In the West Bank, Israeli settlers assaulted Palestinians with pepper-spray near Huwwara. Israeli forces violently dispersed Palestinian protesters in Salem during an arrest raid, causing tear-gas related injuries; 1 Palestinian was arrested. Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. Elsewhere, Israeli forces demolished 1 agricultural structure in Ein al-Balad. 22 Palestinians were arrested during late-night raids in al-Mughayyir, Biddu, Hebron, Dura, Sa‘ir, Zawata, Nablus, Rujeib, Beita, Tulkarm, Nur Shams refugee camp, Qalqilya, Kafr Ra’i, and Tura. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. Turkish media reported that 7 people in Turkey had been arrested by Turkish police in coordination with the National Intelligence Organization for spying on Palestinians in the country on behalf of the Mossad. (HA, MEE 12/14)

In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The resolution passed with 159 votes in favor, 8 against, and 10 abstentions. (UN 12/14; MEMO, WAFA 12/15)

The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. Norway donated $15 million through the World Bank Trust Fund to the Palestinian Umbrella for Resilience Support to the Economy in support of PA transparency, inclusivity, and the economy. (WAFA 12/14)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Bethlehem, Ramallah, and Qalqilya; during the raids in Ramallah and Bethlehem, 3 Palestinians were injured. Israeli forces prevented Palestinian farmers east of Tubas from plowing their land. In East Jerusalem, 9 Palestinians were arrested during late-night raids in Issawiyya and Silwan. A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. U.S. president Donald Trump was impeached by the U.S. house of representatives. 2 articles of impeachment passed. Article 1: Abuse of Power passed 230-197 and Article 2: Obstruction of Congress passed 229-198. (FOX, NYT, REU, WP 12/18; AP, CNN 12/19)

The World Bank announced that it will provide a $9 million grant to improve early childhood development among Palestinian children. (World Bank 12/18; WAFA 12/20)

IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)
