In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. Rockets are fired at Israel; no damage is reported. In the Red Sea, Houthi forces attack a U.S.-owned container ship, causing damage. In Iraq and Syria, the Iranian Revolutionary Guard Corps attack what it calls a Mossad espionage headquarters near Erbil with ballistic missiles, killing 4 and injuring 6 others and alleged ISIS perpetrators of terrorist operations in Iran in eastern Syria. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Hamas releases a video of the bodies of 2 Israeli captives it says have been killed in an Israeli airstrike. In another video a captive says she was injured in an Israeli airstrike. (AJ, AJ, AP, HA, NYT, REU, REU 1/15)

Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. It was reported that Egypt refused to allow Mohammad Dahlan to relocate his office to Egypt from the UAE. (MEMO 9/25)

The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, Israeli settlers marched across the West Bank to protest the presence of Palestinians living in Area C, closing off much of Area C to Palestinians. Most of the marches were directed toward the Evyatar settlement outpost, which Israeli settlers are trying to rapidly expand to prevent the new Israeli government from evacuating it. Israeli forces violently dispersed Palestinian protesters in al-Wad, leading to tear-gas related injuries. Israeli forces also delivered stop-work orders for 2 houses in Idhna and a demolition order for a 2.2-mile-long electric power line near Hebron. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 6th day in a row. 15 Palestinians were arrested during late-night raids in and around Bayt Liqya, Tulkarm, Zababdeh, Kafr Qaddum, Aida refugee camp, and Bayt Umar; during the raid in Bayt Umar, Israeli forces violently dispersed Palestinian protesters, leading to tear-gas related injuries. PA forces arrested prominent Israel and PA critic Issa Amro; Amro was later released in the morning of 6/22. In East Jerusalem, 1 firebomb caused minor damage in Shaykh Jarrah; Israeli police arrested 2 Palestinian minors suspected of throwing it. Subsequently, 1 Israeli setter used pepper spray on Palestinians in the area, and other Israeli settlers and Palestinians threw lawn furniture at each other. Palestinians were also said to have shot off firecrackers at Israeli settlers. Israeli forces violently dispersed Palestinians in the area, injuring 20 with rubber-coated bullets and tear gas. Israel continues to prevent Palestinians not living in Shaykh Jarrah from entering while all Jewish Israelis are allowed to enter. Israel allowed a small amount of agricultural and textile products to be exported from Gaza for the 1st time since 5/8. Israel still maintains an even stricter blockade of Gaza than before “Operation Guardian of the Walls” in May. Gaza’s Pepsi factory, for example, sent home all its employees on 6/20 due to running out of carbon dioxide gas and syrup, which it has been unable to secure due to the Israeli blockade. Israel’s defense minister Benny Gantz signed an administrative detention order against a Palestinian citizen of Israel from Lydda. The man is the 3d Palestinian citizen of Israel with orders signed to be put in administrative detention since the middle of May. 12 Palestinian residents of East Jerusalem have also had administrative detention orders signed against them. 13 other Israeli citizens are held in administrative detention but with no order signed against them. It was unclear if any of the 13 were Jewish Israelis. (HA 6/23)

PA president Mahmoud Abbas called on all Palestinian factions to resume national dialogue. (WAFA 6/21)

Hamas’s Yahya Sinwar said that a meeting with the UN special coordinator for the Middle East peace process Tor Wennesland had gone poorly and that he would consult with the Hamas military wing to find a response to Israel’s continued tightening of its blockade after the latest escalation between Israel and Hamas in May. Sinwar and Wennesland met to discuss how the UN could mediate to strengthen the Hamas-Israel ceasefire. (HA 6/21; AJ 6/22)

Today 10s of international activists predominantly from Europe begin flying into Ben-Gurion Airport, taking part in a nonviolent protest action called for by around 40 Palestinian civil society groups and termed the “Welcome to Palestine air flotilla”; Israel fears that as many as 700 pro-Palestinian activists may try to flood the airport in hopes of being deported and creating an international media spectacle to embarrass Israel. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho and 2 villages nr. Ramallah without incident and in Bayt Liqya (firing rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing Palestinians who confront them, causing no serious injuries). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in al-Ma‘sara nr. Bethlehem, Ni‘lin, and Nabi Salih. IDF soldiers beat the protesters and fire rubber-coated steel bullets, tear gas, and stun grenades at them, lightly injuring several. The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

Military Action

Occupied Palestine/Israel: In Gaza City, 3 Palestinians are killed and 2 soldiers slightly injured: army claims soldiers were trying to rescue alleged collaborator from mob and opened fire in self-defense; Palestinians claim family members were coming to rescue youth being arrested when troops opened fire, killing 3 and wounding 1 [WP 4/3]. In Bethlehem violent demonstration erupts after soldiers attempto break commercial strike; soldiers use tear gas, rubber bullets, and live ammunition to disperse youths throwing rocks, bottles, and Molotov cocktails; Palestinian is shot, wounded, and later dies. Protesters rally in streets after funeral, smashing windows at municipality building and demanding Mayor Ilyas Furayj's resignation [WP 4/3]. Two Palestinians are shot dead by soldiers in Ramallah-area villages of Bayt Liqya and Dayr Sudan [WP 4/3]. Gaza Strip's Jabalya, Beach, and Nusayrat camps are under curfew. Curfew continues in Jalazun camp [FJ 4/10].
