Elsewhere, Israeli settlers vandalize 3 homes in al-Ghazi and Susiya in the Masafer Yatta area. Israeli forces raid the home of a former prisoner in al-Minya, vandalizing it and seizing his car. Israeli forces arrest 22 Palestinians during late-night raids in and around Hebron, Nablus, Tubas, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities force a Palestinian family to demolish their own home in Silwan. In Gaza, Israeli forces bomb Jabalia refugee camp, Gaza City, Nuseirat refugee camp, Khan Yunis, Beit Lahiya, Rafah, and al-Bureij refugee camp, killing at least 165 people. Israeli forces drop leaflets in Rafah with photos of 69 captives, saying “Want to go home? Provide information if you recognize one of the hostages.” An Israeli soldier is killed in combat. In Lebanon, Israeli forces assassinate 2 Hezbollah members in a drone strike on Bazouriyeh and bomb a 3-story house in Houla. In Syria, Israeli forces attack Damascus, killing 5 Iranian Revolutionary Guard Corps members. In Iraq, a missile attack on the U.S. al-Asad airbase lightly injures U.S. military service member. In Yemen, U.S. forces bomb an anti-ship missile they say was being prepared to be launched. More than 24,927 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 62,388 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 362 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 91 children. More than 4,310 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. Israeli prime minister Benjamin Netanyahu reiterates his opposition to a Palestinian state, saying he “will not compromise on full Israeli security control over the entire area west of Jordan.” In response, PA spokesperson Nabil Abu Rudeinah says it is time for the U.S. to recognize the State of Palestine. The Non-Aligned Movement issues a statement calling for a ceasefire in Gaza and the release of the remaining captives and expresses support for the South African case against Israel at the ICJ after a summit held in Kampala, Uganda. In a speech to the Non-Aligned Movement members, UN secretary-general Antonio Guterres says the “wholesale destruction of Gaza and the number of civilian casualties caused by the Israeli army in such a short period are totally unprecedented during my mandate,” calling on Israel to end its attacks. The Intercept reports that the American Israel Public Affairs Committee (AIPAC) donated $95,000 to House of Representative speaker Mike Johnson (R-LA) after he pushed through a $14 billion aid package to Israel. AIPAC donated $104,000 to Johnson in 2023. The aid package is still stuck in the Senate. (AJ 1/20)

In the West Bank, Israeli settlers threw stones at Palestinians harvesting olives in the Masafer Yatta area, injuring 2. Israeli settlers also attempted to kidnap a child in Khirbet al-Farisiyya. Elsewhere, armed Israeli settlers posing as soldiers vandalized a mosque in Menizel. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. In Gaza, around 285 Palestinians were killed in Israeli airstrikes. Israeli forces also assassinated the first female member of the Hamas political bureau Jamila al-Shanti, the head of the military wing of the Popular Resistance Committee Rafat Harb Hussein Abu Halal, and Hamas’ Jehad Mheisen. Israeli airstrikes also bombed the 12th century Church of Saint Porphyrius, killing at least 8 people sheltering in it and targeted 5 bakeries, killing many people waiting to purchase bread. Rockets were fired at Israel; no fatalities were reported. In Lebanon, Israeli forces shot and killed a journalist and injured 1 other in Hula. Israeli forces also attacked parts of South Lebanon with combat helicopters and killed 3 people it claimed were firing anti-tank missiles at Israel. Israel said 30 rockets were fired at Israel. The Gaza Ministry of Health said as of 5 p.m. at least 3,785 Palestinians had been killed, including at least 1,524 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 81 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 22 children. More than 1,434 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,562 have been injured since 10/7. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The UN reported that 74 Palestinian households, comprised of 545 people, have been displaced from Bedouin communities in Area C of the West Bank due to settler violence and access restrictions. (BTselem, UNOCHA 10/19)

Haaretz reported that on 10/12 a group of 20-25 Israeli settlers and soldiers abducted 3 Palestinians from the depopulated Wadi al-Seeq community before assaulting, undressing, and urinating on 2 of them, putting 1 of their faces in feces, and attempted to sodomize 1 of them. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. Palestinian officials said that Israeli authorities have warned that Israeli forces will target the Gaza Power Plant if it tries to resume operations. (UNOCHA 10/19)

Palestinian officials also said Israel has arrested 4,000 workers from Gaza, holding them in military bases, and have arrested 1,070 Palestinians in the West Bank and Gaza, doubling the total number of Palestinian prisoners held by Israel. (AJ 10/21)

An Al Jazeera investigation into the bombing of al-Ahli Arab Hospital found that evidence presented by Israel misrepresented the event, ruling out that footage used by Israel showed a misfired rocket hit the hospital and saying that no footage from live streams suggest that rockets were fired from Gaza at the moment of the bombing. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. Rockets and drones also attacked the U.S. Ain al-Asad air base and another compound hosting U.S. military forces near Baghdad International Airport. It was unclear who attacked the bases. Egyptian machinery reportedly entered Gaza to repair roads near the Rafah crossing to facilitate the transfer of humanitarian aid. However, Hamas denied that repairs had begun. Israel has bombed the Rafah crossing at least 4 times since 10/7. At least 100 trucks are waiting to enter Gaza near the crossing while others are waiting at El Arish Airport. UN officials said UN observers will inspect aid to Gaza before it enters through the Rafah crossing (AJ, AP, REU 10/19)

Israel said Hezbollah has granted Hamas permission to fire rockets at Israel and “will bear the consequences.” Defense Minister Yoav Gallant told soldiers near the Gaza fence to get ready for a ground invasion. (AP, HA, REU 10/19)

UK prime minister Rishi Sunak traveled to Israel for meetings with Israeli prime minister Benjamin Netanyahu and President Isaac Herzog. Sunak said upon his arrival that he “stands with Israel” and that the UK is on the forefront of the effort to avoid further escalation of the conflict. 6 UK nationals were killed in Operation Al-Aqsa Flood and 9 are still missing. Sunak also met with Saudi crown prince Mohammed bin Salman in Riyadh, who called Israel’s targeting of civilians in Gaza “a heinous crime and brutal attack.” Sunak will later travel to Egypt, Turkey, and Qatar. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden further claimed that Hamas uses Palestinians as human shields and said he had told President Abbas he supports the Palestinian people. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. The U.S. Senate unanimously adopted a resolution affirming Israel’s right to self-defense and condemning Hamas and Iran. 10 Republican senators said they will introduce legislation to redirect $100 million in planned humanitarian aid to Palestinians to replenishing the Iron Dome. House minority leader Hakeem Jeffries said he had received a briefing that suggested the al-Ahli Arab Hospital bombing was caused by a rocket misfired by Islamic Jihad. More than 400 U.S. congressional staffers signed a letter saying they were “profoundly disturbed” by the lack of humanity extended to the Palestinian people by the U.S. Congress. Hebron, who later dies of his injuries. In the clashes, 25 are injured with live ammunition and 15 with rubber-coated metal bullets. There are further clashes in Safa village nr. Israeli security forces locate the bodies of the 3 Israeli settler teenagers nr. Hebron, not far from where they were kidnapped (on 6/12) and killed. PM Netanyahu and DM Ya’alon propose that the response to the killing of the teens should include a wave of settlement construction. Netanyahu also addresses the increased tensions in Gaza and s. Israeli PM Netanyahu praises the security forces for the arrest of 53 former prisoners, who were released in the Shalit exchange deal in 2011 and recaptured as a part of OBK. An estimated 240 Palestinians have now been detained since the start of the operation, 180 of them affiliated with Hamas, according to Israeli media reports. Pres. Abbas condemns those behind the kidnapping, comments denounced by Hamas spokesperson Abu Zuhri. In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. In the West Bank, IDF troops wound 2 Palestinians during a clash with mourners at a funeral in Bayt Umar nr. Hebron. The IDF conducts house searches and arrest raids in 1 village nr. Israeli science minister Yaakov Peri says that unless Palestinians agree to an extension of peace talks, it would be difficult for Israel to go ahead with a scheduled 4th prisoner release. Israeli FM Lieberman says that “negotiations should be extended to the end of the year at least.” Separately, Israeli authorities approve construction permits for 387 housing units in Ramat Shlomo settlement in East Jerusalem, part of the 1,500 unit-plan approved in 2/2012 by the Jerusalem municipality. Armed Palestinians initially fired mortars at the IDF troops when they entered Gaza, and the IDF responded with air strikes. The IDF also opens fire nr. Bayt Hanun in the morning (causing no injuries) and makes brief incursions into areas nr. Bayt Lahiya and Jabaliya (opening fire but causing no injuries). Israel and Hamas (assisted by Egyptian mediators) agree to restore their cease-fire, ending 4 days of cross-border violence. Hamas says it has secured the agreement of the smaller Palestinian factions and will enforce a moratorium on rocket and mortar fire. A PRC spokesman says, however, that the PRCs will not abide by the cease-fire. Before the new cease-fire goes into effect, unidentified Palestinians fire as many as 27 rockets (including 5 Grads) and 2 mortars into Israel, damaging an empty school but causing no injuries. The IDF carries out 6 air strikes and 2 artillery strikes on the rocket launch site, empty Hamas training sites, and a police station, injuring 12 Palestinians (3 militants and 9 bystanders, including 5 children). An Israeli military delegation arrives in Egypt to discuss the preliminary findings of its investigation of the deaths of the 3 Egyptian soldiers, securing a new Gaza cease-fire (agreed later in the day), and repairing bilateral relations. U.S. asst. secy. of state for Near Eastern affairs Jeffrey Feltman and UN coordinator for the Middle East peace process Robert Serry are also in Cairo to help mediate. Around this time, Israeli DM Ehud Barak sends the message to Egypt’s transitional military council that they may skirt provisions of the 1979 peace treaty and send as many troops, armored vehicles, and helicopters into the Sinai as necessary to restore order and guarantee border security. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Israeli officials discuss the possibility of launching an all-out offensive on Gaza. A Hamas mbr. injured in an 8/15/11 Israeli air strike on Gaza dies. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 each nr. Jericho, Qalqilya, and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, Ni‘lin, and al-Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 1 Palestinian. In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Overnight and during the day, Palestinians fire another 65 projectiles fr. Gaza into Israel, including at least 15 Grads (5 of which are intercepted by the Iron Dome system), damaging 1 house and a water main, but causing no injuries. The IDF carries out 4 more air strikes (3 dropped fr. warplanes, 1 drone strike), killing at least 1 senior Hamas mbr. and 1 PRC mbr., and wounding 3 militants (1 Hamas, 2 PRC). In the West Bank, the IDF patrols in 3 villages nr. Qalqilya and Tulkarm during the day and 1 nr. Ramallah late at night; conducts late-night arrest raids, house searches nr. Bethlehem. In 2 separate incidents Jewish settlers fr. Yitzhar nr. Nablus vandalize Palestinian homes and stone a Palestinian woman in nearby Asira village, and stone laborers and vandalize cars in nearby ‘Urif village. The IDF fires on a PRC border patrol unit nr. the Gaza border fence, killing 1 Hamas mbr. Israeli naval forces detain a fishing boat of the n. Gaza coast, directing it to Ashdod port; the 6 fishermen onboard are released hours later, but their boat is confiscated. In the West Bank, the IDF patrols in 1 village nr. Tulkarm. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. As the quarter opens, Israel maintains its strict siege of Gaza, imposed following Hamas’s 6/07 takeover of Gaza and tightened dramatically in 1/08 to allow no exports and only the bare minimum of humanitarian imports. A 6-mo. Gaza cease-fire, in place since 6/19, technically remains in effect, although significant cross-border exchanges resumed on 11/4. Israel has sealed Gaza borders completely since 11/5, allowing in an average of 5 containers/day of humanitarian aid, whereas the UN estimates that 500/day are needed to sustain the basic human needs of the 1.5 m. population. Today, the Israel Defense Forces (IDF) makes an air strike on Gaza City targeting a group of Popular Resistance Comm. (PRC) mbrs. preparing to fire a rocket into Israel, killing 4 PRC mbrs. (The IDF reports that in the past 48 hrs., Palestinians have fired 20 rockets and mortars, including 2 Grad-type rockets, into Israel, causing no damage or injuries.) In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, and nr. Bethlehem, Jenin. Israel’s High Court orders Jewish settlers to evacuate the illegal outpost of Beit Shalom, in the al-Rajabi building in the Wadi al-Nassara area of Hebron, or face eviction, also declaring the State of Israel the temporary custodian of the building until ownership disputes are resolved; settlers ignored a 10/29 High Court order demanding they vacate the building within 24 hrs. The IDF makes a predawn incursion into al-Shuka in s. Gaza, exchanging fire with local Palestinians, leaving 3 Hamas mbrs. and 1 mbr. of the Popular Resistance Committees (PRCs) dead, more than 20 Palestinians wounded (including “several” gunmen), 1 IDF soldier seriously injured; at least 80 Palestinians are detained for questioning before the IDF withdraws in the afternoon.
