Early in the morning, Palestinians fire 2 rockets fr. Bayt Hanun into Israel, causing no damage or injuries; IDF artillery responds, shelling a road and an open field n. Gaza where Palestinians have launched rockets, causing no injuries. Despite the exchange, the IDF partially reopens the Erez and Qarni crossings. In the afternoon, an Islamic Jihad suicide bomber retaliating for the 10/24 Saadi assassination detonates a bomb in an open-air market in Hadera, killing 5 Israelis, wounding 6 seriously, 14 moderately. Palestinians also fire another rocket at the Negev (no damage or injuries), a mortar at an IDF post on the s. Gaza border (no damage or injuries). Israel immediately cancels a planned mtg. btwn. Israeli, PA cabinet mbrs.; Sharon says he will not meet with Abbas until he takes “serious action” against militants. Late in the evening, the Israeli cabinet approves Operation Starting All Over Again—a “broad and nonstop” offensive (including assassinations) against “terrorism” in the West Bank and Gaza that will continue until “terrorism” ends; says there are no plans for a ground offensive into Gaza at present, but restrictions on Palestinian movement across the West Bank will be tightened, diplomatic offensives will be raised to pressure Syria over its hosting of Islamic Jihad in Damascus. Meanwhile, right-wing Jewish settler youths occupy abandoned buildings nr. Elon Moreh, Keddumim settlements and site on Worshippers Way in Hebron, declaring new unauthorized outposts. Sharon authorizes the widening of the IDF’s campaign to include Hamas. Later 4 rockets fired fr. n. Gaza hit the Israeli town of Netiv Haasara, killing 1 Israeli woman, wounding 1; Hamas, the AMB each claim responsibility (the AMB for the fatal strike, which it says was in retaliation for the 7/10 assassination attempt); as many as 21 mortars and rockets are fired during the day, also damaging an IDF post. The IDF also continues operations in and around Tulkarm; launches arrest raids targeting Islamic Jihad nr. Bethlehem, in Abu Dis and Asira al-Qibliyya, and in and around Hebron. Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. In the 1^st suicide bombing in Israel since 11/21/02, 2 AMB suicide bombers fr. Nablus detonate devices on parallel streets nr. the Tel Aviv bus station during evening rush hr., killing 22 (14 Israelis, 6 foreign workers, 2 remain unidentified and are suspected to be illegal foreign workers) injuring around 100. (Of note, AMB cells in Gaza, Nablus issue statements claiming the operation, whereas cells in Ramallah disavow responsibility, pledge to continue cease-fire talks.) Sharon convenes his security cabinet, including Netanyahu, Mofaz to discuss how to respond. In Gaza, the IDF fatally shoots 2 Hamas mbrs. who detonated a roadside bomb nr. a bus carrying Thai laborers to a Jewish settlement, causing no damage or injuries. Nr. Nablus, a Jewish settler, angry over Palestinian youths throwing stones at his car, stops and shoots 1 of the youths at point blank range, killing him. A 4th Palestinian dies of injuries received earlier. Palestinians fire 3 mortars at Gush Katif, causing some damage but no injuries. In Azariyya, the IDF closes the PA Information Min.'s temporary offices (opened after the IDF shut the main offices on 11/21), the al-Quds Open University Student Union office. The IDF also shells residential areas of al-Bireh, Ramallah; conducts arrest raids in Azun, Khan Yunis, Ramallah; detains 10 Palestinians at a Gaza checkpoint. In Gaza, IDF undercover units capture Palestinian Riad Ayad, wanted for firing mortars at Jewish settlements. The IDF also conducts an arrest raid in Qabatiyya, detaining 4 Hamas mbrs., including most-wanted mbr. Nasir Zarkana; shells residential areas nr. Khan Yunis. The U.S. announces that in light of the relative calm on the Israeli-Palestinian front, special envoy Zinni will return to the region on 1/3 for a 4-day visit to urge the sides to begin implementing the Tenet cease-fire steps. Sharon says he still demands 7 days of complete quiet before resuming talks with the PA; claims that the recent decline in violence is due more to an Israeli crackdown than to any effort by Arafat. (1 of the dead, 5 of the injured are bystanders.) A 3d Palestinian is killed in al-Bireh by an IDF tank shell. The IDF also shells, destroys a PSF headquarters in n. Gaza; enters Rafah to bulldoze 3 Palestinian homes; uproots 200 olive trees in Sinjil. Palestinians fire a mortar at a Jewish settlement in Gaza, lightly injuring 1 Jewish settler. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. Shaykh Yasin's house. The NIHC ultimately brokers an informal agmt. btwn. Hamas and the PA under which Yasin agrees to observe a "voluntary house arrest," leaving only to go attend prayer services at a nearby mosque. Sharon claims PA is not making a serious effort to arrest wanted Palestinians. In Gaza, Palestinians fire 6 mortars at 2 Jewish settlements and toss grenades at an IDF post, causing no injuries. The IDF returns fire killing 1 Palestinian; a 2d Palestinian dies of a heart attack at an IDF checkpoint when soldiers refuse him passage to a hospital. A Palestinian woman gives birth at an IDF checkpoint when soldier refuse to let her ambulance pass. Fatah stages a pro-Arafat rally in Gaza, but only 1,000 Palestinians take part. Egyptian FM Ahmad Maher meets with Sharon, Arafat in a new cease-fire effort, presses Israel to relax its demand for a 7-day quiet period. Instead, Sharon hands Maher a list of demands to transmit to Arafat. U.S. envoy Zinni, still in the region, also meets with Arafat today. Despite the attack, Sharon agrees to continue the withdrawal fr. PA areas beginning with Qalqilya on 11/5. The IDF launches a predawn missile attack on PSF posts in Bayt Hanun, Bayt Lahia, Dayr al-Balah, and Jabaliya, which Israel claims housed mortar factories; 1 senior PSF officer is killed. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) The IDF reoccupies areas A in Jinin, Nablus, and Ramallah, sending in tanks and troops, shelling buildings, killing 3 Palestinians. In Bethlehem, 3 Palestinians, including Fatah tanzim leader Atif Ubayyat, 1 of Israel's most wanted, are killed when an explosion destroys their car. The deaths, which Palestinians claim were an assassination, spark a serious gun battle around the city; Palestinians in Bayt Jala also fire a mortar at Gilo for the 1st time in 2 mos., causing no damage. Bush for the 1st time publicly endorses the creation of a Palestinian state, saying it "has always been a part of our vision, so long as the right of Israel to exist is respected." Arafat orders the PSF to hunt for the assailants. Sharon calls an emergency mtg. of his cabinet. Palestinians also fire a mortar at a Jewish settlement in s. Gaza. Arafat, en route to Damascus for talks with Syrian pres. Bashar al-Asad, receives word that the visit has been postponed. Shortly thereafter, Peres announces that he will meet with Arafat on 9/26. Although Israeli-Palestinian violence increases today, Sharon does not cancel the mtg. Acceding to Israeli demands to curb incitement, Arafat closes a photo and art exhibit on the uprising in Nablus that features a mock-up of the Jerusalem pizzeria bombed on 8/9. Palestinians fire 2 mortars in Gaza, 1 landing inside the Strip, the other inside Israel, neither causing damage. The IDF forcibly moves 16 bedouin fr. The IDF bulldozes 20 dunams of Palestinian land nr. Oranit settlement; declares the Hebron market a closed military zone; begins work on a new settlement bypass road to Kefar Darom, damaging agricultural land, water networks belonging to Dayr al-Balah residents; conduct arrest raids in villages around Bethlehem, Qalqilya, Salfit; confiscates 1 Palestinian home in Harmala for use as an IDF outpost; reinforces the closure on Jinin. U.S. Pres. George W. Bush phones Israeli PM Ariel Sharon to offer his condolences for recent Israeli casualties, to stress the importance of avoiding further escalations. Sharon says he is trying to ease the economic blockade on the Palestinians (see 8/14, 8/15), but adds that Israel will continue to protect its citizens, including via assassinations, which he terms "preventive actions." Meanwhile, the Israel Defense Force (IDF) tightens the closures on Nablus, Qalqilya, Ramallah; bulldozes Palestinian agricultural land around Itamar settlement. Jewish settlers stone a Palestinian taxi passing Shilo settlement nr. Nablus, causing the car to crash, killing the driver, injuring 6 passengers. Elsewhere, settlers take over small West Bank settlement of Sanur, abandoned by residents when the al-Aqsa intifada began, converts an old mosque into a synagogue; fire on Palestinian farmers nr Itamar, injuring 5. The IDF shells Hamas's press office in Nablus, killing 8 Palestinians, wounding 7. Among the fatalities are Hamas political leaders Jamal Mansur and Jamal Salim, the targets of assassination and prominent public figures known for running a network of welfare programs and medical clinics. Also killed are Fahim Dawabsha, another Hamas mbr. on Israel's wanted list; 2 journalists interviewing Mansur; 2 children outside the building. The attack triggers firefights, especially around Jerusalem; mortar strikes; and 2 ambushes of Jewish settler vehicles that leave 7 settlers wounded. 100s of Palestinians gather outside the Hamas office to protest. Sharon terms the attack "one of our most important successes." The State Dept. "strongly deplores" the "highly provocative" incident. Egypt's Mubarak sends an "urgent letter" to Bush pressing for U.S. to intervene with Israel.
