Secy. of State Albright meets with Egyptian pres. Mubarak in Alexandria. Albright, Mubarak had hoped to host the signing of a revised Wye agmt., but Israel, the PA still differ over the prisoner release issue. Albright phones Barak in Israel, meets with Arafat in Alexandria, then flies to Jerusalem to meet with Barak for 3 hrs. Despite her efforts, Israeli officials say talks are over: "We're looking for . . . answers. It's not a negotiation." Israeli police arrest an Israeli Arab for the murder of 2 Jews nr. Megiddo on 8/30. (MM, WP 9/3)

In exchange for a 24-yr. sentence, American Jewish teenager Samuel Sheinbein pleads guilty in an Israeli court to murdering another teenager in Maryland. Sheinbein, who fled to Israel and claimed citizenship through his father, who was born in Mandatory Palestine, could be tried in the U.S. if he were ever to return. Inner cabinet approves proposal from Ariel Sharon that the authorities conduct general review of institutions in occupied territories that are supportive of the PLO [FJ 9/6]. Israeli soldiers rebuild wall separating Hebron's main mosque from marketplace, which settlers destroyed after 9/3 stabbing of two soldiers [GD 9/5]. MKs Yossi Sarid and Dedi Zucker of the Citizen's Rights Movement present document to Police Min. Haim Bar-Lev alleging Jumbo construction company made millions of dollars from fraudulent and illegal land sales [JP 9/5]. P.M. Other Countries: Operation Independence, a group of 100 international Jewish business leaders wishing to strengthen Israel's economy, sponsors New York meeting of hotel, airline, and tourism groups and prominent Jewish business leaders to discuss ways to increase American tourism to Israel [JTA 9/5].

Military Action

Occupied Palesine/Israel: Several katyusha rockets land in Galilee; no injuries reported. This is 4th katyusha attack on Galilee in recent months [JP 9/5].

Arab World: Israeli jets bomb suspected PLO guerrilla base in Lebanon's Biqa' Valley, 11th such strike inside Lebanon this year [NYT 9/5]. Reports say 6 Palestinians killed and 10 wounded in the attack [CSM 9/6]. Shi'ite and Palestinian militias battle around Burj al-Baraj inah refugee camp south of Beirut in worst fighting since June, when Syrian-sponsored cease-fire ended fierce clashes in 3 Palestinian refugee camps. Latest fighting leaves 10 dead, 27 wounded [NYT, LAT 9/5].

Military Action:

PLO makes withdrawal of 7,000 troops from Bekaa and Tripoli areas contingent on safety guarantees for half million Palestinians living in Lebanon; IDF sets up fortified position 100 yards from British forces' headquarters.

Casualties:

European Community grants $20 million for rebuilding Beirut drinking water system; Phalangists have evicted 70 Palestinian families from apartments in Sidon in past two weeks and forced them to move to Ain el-Hilweh camp; UNRWA HQ in Vienna, responding to intimidation of Palestinians in South Lebanon, calls on IDF to ensure safety of civilians in areas under its control.

US and Other Countries: Defense Secretary Weinberger rejects proposal that Israel share military information it obtained in Lebanon because of Israeli conditions; American Jewish leaders praise Commission of Inquiry Report as evidence of Israeli democracy and moral strength; Austria mediating arrangements to exchange 6,000 Palestinian prisoners held by Israel for 8 Israelis held by PLO; trade between Britain and Israel in 1982 totals £498 million.

Military Action:

Marines prevent IDF from entering Bourj-al-Barajneh for second time, but IDF moves into Lailaki using random anti-tank grenades and machine gun fire to search area; after fourth encounter between IDF and Marines in 1 week, US Embassy in Beirut expresses concern; truce in Tripoli policed by PLO because Lebanese security forces refuse to patrol area so long as opposing forces maintain positions.

Casualties:

1 PLO member killed, 3 wounded in Tripoli.
