In the Gaza Strip, Palestinians fire 25 rockets into s. Israel, causing no damage or injuries. Attacks are claimed by 4 groups: the PRC, al-Aqsa Martyrs Brigade, Democratic Front for the Liberation of Palestine, and al-Mujahidin Brigades. The IDF strikes 9 targets across the Gaza Strip throughout the day. A strike in al-Bureij r.c. kills 2 mbrs. of Islamic Jihad’s al-Quds Brigades. Later, during the night, the IDF strikes 14 more targets, killing 9 fighters from al-Qassam Brigades and wounding 4. Six of the fighters are killed in a tunnel collapse, which the IDF says is unrelated to air strikes. One Israeli air strike in Bayt Hanun wounds 5 civilians, including a child. Separately, IDF troops open fire from the border nr. Rafah, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians in al-‘Arub r.c. nr. Hebron, injuring 15 residents with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 village nr. Salfit and Jenin at night; patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah at night. Israeli settlers throw stones at Palestinian cars nr. Bethlehem, damaging 1. In a separate incident, settlers assault a priest nr. Ramallah. In East Jerusalem, around 100 Palestinian youths clash with Israeli security forces, and there are similar clashes in Abu Tur and Hizma. Israeli police detain 6 Jewish men in connection with the murder of Palestinian teenager Abu Khdeir on 7/2. In Israel, meanwhile, a group of bedouin in Tel Sheva nr. Beersheba throw Molotov cocktails and stones at passing cars nr. the Jewish town of Omer, causing damage. There are further violent protests in Shafa ‘Amr, in the Galilee, as well as in Nazareth and nearby town Iksal. Some 200 protesters try to block Route 70 at Yavor Junction in the n. In the weekly Israeli cabinet meeting, PM Netanyahu and FM Lieberman disagree about how to deal with the escalating situation in Gaza and s. Israel. Netanyahu criticizes Lieberman and Economy Minister Bennett for their repeated public calls for a full ground invasion of the Gaza Strip, and urges ministers to be “level-headed and responsible.” Meanwhile, Israeli authorities decide to reduce the fishing zone open for Gaza fishermen from 6 naut. mi. to 3. In the Gaza Strip, an IDF drone strikes a target nr. Dayr al-Balah, killing a mbr. of Hamas’s armed wing, al-Qassam Brigades. Meanwhile, the IDF strikes 12 other, separate targets across the Gaza Strip, causing damage and 3 injuries to civilians. The air strikes hit military training facilities belonging to al-Qassam Brigades, Islamic Jihad, and the PRC, as well as a concrete factory. In addition, IDF troops shell agricultural lands close to the border fence nr. Khan Yunis, causing no damage or injuries. Off the coast of Khan Yunis, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, IDF troops level land nr. Salfit and destroy dozens of olive trees. The IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in 2 villages nr. Ramallah and 1 village each nr. Israeli PM Netanyahu says his country is “ready to expand” the operation in Gaza, in comments at the weekly cabinet meeting. Meanwhile, the PRC in Gaza claims responsibility for rocket fire, which it describes as “retaliation to the Israeli crimes against our Palestinian people in the West Bank and the Gaza Strip and the ongoing violations against prisoners.” (AFP, MNA, ToI 6/29)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Meanwhile, in the West Bank, the IDF patrols in Bayt Liqya nr. Ramallah during the day and in Jenin, Jericho, and 2 villages nr. Ramallah and Salfit. Jewish settlers fr. Beit El nr. Ramallah enter nearby Dawar al-Qare’ village and set fire to 2 cars. (PCHR 8/25)

Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 1 Palestinian) and Ni‘lin (injuring 2 Palestinians); prevents Palestinian and international activists fr. planting trees on Palestinian land declared a closed military zone by the IDF, confiscating the trees; patrols in al-‘Arub r.c. in the evening, stopping and questioning a group of Palestinian children, arresting 3 teenagers; conducts synchronized late-night house searches in 3 villages southwest of Jenin, making no arrests; later makes a raid on a 4th village in the same area, also making no arrests. Final Israeli election results are posted, showing Kadima maintaining a 1-seat lead over Likud. The close race means that Kadima’s Livni and Likud’s Netanyahu will have to compete to form a governing coalition. (al-Ahram, AY, IHY, JP, Jordan Times, MA, MM, NHR, QA, al-Ra’i, YA, 2/12; NYT, WP 2/13)

During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr. The IDF says no further Gazan exports are planned, though the situation will be reviewed periodically. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qabatya and nr. In keeping with 1/27 pledges, Israel cuts electricity to Gaza by 1%; vows further cuts and intensified strikes on Gaza until rocket fire ceases. Overnight, the IDF sends troops and tanks, supported by artillery and war planes, into Gaza nr. Jabaliya, killing 1 Hamas mbr. and 1 Islamic Jihad mbr. in clashes, killing 4 Hamas mbrs. in air strikes, wounding at least 4 armed Palestinians. During the day, IDF shells hit a school nr. Gaza City, killing a Palestinian teacher, wounding 3 students. Palestinians fire 7 rockets, 4 mortars fr. Gaza into Israel, with 1 rocket hitting a home in Sederot, wounding 2 Israelis. In the West Bank, the IDF patrols in al-Bireh; conducts arrest raids, house searches nr. Salfit, Ramallah. Rival PRC factions exchange fire in Bayt Hanun, causing no injuries. The IDF continues operations in n. Gaza, exchanging fire with Palestinians (who fire at least 1 RPG, causing no injuries), killing 1 DFLP mbr. and 1 Islamic Jihad mbr., wounding 3 Palestinians, bulldozing land; fires a missile fr. a drone at a group of Islamic Jihad mbrs. n. of Bayt Hanun suspected of having fired a rocket, causing no injuries; sends tanks, bulldozers into areas nr. Khan Yunis to level land. In the West Bank, the IDF raids a school, an Islamic organization, a house, a factory in Bayt Sahur nr. Bethlehem, conducts arrest raids, house searches in and around Hebron and Jenin town and r.c., in Balata r.c. and Nablus, and nr. Nablus, Ramallah, Salfit. The IDF also dismantles a low wall (not part of the separation wall) running 25 mi. along roads s. of Hebron, in keeping with a 2/06 Israeli High Court decision that it impeded daily life for Palestinians in 21 rural communities. Jewish settlers in Jerusalem attack a Palestinian family in Bayt Safafa, injuring 5 Palestinians, vandalizing their home. In Gaza City, several Fatah mbrs. take refuge in the home of an Islamic Jihad mbr. while trying to evade arrest by the ESF for firing in the air at a wedding; the ESF surrounds the home leading to a clash btwn. ESF officers and Islamic Jihad mbrs. that leaves 2 Islamic Jihad mbrs., 1 ESF mbr. dead and 8 Palestinians wounded; PRC mbrs. intervene to stop the fighting and secure the surrender of the Fatah and Islamic Jihad gunmen. A 64-yr.-old Palestinian woman detonates a suicide bomb nr. IDF soldiers in Bayt Lahiya, lightly wounding 3; the attack is claimed by Hamas, marking its 1st suicide bombing in 2 yrs., in retaliation for the 11/8 shelling of Bayt Hanun that killed 19 Palestinians; the woman’s family says that she was motivated to stage the attack because her son had been killed, a grandson severely injured, and her mother’s house demolished by the IDF. (Separately, Israel reportedly is considering paying compensation to the families of those killed on 11/19; Israel has previously refused to pay compensation for such artillery errors.) Also in n. Gaza, the IDF makes an air strike on a car, assassinating PRC cmdr. Fa’iq Abu alQumsan, whom Israel claims have been responsible for rocket fire into Israel, his dep. Mahmud al-Basyuni, and Ahmad Abu al-Qumsan, also a PRC mbr.; kills 4 Palestinians (at least 2 of them armed, 1 a bystander), wounds at least 18 (at least 17 of them bystanders) in clashes, shelling related to ongoing operations in which 4 IDF soldiers are lightly wounded by an antitank rocket. The IDF also fires on Palestinian fishermen on the Gaza shore, causing no damage or injuries. Palestinians fire at least 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF demolishes a Palestinian home, an animal farm in Qarawat Bani Hassan nr. Salfit; fires on stonethrowing Palestinian children nr. Hebron, seriously wounding 1; conducts arrest raids, house searches in Jenin town and r.c. PA security forces demonstrate in Gaza City against the Hamas-led government’s failure to pay back salaries. The PSF arrests 7 Palestinians (at least some of whom are PRC mbrs.) in Jabaliya r.c. in connection with the 10/15 Erez bombing, sparking a gunfight that leaves 7 PSF officers wounded; later attempts to arrest an 8th Palestinian but retreats under machine gun fire; 10s of Palestinians in Jabaliya protest the arrests, which Israel says are meaningless. The IDF sends 50 armored vehicles back into Rafah to continue the search for smugglers’ tunnels, fatally shoots 1 PSF officer, wounds 14 Palestinians; a Palestinian dies of injuries received in Rafah on 10/10. The IDF also conducts arrest raids in Qalqilya. After the IDF lifts the curfew on Nablus, Palestinian youths, angry over the IDF imposition (10/15) of the curfew to facilitate a Jewish pilgrimage, throw burning tires at Joseph’s Tomb, causing some damage.
