In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on Palestinians throwing stones at their position nr. the border fence, causing no injuries. In the West Bank, IDF soldiers open fire on demonstrators in Hebron, wounding 2 with rubber-coated metal bullets, including a 14-year-old child who was blinded as a result. The IDF conducts house searches and arrest raids in Aida refugee camp (r.c.), Dahaysha r.c., and 1 village nr. Bethlehem at night; patrols in Qalqilya and 1 village nr. Hebron in the afternoon, and in 3 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Hebron at night. Israeli settlers destroy 58 trees nr. Bethlehem. Meanwhile, IDF troops demolish an unauthorized structure in the Jewish settlement outpost Givat Assaf nr. Beit El. IDF troops violently disperse Palestinian, Israeli, and international protesters at a weekly demonstration against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 1 is wounded by a rubber-coated metal bullet. In East Jerusalem, Israeli forces violently disperse a group of Palestinians in Issawiyya protesting the killing of 2 teenagers the previous day. Fifteen are injured with rubber-coated metal bullets. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details. Meanwhile, in comments given after a meeting with Israeli PM Benjamin Netanyahu in Jerusalem, U.S. Defense Secy. Chuck Hagel says that the U.S. is committed to “ensuring Iran does not get a nuclear weapon.” (AP, HA 5/16)

In the West Bank, the IDF conducts house searches and arrest raids in Nablus, Bethlehem, 3 villages and al-‘Arub r.c. nr. Hebron, and 2 villages nr. Ramallah; patrols in Hebron and 1 village nr. In Egypt, violent clashes continue between supporters of ousted pres. Mohamed Morsi and his opponents and security forces. According to the Egyptian Health Ministry’s statistics, the recent clashes have left over 30 dead and more than 1,000 injured across the country. In the Sinai, unidentified assailants set off an explosion on a pipeline taking gas to Jordan. Meanwhile, the Rafah crossing on the Gaza border remains closed. U.S. Defense Secy. Chuck Hagel continues telephone conversations with the Egyptian military leadership, holding a 2-hour long discussion with Egyptian armed forces chief al-Sisi. Few details are revealed about the contents of the talk, though Pentagon spokesperson George Little says in a statement that Hagel emphasized the need for a peaceful civilian transition. The Syrian National Coalition chooses Ahmad Jarba as its new president after a runoff vote that saw the triumph of a tribal leader from the e. province of Syria with Saudi connections. (REU 7/6)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Jericho, and 1 village nr. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Netanyahu’s office denies the reports and says that any practical steps would only be taken if the Palestinian leadership returns to talks without conditions. (MNA, ToI 3/5)

Israeli security service Shin Bet publishes statistics indicating a 70% increase in violent attacks by Palestinians in the occupied territories during 2/2013 (138 incidents) compared to 1/2013 (83 incidents), most of which were the throwing of Molotov cocktails. (HA 3/5; XIN 8/6)

Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A senior Hamas official in the Gaza Strip says that PA Pres. Mahmud Abbas had ‘‘sold the reconciliation in return for an American smile.’’ (JP 3/5)

A week after assuming office, U.S. Defense Secy. Chuck Hagel hosts Israeli DM Ehud Barak at the Pentagon for talks on Iran and Syria, among other topics. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. The UN Special Coordinator for the Middle East Peace Process Robert Serry warns that ‘‘the two-state solution is now on life support’’ and that 2013 is a ‘‘critical year.’’ Meanwhile, U.S. Secy. of State John Kerry says that Pres. Barack Obama will not bring a new peace initiative with him on his planned visit to the region in 3/2013. (HA, REU 2/26)

The al-Aqsa Martyrs Brigade (AMB) claims responsibility for a single rocket fired into Israel from the Gaza Strip, which causes no casualties or damage. The group says the rocket is in retaliation for the death of Arafat Jaradat in Israeli detention. Israel responds by closing the Erez and Kerem Shalon crossings. In the West Bank, the IDF patrols in and around Hebron and al-Fawar r.c. during the day, causing no serious injuries. The IDF also conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in and around Bethlehem and Aida r.c. and in 1 village nr. Hebron at night. Meanwhile, more than 200 activists and residents of Bayt Safafa in East Jerusalem protest plans for an extension of the Begin Highway that will run through the neighborhood. The Palestinian Authority announces that it has paid the remainder of 1/2013 salaries owed PA civil servants. (MNA 2/26) The U.S. Senate confirms Chuck Hagel as the new defense secy. in a 58-41 vote. Only four Republicans voted to confirm his nomination, reflecting the controversy over Hagel’s appointment (see JPS 167). (REU 2/26)

Iran and the P5+1 group (permanent UN Security Council members plus Germany) begin two days of talks in Almaty, Kazakhstan, the first such meeting since 7/2012 (see QU 165). (AP, REU 2/26)

Australian television channel ABC broadcasts claims that dual IsraeliAustralian citizen Ben Zygier committed suicide in a high-security Israeli jail in 2010 after being held for months in great secrecy and known only as ‘‘Prisoner X.’’ ABC says that the man had been recruited by Mossad. The Israeli government refuses to comment and immediately forces Israeli publications to remove reference to the story from online and print editions. However, a number of MKs refer to the story in the Knesset. (HP, REU 2/12)

International NGO Human Rights Watch (HRW) concludes that at least 18 Israeli air strikes in Operation Pillar of Defense in November 2012 were in violation of the laws of war, highlighting specific attacks that killed at least 43 Palestinian civilians, including 12 children. (HRW 2/12)

Palestinian Ministry of Finance spokesperson Rami Mahdawi says that Israel is still withholding Palestinian tax revenue in breach of the 1994 Paris Protocol. (MNA 2/12)

The Senate Armed Services Comm. votes (14–11) along party lines to approve Pres. Obama’s nomination of Chuck Hagel to be the nation’s defense secretary, allowing his nomination to advance to the full Senate. Hagel’s nomination continues to be fiercely opposed by groups and senators known to have a pro-Israel line. (AP 2/12)

A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israel’s Foreign Ministry rejects the report, calling it counterproductive and the result of a ‘‘one-sided and biased approach towards Israel.’’ PLO Executive Comm. member Hanan Ashrawi welcomes the report, saying that the Palestinians are encouraged by its ‘‘candid assessment of Israeli violations.’’ (JP, REU 1/31)

Syria and its allies condemn the presumed Israeli attack on a site close to the Lebanese border, which the Syrian military says struck a research center and which Western officials stated was a convoy of anti-aircraft batteries headed toward Lebanon for Hizballah. Israeli officials refuse to comment. Syrian amb. to Lebanon Ali Abdul-Karim Ali says that the country may choose a ‘‘surprise’’ response to Israeli ‘‘aggression,’’ while Syria also summons the head of the UN peacekeeping mission in the Golan Heights to formally protest the raid. Russia says that if reports are confirmed, then the Israeli attack is a violation of the UN Charter and is ‘‘unacceptable.’’ The Arab League condemns what it calls Israel’s ‘‘cruel aggression,’’ while Hizballah releases a statement expressing ‘‘solidarity’’ with Syria and calling the strike ‘‘barbaric aggression.’’ (AFP, AP, FT, REU 1/31)

Pres. Barack Obama’s nominee for defense secretary, Republican Chuck Hagel, is questioned at a Senate Armed Services Comm. hearing, and is attacked by Republic lawmakers over his record on Israel and Iran. Hagel repeated his apology for his previous use of the term ‘‘Jewish lobby’’ in a 2006 interview with Aaron David Miller, and says it was wrong to suggest that pro-Israel groups ‘‘intimidate’’ Congress into doing ‘‘dumb things.’’ (AP, JTA, REU 1/31)

Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Fayyad claims that the situation may push 1.5 m. Palestinians into poverty. The Arab League agrees to form a delegation to press mbr. states to meet their financial obligations to the PA. Israel’s Shin Bet security service reports that 12/2012 saw a 400% increase in what the organization classifies as ‘‘terrorist attacks’’ in the West Bank and East Jerusalem. Israeli media promote the statistics as reinforcing recent remarks by IDF col. Yaniv Alaluf that a 3d intifada is already underway. Shin Bet also says that Palestinians fired 1 mortar from the Gaza Strip during the whole of 12/2012. (ToI 1/7)

U.S. pres. Barack Obama nominates Republican Chuck Hagel as his next defense secretary and counterterrorism adviser and John Brennan as head of the CIA. Hagel is expected to meet opposition over his record on Israel and Iran, while Brennan has faced criticism by human rights groups over his views on mistreatment of prisoners during interrogations. The Lebanese army says that the U.S. has given 200 armored vehicles to Lebanon in order to support the armed forces’ ability to respond to crises. (REU 1/7)
