In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. In the West Bank, Israeli settlers stole 20 Palestinian-owned sheep in Taybeh. Israeli forces shot and injured 3 Palestinians during clashes that unfolded as Israeli forces raided several neighborhoods in Ramallah; 1 was hit by live ammunition and 2 were hit by rubber-coated bullets. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 with rubber-coated bullets and 2 by tear-gas canisters; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed a protest in Bayt Dajan, causing tear-gas related injuries. Israeli forces also started paving a settler road east of Yatta and seized 1 tractor in Tuqu‘. 6 Palestinians were arrested during raids in and around Nablus, Qalqilya, and Qaryut. The NYT reported that Israeli Mossad agents assassinated a senior al-Qaeda member, Abdullah Ahmed Abdullah, in Tehran on 8/7. According to the reporting, 2 Mossad agents on a motorcycle shot the al-Qaeda member while he was walking the streets of Tehran. The assassination is said to have been carried out on the behest of the U.S. Iran denied the reporting, calling it false. CNN reported that top U.S. official Douglas Macgregor, during an interview in 2019, said that Mike Pompeo “has his hands out for money from the Israeli lobby, the Saudis and others” and that “[John] Bolton has become very, very rich and is in the position he’s in because of his unconditional support for the Israeli lobby.” Macgregor further stated that AIPAC has “enormous quantities of money that over many years have cultivated an enormous influence in power in Congress.” (HA 11/16)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the Gaza Strip, Palestinians fire 3 shells into s. Israel, causing no damage or injuries. Separately, Palestinians detonate a small bomb on the border with Israel, causing no injuries. In the West Bank, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet during clashes in Aida r.c. nr. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Ramallah in the morning, in 1 village nr. Ramallah in the afternoon, and in Nablus and 3 villages nearby and 1 village nr. Hebron at night; patrols in 1 village nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. Jewish settlers vandalize 8 Palestinian vehicles nr. Nablus, and leave “price-tag” graffiti. A car bomb kills 4 people and wounds more than 30 in Beirut, striking in a Hizballah-dominated neighborhood of the city. The attack is claimed by Jabhat al-Nusra in Lebanon, assumed to be connected to the Syriabased al-Qa‘ida-linked group. (AFP, AP 1/21)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages and al-‘Arub r.c., and 1 village each nr. Bethlehem, Jenin, Nablus, and Ramallah at night. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. Saudi Arabia condemns the attack as “cowardly.” (AFP 11/19; AP, REU 11/20)

Talks between Iran and the P5+1 group end with negotiators sounding positive about a follow-up round set for 11/7–8 in Geneva, and speaking of progress in addressing concerns about Tehran’s nuclear program. However, 1 source of disagreement between the sides, according to U.S. State Dept. spokesperson Jen Psaki, is what sanctions relief might be provided if Iran took concrete steps demanded by the international community regarding the nuclear work. The IDF beats and fires tear gas and stun grenades at Palestinians and international activists staging a nonviolent march fr. Bayt Umar to nearby Palestinian lands confiscated for the expansion of Karme Tzur settlement, injuring 2 Palestinians and arresting 1. Egypt sends 250 tanks and armored vehicles, 1,000 special forces, and 1,000s of police into the n. Sinai (including the Rafah area) to secure the region after a series of attacks on the natural gas pipeline (see 7/30) and increased attacks on Egyptian police by suspected al-Qa‘ida-inspired Islamists groups. A French boat in the Freedom Flotilla II secretly departs Greece and is the first boat from the group to make it into international waters, headed toward Gaza. In the early afternoon, the IDF carries out air strikes on mbrs. of Tawhid and Jihad, a radical Islamist group that claims inspiration from al-Qa‘ida and is opposed to Hamas, as they prepare to launch a rocket fr. c. Gaza into Israel, killing 2 armed Palestinians and wounding 1. Late at night, the IDF carries out another air strike on armed Palestinians operating e. of Gaza City, lightly wounding 3. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. In Egypt, a huge truck bomb explodes at the Hilton hotel in Taba, 2 smaller bombs explode at hotels further south along the Red Sea in Nuwayba and Ras al-Shaytan in what appear to be al-Qa‘ida attacks targeting Israelis vacationing for the Sukkoth holidays; 34 people are killed (including at least 13 Israelis, 9 Egyptians, 2 Italians, 1 Russian), some 150 are wounded. Powell meets briefly with Quartet reps. in Jerusalem before meeting with Egyptian pres. Husni Mubarak in Cairo, King Abdallah of Jordan in Amman to rally Arab support for a PA crackdown on Palestinian militant groups. Powell says that it makes “no difference” whether or not Israel has declared acceptance of the road map; the important thing is for both sides to begin implementation. Late in the evening, on the eve of Powell’s arrival in Saudi Arabia, suicide bombers in Riyadh simultaneously detonate 3 car bombs outside residential compounds for foreigners and 1 outside a Saudi-U.S.-owned business, killing 34 persons (including8 Americans, 5 Saudis), wounding around 200 (including at least 40 Americans), many seriously.
