nablus and Jenin, in and around Hebron, and nr. Bethlehem, arresting 11 total, including a Palestinian Authority (PA) security officer; patrols in 3 villages nr. Tulkarm and 1 nr. Hebron. Israeli settlers accompanied by IDF troops enter Joseph’s Tomb nr. Nablus late at night to perform religious rites. In East Jerusalem, Israeli police accompany a group ofsettlers on a tour of Haram al-Sharif. Israeli authorities continue to require women entering the area to leave their ID cards at the entrance and submit to interrogation; 3 Palestinian women are arrested. Israeli forces conduct house searches and raids in Shaykh Jarrah and al-Tur, arresting 4 Palestinians, issuing summons to 2, and demolishing a wall in al-Tur. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Both Palestinian residents and Israelis from the nearby French Hill settlement lodged formal complaints in the weeks ahead of the approval. (MNA 2/17; HA 2/18)

Off the coast of the Gaza Strip nr. Khan Yunis, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Nablus and 1 village nr. Bethlehem at night; patrols in 1 village nr. Ramallah in the morning, in 1 village nr. Hebron in the afternoon, and in Salfit and 1 nearby village, al-Fawar r.c. and 3 villages nr. Hebron, 2 villages nr. Jericho and 1 village each nr. Bethlehem and Ramallah at night. Jewish settlers destroy 35 olive trees in the Gush Etzion settlement bloc s. of Jerusalem, leaving “price tag” graffiti at the scene. The Palestinian Prisoners’ Society says that the number of prisoners on hunger strike against their detention without trial has reached 120, with participating prisoners being held in solitary confinement in the Negev, Ofer, and Megiddo jails. (MNA 5/3)

Senior Hamas official Musa Abu Marzuq says that Hamas will not accept the conditions demanded by the Quartet, including recognition of Israel, in remarks made at a press conference in Gaza City. Abu Marzuq also says that it is likely Hamas will participate in the proposed Palestinian presidential elections. (AFP, MEMO 5/3)

In Gaza, 1 Palestinian is killed when a smuggling tunnel on the Rafah border collapses. The IDF raids ‘Ayn Bayt al-Ma’ r.c. nr. Nablus to arrest Hamas-affiliated PC mbr. Ahmad al-Haj Ali; raids and searches the Hamas-affiliated Change and Reform party offices in Nablus, confiscating a computer and files; raids Anabta’s municipal electricity dept., arresting 1 employee; patrols during the day in 3 villages nr. Qalqilya and 1 nr. Jenin; conducts late-night arrest raids, house searches in Jenin and nr. Tulkarm. Jewish settlers fr. Karme Tzur nr. Hebron set fire to 3 dunams (d.; 4 d. = 1 acre) of nearby Palestinian grape arbors and crops. A small group of Palestinian protesters attempts to approach the Golan border fence as part of the Naksa commemoration (see 6/5) but is halted by a Syrian army contingent. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. Palestinian refugees in Lebanon’s ‘Ayn al-Hilwa r.c. also demonstrate (6/6) against the killing of Naksa Day protesters on the Syrian border on 6/5, but it is unclear to what degree the protests are against Israel, Syria, or the Palestinian leadership. (WP 6/7)

Palestinians fire 1 homemade Qassam rocket and 1 mortar fr. Gaza into Israel, causing no damage or injuries. A mysterious explosion s. of Gaza City kills 1 Islamic Jihad mbr., wounds 2. Islamic Jihad accuses Israel of staging an air strike, but the IDF denies an attack. A smuggling tunnel on the Rafah border collapses, injuring 3 Palestinians. In the West Bank, the IDF levels 5 dunams (d.; 4 d. = 1 acre) of agricultural land nr. Salfit; sets up a checkpoint at the entrance to Araqa village nr. A govt.-appointed Israeli panel charged in 2008 with investigating the 7/22/02 assassination of Hamas military leader Salih Shihada in a massive air strike on a residential area of Gaza City that killed 19 bystanders and wounded some 140 (mostly women and children) concludes that the operation was flawed by putting too much emphasis on killing Shihada and not enough on the “risk of harm to uninvolved civilians,” but “did not stem from disregard or indifference to human lives.” (NYT 2/28)

By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. The IDF fires on a group of Palestinians who attempt to sneak into Israel nr. Gaza’s Sufa crossing to find work, killing 1 Palestinian, detaining 2; conducts arrest raids, house searches in Nablus. A Jewish settler seriously injures a 12-yr.-old Palestinian, a 13-yr.-old Palestinian in a hit-and-run nr. Qalqilya; an Israeli ambulance refuses to evacuate the children to an Israeli hospital, taking them to Nablus instead. Jewish settlers fr. Karme Tzur nr. Hebron seize 25 d. of neighboring Palestinian land to expand their settlement. Some 20 Jewish settlers fr. Kiryat Arba seize 15 dunams (d.; 4 dunams = 1 acre) of Palestinian land to build a settler-only road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs, scuffle with Palestinian residents, injuring 3. After the Palestinian Council (PC) gives its approval (54–12, with 4 abstentions, 14 not attending), PA Pres. Mahmud Abbas swears in PM Ahmad Qurai‘’s new cabinet. Abbas says that the cabinet’s first main goals will be providing security, reform, holding legislative elections. As Israeli-Palestinian tensions continue to run high in Gaza, the Israel Defense Forces (IDF) fatally shoots 3 Palestinians who enter a closed military zone nr. Gaza’s border with Israel; fires missiles at 3 sites in Gaza City (the local Fatah headquarters, Hamas’s al-Risala newspaper, an electrical transformer), cutting electricity to part of the city, wounding at least 3 Palestinian children. Gaza crossings into Israel remain closed for the 8th consecutive week. Rejecting a 5/15 petition by a Palestinian human rights group, the Israeli High Court says the IDF may widen the Philadelphi Route buffer zone along the Gaza border with Egypt, potentially demolishing 100s of Palestinian homes, ruling that the army has a “real, imminent need” to do so. The IDF announces over loudspeakers in Rafah’s Bloc O section, where much bulldozing has occurred, that Palestinians have 24 hrs. to evacuate their homes; fires on residential areas to encourage Palestinians to leave. The International Comm. of the Red Cross begins setting up a tent camp in Rafah able to provide emergency housing for 1,500 Palestinians left homeless by IDF bulldozing operations in the past wk. and those fleeing in fear of further demolitions. In the West Bank, the IDF conducts arrest raids, house searches in Dahaysha refugee camp (r.c.) nr. Bethlehem, begins bulldozing 45 dunams (4 dunams = 1 acre) of Palestinian land nr. As the U.S.’s 48-hr. deadline for Hussein to leave Iraq draws near, Palestinians in the West Bank and Gaza, fearing Israel will step up attacks and impose stiff closures and curfews as soon as war on Iraq begins, close schools and businesses, hoard provisions, stay inside. Israel extends the closure on the territories (imposed 3/17 for Purim) until 3/30. Just 90 mins. after the U.S. deadline passes for Hussein to leave Iraq, the U.S. makes a single strike on Baghdad, acting on intelligence of where Hussein, his top officials and sons could be found, assassinated. The strike marks the start of Operation Iraqi Freedom, but not the start of the “shock and awe” air campaign that the U.S. previously indicated would launch the war. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. On the 4th day of Palestinian-Israeli clashes, another attempt to secure a cease-fire fails, and rioting spreads to Israeli cities, including Acre, Jaffa, Nazareth, Tel Aviv, and Israeli Arab towns across the Galilee. In Umm al-Fahm, 1 Israeli Arab is shot dead by Israeli police, sparking massive rioting. In the West Bank and Gaza, the IDF rolls out heavy weapons--including tanks, antitank missiles, attack helicopters, grenades--to combat stone-throwing Palestinians, resulting in another 12 Palestinian fatalities, over 200 Palestinians wounded. The 1st IDF soldier is killed in street clashes (see 9/29). Jewish settlers in Jerusalem open fire on a Palestinian car, killing a toddler. The 1st confirmed incidents of Palestinians shooting at IDF troops take place in Gaza and Ramallah, but no IDF injuries are reported. The IDF places a 24-hr. curfew on Palestinians in Hebron. Israel states that its troops have "exercised restraint," accuses the PA of "orchestrating a campaign of spreading violence for political gain." Clinton phones Arafat to urge him to halt the violence; says that once the fighting stops, he will convene PA, Israeli security officials for a fact-finding session "to figure out what went wrong."
