In the West Bank, IDF troops uproot around 60 olive trees in Tuqu‘ village nr. Bethlehem, while separately, Jewish settlers nr. Nablus attack a house in Burin village, throwing stones and a Molotov cocktail, causing no injuries. (MNA 11/25; PCHR 11/28)

The Israeli NGO Peace Now announces that an Israeli military cmte. has approved the construction of 829 new homes in West Bank settlements Givat Ze’ev, Nofei Prat, Shilo, Givat Salit, and Nokdim. The planned construction is condemned by Nabil Abu Rdeineh, aide to PA Pres. Abbas, as a “policy of escalation aimed at putting obstacles in front of the peace process.” (AFP, REU 11/25)

UN Secy.-Gen. Ban Ki-moon announces that an international peace conference on Syria will take place in Switzerland on 1/22/14, in an attempt to bring about direct talks between the Syrian govt. and opposition forces. The statement describes 1 of the key goals of the peace talks as “the establishment, based on mutual consent, of a transitional governing body with full executive powers, including over military and security entities.” (AP, REU 11/25) 

Pres. Obama, speaking during a visit to San Francisco, defends the deal with Iran, saying that the U.S. “cannot close the door on diplomacy.” In a clear criticism of those who have attacked the agreement, Obama says that “tough talk and bluster may be the easy thing to do politically, but it’s not the right thing to do for our security.” Meanwhile, Israeli PM Netanyahu announces that national security adviser Yossi Cohen will visit Washington to discuss the agreement with U.S. officials. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. At Rafah airport, Palestinians fire on a bus Israeli airport workers, injuring 8. Israel shuts the airport. Barak calls up IDF reservists, sets an ultimatum of 48 hrs. for Palestinians to halt their assaults on IDF outposts, Jewish settlements or "we will regard this as a cessation by Arafat of the peace process, and we will order the army to use all means at its disposal." Barak also says he is considering forming a "unity government" with Likud MK Sharon. In response, Hizballah guerrillas cross into Golan Heights, kidnap 3 IDF soldiers; fire rockets at the IDF's Shaba` outpost, injuring 6 soldiers. Barak reinforces the border area, sends Israeli warplanes and attack helicopters into Lebanon to strike Hizballah targets, injuring 4 Lebanese civilians. U.S.'s Albright phones Lebanese pres. Lahoud, Syrian pres. Asad to urge them to intercede with Hizballah to release the IDF soldiers. Arab World: Yasir Arafat leads thousands of moumers in funeral for 17 Palestinians buried in Tunis. Arafat accuses Pres. Bourguiba praises U.S. abstention in UN Security Council condemnation of Israeli raid [BG 10/6]. Egyptian Minister of Culture Ahmad Haykal announces Israel will be barred from the 1986 Intemational Book Fair in Cairo to be held in January [BG 10/6].

Other Countries: Two thousand protesters in Paris demonstrate against Israel's 10/1 raid on PLO headquarters in Tunis. Similar demonstration is held in Bern, Switzerland [BG 10/6].

Military Action

Occupied Palestine/Israel: Israeli soldiers trap 5 Palestinian commandos in Hebron hills, kill 4 of them in shoot-out. Army announcement on 10/7 states that the group was responsible for killing 5 Israelis, wounding 18 others in last 17 months. A number of Palestinians in the area arrested on suspicion of aiding the cell UP 10/8; CSM 10/9]. Two Israelis missing since 10/2, Edna Harari, 22, and Mordechai Suissa, 28, are found shot to death near Jerusalem. A caller to a Westem news agency on 10/4 claims responsibility for the murders on behalf of Fateh's Force 17 [NYT, WP 10/6].

Arab World: Egyptian policeman fires his automatic gun at group of Israeli tourists, killing 8 (including his Egyptian commander) and wounding 4. Shooting occurs at checkpoint at Ras Bourka, 25 miles south of Egyptian-Israeli border crossing at Taba in the Sinai. Egyptian authorities say the policeman "went berserk" [NYT 10/6].
