In the West Bank, a Palestinian man succumbs to injuries sustained from Israeli forces in Kafr Ain on 1/22. Israeli settlers throw stones at Palestinian vehicles traveling near Bizarya, causing damage. Israeli settlers also assault Palestinian shepherds in Umm al-Khair, causing injuries. Elsewhere, Israeli settlers raid Huwwara, vandalizing homes and vehicles. Israeli forces shoot and kill a Palestinian man and injure another at the Dayr Sharaf checkpoint; Israel claims the dead man opened fire at Israeli soldiers. Israeli forces also punitively demolish the family home in Hebron of a Palestinian man killed by Israeli forces in Beit Jala on 11/16/2023; the demolition is carried out with explosives, damaging other apartments in the building. Elsewhere, Israeli forces demolish an agricultural structure in Yatma. Israeli forces also arrest 5 Palestinians during a raid in Jenin. In East Jerusalem, Israeli forces arrest 10 Palestinians, including 4 children, at the Haram al-Sharif compound. In Gaza, Israeli forces bomb Gaza City, Rafah, Maghazi, Dayr al-Balah, and Khan Yunis, killing at least 130 people. Israeli forces also shoot and kill a Palestinian doctor while his is operating on a patient in the Nasser Hospital in Khan Yunis. In Lebanon, Hezbollah attacks 2 Israeli bases, injuring 3 soldiers in Kiryat Shmona. 30 rockets are also fired at Ein Zeitim and Dalton. Israeli forces kill a Hezbollah member in an airstrike on Nabatieh, others are reportedly injured. Israel also attacks Khiam and Kafrhamam. In Yemen, the U.S. military says it has conducted 7 airstrikes. More than 27,840 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,317 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 383 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 96 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,314 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA says 650,000 Palestinians in Gaza have no homes to return to and that there are an estimated 12 million tons of debris from Israeli bombings that needs to be cleared. The Palestinian Prisoner’s Society says Muhammad Ahmad al-Sabar, a Palestinian held in administrative detention since May 2022, has died in the Ofer Prison. Al-Sabar is the eighth prisoner to die in Israeli custody since 10/7/2023. (AJ, UNOCHA, WAFA 2/8)

Israeli forces release 71 Palestinians from Gaza at the Karem Abu Salem (Kerem Shalom) crossing. The New York Times reports that U.S. intelligence officers told Congress that they believe Israeli forces have killed a third of Hamas militants. (AJ, HA, NYT, WAFA 2/8; AJ, HA, NYT 2/9)

A Hamas delegation led by political bureau deputy leader Khalil al-Hayya arrives in Cairo for meetings with Qatari and Egyptian officials on a ceasefire deal. The Israeli war cabinet discusses the Hamas response to the ceasefire proposal. (AJ, HA 2/8)

UN high commissioner for human rights Volker Turk says Israel’s destruction of homes to create a buffer zone in Gaza “amounts to a grave breach of the Fourth Geneva Convention and [is] a war crime.” (AJ, NYT 2/8)

U.S. secretary of state Antony Blinken meets with Israeli war cabinet members Benny Gantz and Gadi Eisenkot and opposition leader Yair Lapid on the second day of his visit to Israel. National Security Council spokesperson John Kirby says Israel moving its troops to Rafah “without due consideration for their [Palestinians sheltering there] safety would be a disaster and we would not support it.” President Joe Biden issues a memorandum saying countries receiving U.S. military aid must assure the U.S. that they are adhering to international law and requiring the state and defense departments to send a report to Congress within 90 days on the use of U.S.-supplied weapons. Biden also says in a speech that Israel’s response in Gaza has been “over the top,” and that innocent people in Gaza are “starving, in trouble and dying. Abbas reiterates that the Palestinians will head to the UN to “achieve our goals.” Meanwhile, PA FM Riyad al-Maliki says that Abbas will use his upcoming meeting with French pres. François Hollande on 9/19 in Paris to ask for official recognition of Palestinian statehood and French support for a proposed UNSC res. demanding Israel’s withdrawal from the occupied Palestinian territories. UNESCO’s World Heritage Cmte. in Phnom Penh passes a Jordanian-sponsored resolution in an 8–3–10 vote condemning Israeli actions in Jerusalem, such as developments of the Western Wall and Temple Mount site, and resolving to maintain the places of the Old City and Church of the Nativity in Bethlehem on its World Heritage Sites in Danger list. Israel’s Ministry of Foreign Affairs criticizes the resolution, saying it is a “dark day for UNESCO.” (ToI 6/26)

Israel’s Economics and Trade Minister Naftali Bennett says that the idea of a Palestinian state is “dead” and urges Israel to annex Area C of the West Bank as soon as possible. In response, Palestinian chief negotiator Saeb Erakat says that the international community needs to recognize that Israel has declared the end of the two-state solution. However, separately, Israel’s Housing Minister Uri Ariel says that the govt. has frozen nearly all housing starts in settlements in the West Bank and East Jerusalem, to boost efforts to restart talks. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. Israeli officials confirm that plans will proceed to build more than 1,000 new homes in Bruchin and Itamar settlements, drawing criticism from the U.S. administration, with U.S. State Dept. spokesperson Jen Psaki calling the announcement “unhelpful.” Bruchin was granted legal status last year, and its residents will be allowed to construct 550 new houses, while Itamar’s will be permitted to construct 537 new homes, in association with the relevant govt. agencies. UN spokesperson Martin Nesirky says that the peacekeeping dept. has asked Austria to delay to the end of 7/2013 its full troop withdrawal from the UNDOF mission in the Golan Heights to enable a smooth transition. UN High Commissioner for Refugees Antonio Guterres tells a news conference in Geneva that the number of Syrian refugees in neighboring countries could double to 3.5 million by the end of the year, with an anticipated half of all Syrians requiring humanitarian aid in the same time frame. Following the Austrian govt.’s recall of its UNDOF members on 7/6, Russian pres. Vladimir Putin offers to replace all 380 with Russians. Former president of an-Najah University Rami Hamdallah is sworn in as Palestinian PM at a ceremony with Pres. Mahmud Abbas, with the 24-member cabinet remaining mostly the same except for a few changes (such as the appointment of 2 deputy PMs, Ziad Abu Amr and Mohammed Mustafa, and a new fin. min., Shukri Bishara). Hamdallah replaces Salam Fayyad, who resigned in 4/2013. Abbas says that the new govt. is intended to remain until there can be an agreement with Hamas about when to hold elections. (MNA, REU 6/6)

Syrian opposition fighters briefly take control of a UN Disengagement Observer Force (UNDOF)-operated crossing between Syria and the Israeli-occupied Golan Heights before it is retaken by the Syrian army. In response, Austria says it will withdraw its 380 members of the 1,000-strong UNDOF force. In a separate incident, a Filipino peacekeeper is injured when a shell lands at another UNDOF base. In an interview with Israeli television, U.S. Pres. Barack Obama says that Israel can no longer rely on a ‘‘a few [Arab] autocrats’’ to maintain regional stability and security, and that the Jewish state has ‘‘an interest in being able to speak to the Arab street.’’ Meanwhile, White House deputy national security adviser Ben Rhodes confirms that Obama will not introduce a new peace initiative during his Middle East visit next week. In a meeting in Moscow with Russian pres. Vladimir Putin, Palestinian pres. Mahmud Abbas says he hopes that peace talks would resume later this year, though the chances remain slim. The Palestinian Central Election Commission announces that the 36 West Bank municipalities where voting was postponed from the original 10/20/12 and 11/24/12 elections (see QU 166 and QU 167) due to court decisions, resignation of council members, and other factors will hold local elections on 6/1. The International Monetary Fund warns that the PA’s fiscal situation is ‘‘increasingly precarious’’ and urges action from donors to help reduce the significant budget deficit. The IMF projects a financing gap of about $400 million for 2013 and notes that unemployment increased to almost a quarter of the labor force by the end of 2012. (AFP, REU 3/14)

U.S. Pres. Barack Obama tells Israeli media that Washington considers a nuclear Iran to be a ‘‘red line’’ with all options on the table to stop it. Obama says that U.S. intelligence believes that it would take over a year for Iran to develop a nuclear weapon. (AP 3/14; HA 3/15)

An anonymous Western diplomat says that following the recent detention (3/6) and release (3/9) of 21 UN observers by Syrian rebels, the UNDOF has stopped conducting patrols. (AP, REU 3/14)

For the first time in Jordan’s history, the prime minister is elected by a vote of parliament instead of being appointed by the king.
