Gaza, hitting 3 smuggling tunnels and an IQB target, injuring 3 IQB mbrs. In the West Bank, the IDF sets up a checkpoint outside Nabi Salih village nr. Ramallah, searching Palestinian vehicles and firing tear gas and rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, moderately wounding 1 Palestinian teenager; conducts afternoon patrols in villages nr. Jenin, Tulkarm; conducts late-night patrols in Tulkarm and a village nr. Jenin. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 4 Palestinians and 1 Israeli journalist were injured, and 1 Palestinian and 3 Israelis are arrested. The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the destroyed industrial zone, wounding 2. IDF troops also enter Gaza briefly to retrieve an unmanned Israeli drone that crashed nr. the northern border. In the West Bank, the IDF patrols without incident in villages nr. Jericho, Ramallah, Tulkarm; conducts late-night arrest raids, house searches nr. Hebron. Palestinians report (PCHR 10/21) that in the previous week: (a) the IDF confiscated 130 d. of Palestinian agricultural land nr. Qalqilya for construction of a “security road” past Keddumim settlement, and (b) Jewish settlers seized and leveled 100 d. of Palestinian agricultural land located between the separation wall and the Green Line, accessible to the Palestinian owners only through a gate in the fence that the IDF opens only occasionally. Senior Fatah mbr. Imad Assaf is seriously injured in a mysterious explosion in Dahaysha; the PA accuses Israel of attempting to assassination him. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing no damage. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). The IDF also fires tear gas, concussion grenades to disperse a peaceful protest by Palestinians, international peace activists in Ramallah; conducts arrest raids in Osrin, firing on Palestinian homes; bulldozes Palestinian agricultural land along secondary roads in the Bethlehem, Jenin areas; imposes closures on 10 villages around Ramallah. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians." After Palestinians fire a mortar at Kefar Darom settlement in Gaza, injuring 1 girl, IDF helicopters fire shells at the main PSF headquarters in Gaza City, destroying a building that Israel claims was a mortar factory, injuring 7 PSF officers. The IDF also fatally shoots a PSF officer and an Islamic Jihad mbr. nr. Qarni crossing; directs shells, heavy machine gun fire at residential areas of Hebron, Rafah. Israeli-Palestinian clashes continue. A mysterious explosion rips through a Force 17 office in Ramallah, injuring 3 officers. Israel denies responsibility, though the attack comes within an hr. of an Israeli inner cabinet mtg. to discuss responses to recent Palestinian violence. The PA acknowledges the explosion came fr. inside the building. Reporters witness mbrs. of different PA security forces scuffling with each other; PA police confiscate reporters film, video tape. Later, Palestinian mortars land on both sides of the Gaza-Israel border causing no damage. The IDF fires on several Palestinians suspected of firing mortars, injuring senior Hamas mbr. Israeli-Palestinian clashes continue at a high level, leaving a total of 4 Palestinians dead; another 2 Palestinians die of injuries received earlier. In the 1st major Israeli ground assault into PA-controlled territory since 9/28, IDF tanks, bulldozers enter Khan Yunis camp (see 12/13) to remove an embankment and structures that Palestinian gunmen allegedly use for cover when firing on adjacent Jewish settlements, demolishing 28 Palestinian homes, part of an apartment building, and an olive grove. The operation clears a 400-yard strip of land, leaves over 360 Palestinians homeless, sparks fierce fighting in which 2 Palestinians are killed, 25-50 are injured. Arafat calls for a halt to mortar attacks across the Green Line. At U.S.'s urging, Israeli, PA security teams meet this evening at the home of U.S. amb. Indyk to discuss a cease-fire. Iyad Hardan, wanted by Israel, is assassinated when a bomb planted in a public phone he frequently uses explodes. In response to Palestinian mortar fire nr. Nahal Oz crossing and nr. Netiv Haasara kibbutz inside the Green Line that causes no damage, the IDF fires rockets at PSF posts and a power station in Gaza, wounding at least 5 Palestinians, destroying 4 buildings, damaging 10 homes, causing blackouts.
