The Fatah-Hamas ceasefire in Gaza generally holds, though just after it is announced, PA Preventive Security Force (PSF) mbrs. controlled by Abbas fire on a group of Hamas mbrs. in Gaza City, sparking an exchange that leaves 2 PSF mbrs. dead. An IDF soldier is lightly injured by a roadside bomb placed along the Gaza border fence. In the West Bank, the IDF sends an undercover unit into Nablus in 2 vehicles with Palestinian license plates to ambush a carload of AMB mbrs., assassinating AMB mbr. ‘Inab Abu Kishik, wounding 2 others; sends an undercover unit in a taxi with Palestinian license plates into al-Til where they ambush, assassinate local AMB leader Muhammad Hamad, wounding 1 bystander; fatally shoots a 13-yr.-old Palestinian girl who strays close to the separation wall nr. Tulkarm; conducts arrest raids, house searches nr. Hebron and in Allar and al-Til nr. Tulkarm, ‘Askar r.c., Balata r.c., Bethlehem, Nablus. Jewish settlers leave the Homesh settlement site after camping there overnight. Jewish settlers fr. Emmanuel bulldoze Palestinian land in Qalqilya to expand the settlement. Fatah-Hamas clashes continue across Gaza throughout the day (involving automatic weapons fire, mortars, RPGs), leaving 6 Palestinians dead, at least 22 wounded: an ESF mbr. is shot dead, 11 Palestinians are wounded in an hr.-long exchange with Fatah mbrs. outside al-Shifa hospital; 2 Fatah mbrs. are killed and 9 wounded in an ambush in Gaza City; 2 Fatah mbrs. are kidnapped, killed and a Hamas mbr. is fatally shot elsewhere in Gaza. In the evening, Egyptian mediators in Gaza bring together Interior M Siyam with the heads of the Fatah-dominated PA security forces to broker a new cease-fire agmt. that goes into effect immediately; the sides also agree to form a joint operating center to coordinate all of the security forces. In the West Bank, the IDF patrols in Jenin, searching several stores; conducts arrest raids, house searches in and around Hebron; demolishes a new addition to a Palestinian home nr. Hebron. In a predawn raid on a Force 17 training camp in Gaza, suspected Hamas gunmen kill a Force 17 officer. In Gaza City, suspected Fatah gunmen fire on PA FM Mahmud Zahhar’s motorcade in an apparent assassination attempt, causing no injuries. Hrs. later, suspected Hamas mbrs. direct gunfire, several mortars at the presidential compound in Gaza City (Abbas is not there), hitting inside the compound and a nearby home, wounding 5 Palestinians; in response, PA security forces under Abbas’s control take over the Agriculture and Transportation Mins. to “secure the area.” Fatah-Hamas clashes continue in Gaza City and Jabaliya, leaving at least 3 Palestinians dead (a PSF colonel, a Presidential Guard mbr., a female bystander), at least 24 wounded. After nightfall, senior PA security officer and Fatah mbr. Col. Adnan Rahmi is found shot dead in n. Gaza. Fatah mbrs. kidnap several Hamas mbrs. in n. Gaza. In the West Bank, the IDF demolishes a Palestinian home in al-Walaja nr. Bethlehem; conducts arrest raids, house searches in Abu Dis, Jenin town and r.c., and nr. Bethlehem, Tulkarm; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a hospital in Nablus, allowing him to die. Following the 12/11 attack on Balusha’s car in Gaza City, Abbas deploys extra security forces under his command across the Strip, sparking an exchange of gunfire btwn. Fatah, Hamas mbrs. during a Fatah demonstration in Khan Yunis against the killings, leaving 4 Fatah mbrs. injured. The IDF sends tanks, bulldozers into al-Qarara nr. Khan Yunis to bulldoze land, marking the IDF’s 1st such incident since the 11/26 Gaza cease-fire when into effect. IDF troops on the Gaza border shoot, wound a Palestinian farmer working his land nr. the border fence outside Bayt Lahiya. In the West Bank, the IDF sends undercover units into Bethlehem to arrest PA intelligence officer Muhammad Salahat, no explanation is given; patrols in Jenin, Tulkarm town and r.c. (firing on residential areas, causing no injuries); conducts arrest raids, house searches in Balata r.c., in and around Hebron. Israel says it will not expand the Gaza cease-fire to the West Bank, noting that Palestinians have fired 15 rockets fr. Gaza into Israel since the unilateral truce went into effect on 11/26. IDF troops on the Gaza border e. of Gaza City fire on Palestinian farmers who stray too close to the border fence, causing no injuries. In the West Bank, the IDF fires on stone-throwing youths in ‘Askar r.c. nr. Nablus, killing a 15-yr.-old Palestinian; patrols in Hebron’s al-Rajabi neighborhood, firing percussion grenades, severely beating a 16-yr.-old Palestinian boy who throws stones at troops; conducts arrest raids, house searches nr. Ramallah and in Hebron, Nur al-Shams r.c. nr. Tulkarm, al-Sammu‘. A Jewish settler injures 3 Palestinians in a deliberate hit-and-run at Hawara checkpoint outside Nablus. Jewish settlers fr. Haggai nr. Hebron fire on a Palestinian home in nearby Khirbat Qalqas, seriously wounding a 6-yr.-old Palestinian boy. Under IDF protection, Jewish settler women fr. Soon after the 6:00 A.M. Palestinian ceasefire deadline, the IDF withdraws all troops fr. Gaza, ending n. Gaza operations that began on 11/21 that killed 22 Palestinians (including at least 6 civilians), wounded at least 67 (including 28 children), destroyed 10 houses and 10 businesses, razed 80 d. of agricultural land. (After the pullout, the UN reports extensive damage—estimated at $6.4 m.—to Dahaniyya airport buildings by the IDF stationed there, noting that damage could not have been caused by crossfire with Palestinians.) Btwn. 6:00 and 10:15 A.M. local time, Palestinians fire 9 rockets fr. Gaza into Israel, damaging a house but causing no injuries; Israel does not retaliate and the truce seems to hold. Two Palestinians are killed when a tunnel they are digging under the Rafah border collapses. In the West Bank, IDF troops patrol in ‘Azun nr. Qalqilya, fire on stone-throwing Palestinian youths who confront them, wounding 1; conduct arrest raids, house searches in and around Nablus, in Qabatya (fatally shooting 2 Palestinian bystanders) and Qalqilya, nr. Bethlehem and Hebron; issues a military order confiscating 565 d. of land belonging to al-Nabi Samwil, Bayt Surik, Bayt Iqsa villages n. of Jerusalem for construction of the separation wall. The Israeli High Court rejects a petition to reroute a section of the separation wallthat would envelope Bayt Hanina, Bir Naballah, al-Jadira, al-Jib, and Qalandia villages, cutting them off fr. the rest of the West Bank. In Gaza, the IDF makes an air strike on a car driving nr. Gaza City, killing 1 Hamas mbr., wounding a bystander; fatally shoots a Palestinian nr. Bayt Lahiya attempting to fire a rocket into Israel, also wounding 8 bystanders; shells a group of armed Hamas mbrs. nr. the Qarni crossing, killing 1 Hamas mbr., a PA Preventive Security Forces (PSF) officer at a post nearby; fires into al-Qarara, wounding 1 Palestinian farmer; shells the PA Education Min. offices nr. Bayt Lahiya; directs shells, air strikes on Bayt Hanun and Jabaliya, severely damaging 1 Palestinian home, an UNRWA clinic, a PA school; warns residents of a pending air strike on another Palestinian home nr. Jabaliya, but 10s of neighbors gather in the home, forcing the IDF to call off the operation. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. PA Pres. Mahmud Abbas phones Israeli PM Ehud Olmert to offer a total cease-fire in Gaza (including halts to rocket fire, digging of tunnels) in exchange for a halt to IDF operations in the Strip. Olmert agrees that if Palestinians halt actions first at 6:00 A.M. local time on 11/26, the IDF would halt operations, quickly withdraw troops fr. Gaza if the truce holds. Some Izzeddin al-Qassam Brigades factions say they will not adhere to the truce until Israel halts actions first. Meanwhile, in the West Bank, IDF troops patrolling in Abu Dis chase a group of Palestinian children who throw stones at their vehicles, firing into the air and firing percussion grenades, detaining 4 children ages 11–13 for questioning; demolishes 4 shops nr. Israel says that the death of 19 Palestinians in Bayt Hanun on 11/8 was caused by a faulty artillery radar system. Palestinians fire 6 rockets fr. Gaza into Israel, lightly injuring 2 Israelis. In the West Bank, the IDF conducts arrest raids, house searches in Abu Dis and Hebron, nr. Bethlehem and Qalqilya. In Jabaliya, a roadside bomb explodes outside the home of a PFLP cmdr., injuring his bodyguard; internal Palestinian rivalries are suspected to be the cause. French DM Michele Alliot-Marie ` says that French forces in s. Lebanon came within seconds of firing on IDF F-16s that repeatedly dived on their positions a wk. ago. The IDF says the incident is under investigation. UNIFIL reported 14 Israeli violations of the cease-fire last wk., including near daily overflights of Lebanon, including 3 mock air raids over the French troops’ headquarters in the south. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. (where Fatah, Hamas mbrs. trade fire, wounding 1 Palestinian), Balata r.c. (where protesters attack a women’s center, a youth center), Hebron (where Fatah protesters ransack, set fire to offices of Hamas-affiliated PC mbrs.), Nablus (where Fatah mbrs. ransack, torch offices of Hamas-affiliated PC mbrs.; vandalize 2 Islamic private schools, wounding 2 Palestinians; fire on the home of an al-Jazeera TV reporter), and Salfit (where protesters attack the al-Nahda association offices). Late in the evening in Gaza City, suspected Hamas mbrs. throw grenades at a group of PSF protesters, killing 1 PSF mbr., wounding 30. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. In Gaza, the IDF makes 3 air strikes destroying a Palestinian home in al-Shuka, after warning residents and neighbors to leave; later sends troops into al-Shuka, firing on residential areas, rounding up all males over age 13 for ID checks, searching homes, holding 50 Palestinians for several hrs. of interrogation, eventually arresting 3 before withdrawing. In the West Bank, the IDF sends undercover units into Burkin nr. Jenin in a car with Palestinian license plates, arresting a wanted Islamic Jihad mbr.; patrols, searches businesses, conducts random ID checks in various areas of Hebron and nearby Halhul; patrols in, fires percussion grenades, tear gas, and rifles on residential areas of al-Zababda; conducts arrest raids, house searches in Dahaysha r.c. nr. Bethlehem, nr. Jenin. Palestinian gunmen raid WAFA press agency offices in Gaza City, beating a reporter, vandalizing equipment, accusing WAFA of biased news coverage in favor of Abbas, Fatah; no group takes responsibility. IDF Chief of Staff Lt. Gen. Dan Halutz acknowledges that Hizballah has fully abided by the cease-fire and that Israel had detected no significant resupplying of weapons and missiles fr. Iran, Syria. By this date, 4,950 new UNIFIL soldiers fr. France, Italy, Spain and 10,000 Lebanese troops have been deployed in s. Lebanon. Meanwhile, UN relief coordinator in Lebanon David Shearer says that Israel left behind at least 350,000 unexploded cluster bomblets in s. Lebanon, stating that “the outrageous fact is that nearly all of these munitions were fired in the last three to four days of the war.” (NYT, WP, WT 9/20)

Hebron, confiscating computers, a fax, some files; conducts arrest raids, house searches in and around Tulkarm r.c., nr. Nablus. In Gaza, the IDF shells residential areas nr. Dayr al-Balah, damaging a house and car, wounding 2 Palestinians; fires on Palestinians collecting scrap metal nr. Erez industrial zone, wounding 1; fires on Palestinian farmers working a field nr. al-Bureij r.c., wounding 2; bulldozes 20 d. of Palestinian olive groves in Rafah. The UN reports that Lebanon has deployed only about 3,000 troops to s. Lebanon (2,000 along the border with Syria, 1,000 along the coast). Israel continues daily overflights of Lebanon in violation of the 8/14 truce, IDF troops are still in s. Lebanon, and the Israeli air and naval blockade are still in place, but no new clashes btwn. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. Overnight, the IDF sends troops into ‘Askar r.c. in search of a wanted Palestinian, demolishing his family home and 3 nearby homes of relatives, wounding his sister, arresting 4 relatives, firing on stone-throwing Palestinians who confront the troops, wounding 9; a Palestinian woman dies of a heart attack during the raid; the wanted man is not found. Also in the West Bank, the IDF patrols in Zababda nr. Jenin, firing on stone-throwing youths who confront them; conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Jenin. In Gaza, IDF closes the Qarni crossing; exchanges fire with Islamic Jihad mbrs. nr. Khan Yunis, then moves troops into Abasan to search for the gunmen, patrolling and firing on residential areas, withdrawing late in the evening, leaving 1 Islamic Jihad mbr. dead. Late in the evening, the IDF makes an air strike destroying the Khan Yunis home of an AMB mbr. (residents are warned in advance to leave but are given too little time; an elderly Palestinian and his son are killed, 3 Palestinians are injured, 5 nearby houses are damaged). PA security forces search for 2 Fox News journalists kidnapped in Gaza on 8/14; Haniyeh also appeals for their release. A Palestinian dies of injuries received during an 7/6 IDF attempted assassination in Jenin r.c. (NYT, WP, WT 8/16; PCHR 8/17; OCHA 8/25)

The Israel-Lebanon front remains relatively quiet, with UNIFIL confirming no breaches of the cease-fire, though the IDF fatally shoots 3 Hizballah mbrs. in s. Lebanon in incidents deemed defensive. UNIFIL reports no significant Israeli withdrawals fr. Lebanon, though the IDF does pull several 100 reservists and tanks into Israel. Tens of thousands of Lebanese civilians continue to return to their homes in s. Lebanon, though the IDF drops leaflets warning them to stay away. Hizballah begins disbursing financial aid to displaced families to aid them in their return (reportedly allocating $150 m. to the task); begins recording and assessing damage to personal property and infrastructure, with the aim of executing a long-term reconstruction effort. Now free to move, relief workers in s. Lebanon begin uncovering 10s of bodies buried in the rubble of destroyed buildings. (NYT, WT 8/15; NYT, WP, WT 8/16)

Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Palestinians try to fire rockets fr. Gaza toward Kissufim, but they fall short, causing no damage or injuries. In the West Bank, the IDF sends undercover units into Dura, Nablus to conduct arrest raids. A Palestinian militant dies of injuries received during the 7/7 IDF air strikes on Bayt Lahiya. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel. In Gaza, the IDF makes air strikes on a carload of Hamas mbrs. in Rafah (killing 1 Palestinian bystander, wounding 6 bystanders, 2 Hamas mbrs.), a carload of Palestinian gunmen in Gaza City (missing, wounding 5 bystanders), armed Palestinians nr. Qarni crossing (wounding 3 PA security officers nearby), an alleged Islamic Jihad weapons factory in Gaza City, a bridge and electricity transformer in Bayt Hanun, an Abu Rish Brigades training base in Khan Yunis; continues to shell areas of Gaza City, wounding 12 Palestinians; fires on residential areas of Rafah; allows the Nahal Oz pipeline to open for several hrs./day for the import of fuel. Meanwhile, the Gaza municipality runs out of fuel for its trucks requiring the halt to trash collection in Gaza City (still in effect as of 7/12), raising World Health Organization (WHO) concern regarding the spread of communicable diseases. Palestinians fire several rockets fr. Gaza into Israel, hitting 1 home and lightly wounding 1 Israeli. Haniyeh calls for a mutual cease-fire, but Olmert rejects it, saying that Operation Summer Rains is not over and that “we will operate, enter, and pull out [of Gaza] as needed.” Cmdr. of Israel’s southern region Maj. Palestinian gunmen holding Shalit issue a statement demanding the release of all 113 Palestinian women and 318 children fr. Israeli jails in return for information on Shalit’s condition; Israel refuses, proceeds with plans to free Shalit itself, sending 3 additional armored battalions (more than 3,000 troops) to the Gaza border in warning. Egypt deploys 2,500 border guards along the Rafah border to prevent the kidnappers fr. trying to sneak Shalit into Egypt. Abbas, Haniyeh coordinate deployment of Abbas’s presidential guard, other PA security forces to conduct house-to-house searches to find Shalit. Haniyeh urges the gunmen to “respect [Shalit] as a prisoner” but does not call for his release; calls on all militant groups to maintain a cease-fire so as to avoid a massive Israeli retaliation.
