In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Palestinian owners of the land seized by Israeli settlers for the Evyater settlement outpost petitioned the Israeli high court of justice to cancel the deal made between the Israeli settlers and the Israeli government on 7/1. (HA, WAFA 7/8)

PA president Mahmoud Abbas and other senior PA officials met with 11 U.S. congresspeople in Ramallah, including the chairman of the House Foreign Affairs Committee Gregory Meeks (D-NY), Ted Deutch (D-FL), David Cicilline (D-RI), Abigail Spanberger (D-VA), Sara Jacobs (D-CA), Kathy Manning (D-NC), Brad Schneider (D-IL), Andy Barr (R-KY), Nicole Malliotakis (R-NY), and French Hill (R-AR). Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In East Jerusalem, a 16-year-old Palestinian dies of wounds sustained during clashes on 8/31. In the immediate aftermath of his death, the IDF says that his injuries were incurred when he was hit in the leg with a sponge-tipped bullet and then fell, hitting his head on the ground, while the youth’s family says that he was shot in the head at close range. (A Palestinian autopsy will contradict the IDF and corroborate the family’s story on 9/14.) In response to his death, Palestinians protest in several neighborhoods, including Wadi al-Juz, where Israeli police respond to stone-throwing with rubber-coated metal bullets. In the French Hill settlement, Palestinian demonstrators throw Molotov cocktails at a gas station, causing damage. Off the coast of the Gaza Strip, Israeli naval forces open fire on Palestinian fishing boats in 2 separate incidents, causing no injuries or damage. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 villages nr. Salfit, and 1 village each nr. Hebron and Jenin. (HA, JP 9/7; PCHR 9/11; JP 9/15)

PA PM Rami Hamdallah says that the “govt. and the banks operating in the Palestinian territories were warned that if they make payments to former Hamas govt. employees in Gaza then the govt. and the people will be boycotted.” Separately, PA Pres. Abbas tells Palestinian media that “we will not accept the situation with Hamas continuing as it is at the moment.” Meanwhile, PA Dep. PM Muhammad Mustafa says that the PA is “looking for a temporary solution” to the problem of salaries for Hamas-appointed civil servants in the Gaza Strip, like sending money “through nongovernmental organizations such as the UN or any other entity.” He adds, “We want to avoid any legal confrontation with the U.S. whose law prohibits channelling money to Hamas because it’s blacklisted as a terrorist organization.” (AFP, MNA, WAFA 9/7)

A day after the IDF completes withdrawal fr. Gaza, Sharon, DM Mofaz separately vow that Israel will “make every effort to direct resources to the development” of West Bank settlement blocs. Meanwhile, Palestinians continue looting fmr. Gaza settlement sites for a 2d day, overwhelming PA security forces to strip some greenhouses. Egypt, daunted by the number of Palestinians seeking to cross the Rafah checkpoint, declares the border open for several days as a good-will gesture, allowing 1,000s on either side of the border to cross; many Palestinians rush to buy Egyptian goods (including food, medicine, sheep for the upcoming Ramadan holidays) that are dramatically cheaper than those in Gaza, and visit family and friends they have not seen in yrs. before the border is resealed. Israel criticizes the lax Egyptian, PA security; Egypt, the PA blame Israel for failing adequately to coordinate disengagement. Egyptian border guards patrolling the border find a smugglers tunnel containing 38 fire arms, 3 rocket propelled grenades (RPGs); the PA security forces seize the weapons. Palestinian militant groups hold larger rallies than on 9/12 (including 10,000s of Palestinians at a Hamas rally in Gaza City), celebrating the disengagement as a victory of the resistance; at Islamic Jihad rallies, mbrs. display their arms, but at Hamas rallies, mbrs. do not; Abbas warns that he will no longer tolerate the “chaos of weapons.” In the West Bank, the IDF occupies the top floor of a 4-story residential building nr. Hebron as an observation post, fires on stone-throwing youths who challenge the troops, killing 1 Palestinian, wounding 4; demolishes a Palestinian home in ‘Issawiyya, East Jerusalem, nr.
