Unidentified Palestinians fire 2 rockets from Gaza into Israel, 1 of which lands by a house nr. Ashqelon, causing no injuries. The IDF fires missiles at an IQB training site in the n. Gaza Strip at night, causing no injuries. IDF troops on the Gaza border open fire on Palestinians and internationals staging nonviolent protests nr. Bayt Hanun and the Erez crossing against Israel’s imposition of a no-go zone inside the Gaza border, causing no reported injuries. (JP 10/16)

Palestinian and international protesters block a key highway linking Jerusalem and Tel Aviv (Road 443) in the West Bank to protest the uprooting of olive trees by Jewish settlers. The IDF forces them off the road, firing shock grenades. (AIC, IMEMC 10/16)

PA security forces raid an apartment in Nablus and claim to have confiscated documents and weapons belong to the IQB. (MNA 10/16)

Israeli coalition party Yisrael Beiteinu announces it intends to request that the Central Election Comm. disqualify Balad party from the upcoming elections on the grounds that it ‘‘supports terror and acts against the existence of Israel as a Jewish, democratic state.’’ A Likud MK submits a similar petition. Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. In the morning, IDF troops make 2 incursions in to s. Gaza e. of Abassan and al-Qarara to level lands and clear lines of sight. IDF troops and a helicopter guarding the unit nr. Abassan fire on surrounding agricultural areas to keep Palestinians away, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane fires a missile at a smuggling tunnel on the n. Gaza border nr. Bayt Hanun, causing no injuries. OCHA reports that in the previous week, Israel granted 60 of 100 applications from Gazan UN staffers for 3-month multiple exit permits (rather than time-bound permits for specific events, valid for up to 1 week only). OCHA says this marks 1st time the UN has received so many long-term permits at one time and constitutes a considerable improvement in access for UN Gaza staff. In the West Bank, the IDF bulldozes 2 cow pens and 2 structures nr. a settler-only bypass road outside Hebron; demolishes a Palestinian home under construction without permits nr. Qalqilya. About 30 Palestinians rally in solidarity with hunger-striking Palestinian prisoners outside the IDF’s Ofer prison nr. The IDF ends is probe into the 1/5/2009 shelling of a house in Gaza City during Operation Cast Lead that killed 21 mbrs. of a family that had been ordered by troops on the ground to stay in the home, concluding that the building was not deliberately targeted and therefore the incident did not constitute a war crime. The IDF patrols in Tulkarm, 2 villages nr. Jenin (in 1 instance firing stun grenades at stone-throwing Palestinian youths who confront them), 2 nr. Ramallah, and 1 nr. The Washington Post runs a special report on Hamas, concluding that after 5 yrs. in power in Gaza, the movement is “fast losing popularity” because it has not provided promised services (e.g., stipends for rebuilding homes destroyed in Israel’s Operation Cast Lead, steady supplies of electricity and water) and is increasingly seen as corrupt (e.g., what benefits are available go to Hamas cadres, Hamas officials living better than most and more concerned about keeping their positions of privilege than providing for the people). A senior Palestinian official speaking anonymously says that Israeli and Palestinian negotiators plan to meet soon, for the 1st time since 1/25/12 in Amman. Meanwhile, Netanyahu holds a rare news conference, saying that he still hopes to reach a peace deal with the Palestinians based on a 2-state solution. He states: “I don’t want a binational state. . . . For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.” (WT 4/4) Netanyahu calls on the Israeli military to delay the eviction of the Jewish settler families who moved into a Hebron house several days ago without securing the proper permits, saying they should be allowed to remain in the house until their case is heard in court; the settlers ignore the IDF’s 4/2/12 eviction orders. The International Criminal Court (ICC) rejects a PA request to sign the ICC’s founding treaty (the Rome Statute), reaffirming that only internationally recognized states can join the court. The ruling means the automatic rejection of a PA request for the ICC to form a permanent war crimes tribunal to investigate Israeli actions during its 2008–9 Operation Cast Lead offensive against Gaza. The only alternative is for the UNSC to ask for a tribunal. (NYT, WP 4/4)

Late in the evening, IDF troops on the c. Gaza border e. of Gaza City fatally shoot a knife-wielding Palestinian teenager who approaches the border fence; his family says the boy had made comments about wanting to avenge the death of his sister, who was killed during Israel’s Operation Cast Lead assault on Gaza in 2008–9. In the West Bank, OCHA reports that the IDF has removed 5 barriers, gates, and unmanned checkpoints nr. Nablus and Tulkarm that have been in place since 2000–2, greatly improving movement between Nablus and Bayt Dajan and Zawata, and among Tulkarm, Izbat Shufa, and Shufa. The IDF patrols in 2 villages each nr. Ramallah and Tulkarm and 1 each nr. Jericho and Jenin in the morning; conducts rare daytime arrest raids, house searches nr.
