IDF troops on the Gaza border e. of Gaza City and e. of Khan Yunis open fire with live ammunition on Palestinians nonviolently commemorating Nakba Day nr. the border fence, injuring 3. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Nakba Day demonstrations in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 9 are injured. The IDF also clashes with Palestinians commemorating Nakba Day outside Ofer Prison nr. Ramallah and in Nablus; 17 Palestinians are injured by live ammunition and rubber-coated metal bullets. IDF troops conduct a late-night house search in a village nr. Hebron, arresting 1 Palestinian; detain 52 Palestinians nr. Ramallah who are trying to cross into Israel to work. They patrol in 3 villages nr. Ramallah and al-Bireh, and 1 nr. Jericho. Reps. of the P5+1 and Iran conclude a round of talks in Vienna on Iran’s nuclear program ahead of their 6/30 deadline for a comprehensive final deal. They will continue their negotiations next week. (REU 5/15)

In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. There are further clashes in Abu Dis, and 37 Palestinians are injured. In Sur al-Bahir, Silwan, and al-Tur, undercover Israeli military officers raid multiple homes, sparking more clashes; approximately 35 Palestinians suffer effects of tear gas inhalation and 12 are injured with rubber-coated metal bullets. Israeli security forces also conduct arrest raids on several homes in the Old City. After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. Separately,IDF troops open fire from the border fence nr. Karni crossing, causing no injuries. In the West Bank, IDF troops demolish a Palestinian house in a village nr. Tulkarm and clash with residents, causing no injuries. Separately, IDF troops demolish 4 commercial stalls in the n. Jordan Valley. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 2 villages nr. Iranian and U.S. officials meet in Geneva and hold their 1st official, bilateral talks since the beginning of the Vienna negotiations between reps. of Iran and the P5+1 powers on 1/20. Attended by Iran’s Dep. FM Araghchi along with U.S. Dep. Secy. of State William Burns, and Under Secy. of State Wendy Sherman, the discussions are intended to overcome the impasse reached in Vienna and make it possible to reach a comprehensive agreement by the 7/20 deadline. The 5th round of talks is scheduled to begin on 6/16. Araghchi tells Iranian media that it is “too early to judge whether an extension will be needed.” (AFP, AP, HA, REU 6/9)

An Arab-introduced res. at the IAEA’s annual conference in Vienna to censure Israel’s refusal to allow international oversight of its nuclear weapons is voted down 43–54–32 (and another 30 countries were absent during the vote). (AP 9/20)

The Organisation for the Prohibition of Chemical Weapons (OPCW) says that Syria has given details of some of its arsenal but still needs to fill in the gaps by next week to satisfy the timetable proposed by the Russian-U.S. plan. (REU 9/20)

Gaza Valley village; relatives say that he was unarmed, suffered from epilepsy, and often went to the border. In the West Bank, the IDF patrols in 1 village nr. Salfit and 1 village nr. Tulkarm in the afternoon, and in 1 village nr. Ramallah and 1 village nr. Jericho at night; conducts house searches and arrest raids in Jenin r.c. and Azun village nr. International terrorist "Carlos" (Ilich Ramirez Sanchez) flown to France after arrest in Sudan previous night.  France sought his extradition for 1975 Paris killing of 2 French agents investigating failed rocket attack on an El Al plane.  Sanchez most widely known for 1975 Vienna kidnapping of OPEC oil ministers in which 3 killed, 11 wounded.
