Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. Unidentified Palestinians fire 1 Qassam rocket, 1 mortar fr. Gaza into Israel during the day, causing no damage or injuries. The IDF makes at least 5 air strikes on central and s. Gaza, hitting 3 smuggling tunnels and an IQB target, injuring 3 IQB mbrs. In the West Bank, the IDF sets up a checkpoint outside Nabi Salih village nr. Ramallah, searching Palestinian vehicles and firing tear gas and rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, moderately wounding 1 Palestinian teenager; conducts afternoon patrols in villages nr. Jenin, Tulkarm; conducts late-night patrols in Tulkarm and a village nr. Jenin. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 4 Palestinians and 1 Israeli journalist were injured, and 1 Palestinian and 3 Israelis are arrested. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. The Armenian Patriarchate reports that the IDF has confiscated church land, buildings along the Green Line nr. In Gaza, the IDF fatally shoots 4 Palestinians who allegedly try to infiltrate Kefar Darom settlement, sparking an exchange of gunfire with local PSF officers that leaves 1 PSF mbr. dead. A 7th Palestinian is fatally shot at an IDF checkpoint elsewhere. In Bethlehem, IDF snipers fatally shoot 2 Palestinians inside the Church of the Nativity, but the IDF allows 9 Palestinian children, 2 corpses to be evacuated. In Arafat's Ramallah compound, a PA judge sentences 4 PFLP mbrs. to terms of 1-18 yrs. for their involvement in the Ze'evi assassination; Israel dismisses the trial as invalid, repeats demands their extradition. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians." As U.S. envoy Zinni meets with PA officials, an Islamic Jihad suicide bomber detonates a device on a bus in Hadera, Israel, killing 3 Israelis, wounding 7. The bomber reportedly boarded the bus in the Israeli Arab town of Umm al-Fahm. A Palestinian gunman also kills 1 IDF soldier in a drive-by shooting at a West Bank checkpoint. The IDF opens fire on a Palestinian car at a Jordan Valley checkpoint, killing 2 Palestinians that "acted suspiciously" by making a U-turn to avoid the congested crossing. The IDF also opens fire on a French delegation (135 politicians, journalists, intellectuals) touring homes demolished by the IDF in Khan Yunis; seals Hebron; sets up more roadblocks, especially on the road to Bethlehem; tightens the closure on Tulkarm, bulldozing areas along the Green Line; raids a Palestinian factory nr. Admin. officials say they are considering lifting the 25-yr.-old ban on U.S. involvement in foreign assassinations, loosening restrictions on FBI surveillance and detention of foreigners. The IDF announces that it is establishing an 18-mi.-long "closed military area," or buffer zone, along the Green Line btwn. Jinin and Tulkarm. In response to the 9/15 DFLP shooting, the IDF sends tanks into Bayt Hanun, al-Qarara, and Ramallah, shelling residential areas while helicopters fire missiles; 2 Palestinians and 1 IDF soldier are killed, 26 Palestinians and 1 IDF soldier are wounded before Israeli forces withdraws fr. areas A 4 hrs. later.
