In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 minor, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned property north of ‘Abwayn; the outpost was dismantled by Israeli forces the same day. Israeli forces raided the family house of an alleged Palestinian attacker near Nablus and took measurements in preparation for a punitive demolition of the property. Israeli forces also demolished 1 house under construction and delivered 1 demolition order for a carpentry shop in ‘Araba. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, Qalqilya, Biddu, and Qatanna; during a raid in al-Fawar refugee camp, Israeli forces assaulted 2 Palestinians, fracturing the nose of 1 of them; they also claimed that Israeli forces stole 5,800 NIS ($1,700). In Gaza, Israeli forces opened fire on agricultural lands east of Rafah. In Israel, Israeli forces demolished the bedouin village al-‘Araqib for the 177th time since 2000. The Israeli high court of justice ruled that 1 Israeli settler outpost with some 50 homes, Mitzpeh Kramim, is to be evacuated. The court found that the settler outpost was built in bad faith as the authorities knew it was being built on Palestinian-owned land. (AJ, HA, REU 8/27)

Israeli foreign minister Gabi Ashkenazi said in a news conference with German foreign minister Heiko Maas that, “I think it’s very clear and it’s very tangible that Israel government policy moved from annexation to normalization.” (HA 8/27)

U.S. secretary of state Mike Pompeo met with Omani Sultan Haitham bin Tariq Al Said in Oman to advocate for the Gulf state to normalize ties with Israel. Oman was the 5th stop on Secretary Pompeo’s Middle East trip, having visited Israel, Sudan, Bahrain, and the UAE prior. (HA, REU 8/27)

Arab League, Bahrain, Morocco, UAE announce that they will not attend the Doha economic summit. Oman says it will send a low-level delegation. Israeli FM Levy says Israel will send a delegation, but he himself may not attend as previously planned. Iraq, Lebanon, Libya, Saudi Arabia, Sudan, Syria already have said that they will not attend. UNSC votes unanimously to ban international travel by Iraqi officials, to postpone review of sanctions until Iraq cooperates with UNSCOM by allowing Americans on inspection teams. Resolution does not threaten use of force, but U.S. Amb. to the UN Bill Richardson says U.S. is considering a military option. Israel's Likud party holds its 1st ever primary to select its slate of MK candidates, excluding candidate for PM, for the 5/29 elections. Retired Gen. Yitzhak Mordechai is selected to head the list, with fmr. DM Ariel Sharon 2d, Oslo opponent Benjamin Begin 3d, party veteran Dan Meridor 4th.
