Early in the morning, Palestinians fire 2 rockets fr. Bayt Hanun into Israel, causing no damage or injuries; IDF artillery responds, shelling a road and an open field n. Gaza where Palestinians have launched rockets, causing no injuries. Despite the exchange, the IDF partially reopens the Erez and Qarni crossings. In the afternoon, an Islamic Jihad suicide bomber retaliating for the 10/24 Saadi assassination detonates a bomb in an open-air market in Hadera, killing 5 Israelis, wounding 6 seriously, 14 moderately. Palestinians also fire another rocket at the Negev (no damage or injuries), a mortar at an IDF post on the s. Gaza border (no damage or injuries). Israel immediately cancels a planned mtg. btwn. Israeli, PA cabinet mbrs.; Sharon says he will not meet with Abbas until he takes “serious action” against militants. Late in the evening, the Israeli cabinet approves Operation Starting All Over Again—a “broad and nonstop” offensive (including assassinations) against “terrorism” in the West Bank and Gaza that will continue until “terrorism” ends; says there are no plans for a ground offensive into Gaza at present, but restrictions on Palestinian movement across the West Bank will be tightened, diplomatic offensives will be raised to pressure Syria over its hosting of Islamic Jihad in Damascus. Meanwhile, right-wing Jewish settler youths occupy abandoned buildings nr. Elon Moreh, Keddumim settlements and site on Worshippers Way in Hebron, declaring new unauthorized outposts. Abbas, Sharon hold their 1st talks in Sharm al-Shaykh, then each meets separately with Mubarak, King Abdallah of Jordan. Afterward, Abbas announces that “Palestinian will stop all acts of violence against all Israelis everywhere,” Sharon vows to “cease all military activity against all Palestinians anywhere,” including assassinations, to the extent that the Palestinians halt violence. Sharon announces a package of gestures to be implemented if quiet is maintained, including Israel’s turnover of security control for 5 West Bank cities, a prisoner release, easing restriction on Palestinian movement. Hamas, Islamic Jihad say that they will not officially sign onto the cease-fire, but will not abrogate it. The IDF reopens Qarni commercial crossing after a 4-wk. closure, allowing only about one-third of normal traffic through, limiting imports to basic goods and exports to flowers, tomatoes; raids, searches a secondary school in al-Khadir; conducts arrest raids in al-Mawasi; confiscates a strip of land 2 d. long and 350 m. wide to create a corridor linking Hebron’s Tal Rumayda settlement with Shuhada Street. Late in the evening, after the Sharm al-Shaykh summit, AMB gunmen fire on a Jewish settler vehicle in the West Bank, throw Molotov cocktails at IDF jeeps that arrive on the scene, causing no injuries. PA security forces find, seal 2 smugglers’ tunnels in Rafah. The NIHC protests the PA security forces’ arrest of 3 DFLP central comm. mbrs. on 2/5; demands the immediate release of Issam Abu Duqqah, who is still in custody. The IDF seals the West Bank and Gaza; surrounds, tightens closures on all Palestinian cities; sends additional tanks to the outskirts of Ramallah; conducts arrest raids in Hebron, detaining 17 Palestinians, including relatives of the 8/19 bomber; fires on residential areas of Rafah. Late in the evening, the IDF imposes curfews on, sends tanks and troops into Hebron (raiding, searching 3 mosques), Jenin, Nablus (where residents report hearing helicopters, machine gun fire through most of the night), Tulkarm (where the IDF fatally shoots 1 Palestinian, wounds 7). Israel also opens the Temple Mount/Haram al-Sharif to non-Muslims without agreement of the Waqf; some 150 Jews under police protection visit the site. A Hamas suicide bomber detonates a device in Hebron, killing 2 Jewish settlers. Nr. Qalqilya, 2 Palestinian gunmen infiltrate a settlement, wound 2 Jewish settlers before being killed; no group takes responsibility. The IDF continues operations in Bayt Hanun, fatally shooting an Islamic Jihad mbr., wounding 24, bulldozing land, firing on residential areas; demolishes 7 Palestinian homes in Rafah refugee camp (r.c.), 2 in al-Mughraqa; bulldozes 120 dunams (4 dunams = 1 acre) of Palestinian agricultural land in Khan Yunis. The IDF also fires flares e. of Khan Yunis, staring a fire in a wheat field; bars Palestinian firefighters fr. reaching the area, allowing 32 dunams to burn. Despite the Hebron bombing, new Palestinian Authority (PA) PM Mahmud Abbas, Israeli PM Ariel Sharon meet in Jerusalem regarding the road map, marking their 1st meeting and the 1st senior-level PA-Israeli talks since 9/26/00. Sharon says he cannot accept the road map but offers to redeploy the IDF from 1 (unnamed) West Bank Palestinian city and fr. n. Gaza in exchange for a commitment to crack down on militant groups. (1 of the dead, 5 of the injured are bystanders.) A 3d Palestinian is killed in al-Bireh by an IDF tank shell. The IDF also shells, destroys a PSF headquarters in n. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. Late this evening, the IDF raids the PA Central Bureau of Statistics, vandalizing the building and confiscating computers, financial records, raw survey data (especially on political and social issues), and the names and addresses of survey respondents. Attempting again to implement Arafat's 12/3 arrest order, the PSF takes up positions around the Gaza City home of Hamas's Shaykh Yasin, confiscates his car, cuts his telephone service. Islamic Jihad gunmen kill 4 Israelis, wound 30 in a drive-by shooting in Hadera, are fatally shot by Israeli police. AMB gunmen kill 1 IDF soldier on the West Bank-Israeli border, escape into the West Bank. The IDF also conducts arrest raids in Nablus, al-Ubayat; reinforces positions in Jinin, Tulkarm; opens fire on 9 Palestinian schools in the PA-controlled section of Hebron, injuring 4 students with rubber-coated metal bullets, 15 with tear gas; directs heavy machine gun fire at residential areas of Qalqilya. 2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted.
