In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. The IDF also conducts late-night raids in 1 village each nr. Nablus and Tulkarm, arresting 2 Palestinians. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

In the Gaza Strip, IDF troops open fire on farmers working on agricultural land close to the border fence nr. Khan Yunis, causing no injuries. Separately, IDF troops conduct a limited incursion nr. Bayt Hanun to level land. In the West Bank, the IDF demolishes 5 Palestinian-owned structures in Khirbet Yerza in the Jordan Valley, displacing 5 families. The IDF conducts house searches and arrest raids in 1 village and Jalazun r.c. nr. Ramallah, and in Nablus, at night; patrols in Hebron and 2 nearby villages in the afternoon, and in 1 village each nr. Hebron and Jenin. Iran’s Amb. to Moscow Mehdi Sanaei says that Tehran is looking to commission Russia to build a 2d nuclear power reactor in exchange for oil shipments, and that negotiations over the exchange began when Russian pres. Vladimir Putin met with Iranian pres. Hassan Ruhani in 9/2013. Meanwhile, Supreme Leader Ayatollah Ali Khamenei tells a crowd in Tabriz, n. Iran, that while he does not oppose continued talks with the international community, he does not believe they will lead anywhere. (AFP, REU 2/17)

Egyptian forces shoot and kill 5 fighters reportedly connected to “terrorist” groups in Shaykh Zuwayd and Rafah in n. Sinai, according to military sources. Meanwhile, security forces also destroy 21 tunnels under the border with the Gaza Strip. (MNA 2/18)

In the West Bank, Israeli forces open fire with live ammunition during a raid of Silwad village nr. Ramallah, wounding 4. The IDF conducts house searches and arrest raids in Bethlehem at night; patrols in 3 villages nr. Hebron at night. Jewish settlers nr. Hebron cut down or vandalize around 40 Palestinianowned olive trees. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Bil‘in where 1 is wounded by a bullet and Nabi Salih where 2 are wounded by rubber-coated metal bullets. U.S. State Dept. spokesperson Jen Psaki says that Israel has informed the U.S. that the release of 26 Palestinian prisoners will be postponed 1 day, to 12/30. (MNA 12/27)

A car bomb in Beirut kills 7 people and wounds more than 50, including Mohammad Chatah, former minister and mbr. of the March 14 coalition. Former PM Saad Hariri hints that Hizballah is behind the attack and Fares Souaid, secy.-gen. of March 14, calls for the creation of a govt. that excludes Hizballah. (AFP, DS, REU 12/27)

Clashes break out across Egypt between supporters of the Muslim Brotherhood and security forces, 3 are killed and 87 wounded, with more than 250 arrested. The group’s supporters had gathered to protest the govt.’s classification of the Brotherhood as a terrorist organization on 12/24. (AFP, AP, REU 12/27)

Ali Akbar Velayati, senior adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, calls for new direct talks with the U.S. over Tehran’s nuclear program. Separately, the head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that the country is building a new generation of centrifuges for uranium enrichment, in what is seen as a gesture toward hard-liners unhappy with the ongoing negotiations with reps. of the P5+1 in Geneva. In the West Bank at night, IDF troops conduct house searches and arrest raids in Hebron and 2 nearby villages; Jenin, Jenin r.c., and 1 nearby village; 2 villages nr. Bethlehem; and Balata r.c. nr. Reps. from Iran and the P5+1 reach a deal in Geneva. The “Joint Plan of Action” establishes a 6-mo. interim period, in which the 2 sides swap confidence-building measures to facilitate negotiations over a long-term agreement. Specific measures include a 5% limit on Iran’s uranium enrichment, well below the level required for weapons-grade material, and approximately $4.2 b. in sanctions relief. (To read the full text of the agreement, see document A1 in JPS 171.) The interim deal is endorsed by Iran’s Supreme Leader Ayatollah Ali Khamenei and Pres. Hassan Ruhani, while U.S. Pres. Barack Obama says the agreement cuts off Tehran’s possible routes to a nuclear bomb. Separately, reports surface in the media that the U.S. and Iran had been holding secret talks since 3/2013, away from the P5+1 track, reportedly led by Dep. Secy. of State William Burns. At a conference in Sderot, Israeli FM Avigdor Lieberman declares that a peace deal with the Palestinians is impossible in the foreseeable future. He also claims that ties with the U.S. are “deteriorating,” and that Israel must “seek other allies with common interests.” Dep. FM Ze’ev Elkin, speaking in Moscow on a trip for talks with Pres. Vladimir Putin, subsequently tries to downplay his boss’ remarks, affirming that “there is no one who can take the place of the Americans.” Meanwhile, senior Palestinian official Nabil Shaath says that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh will remain on a temporary basis until a new team can be formed. Negotiations between Iran and the P5+1 group of powers resume in Geneva, with hopes of reaching an interim accord on confidence-building steps. Optimism is expressed publicly by the likes of Britain’s Foreign Secy. William Hague, and Russian FM Sergey Lavrov. Iran’s Supreme Leader Ayatollah Ali Khamenei delivers a speech in Tehran, in which he says that Iran will not retreat “one iota” from its nuclear rights but says that his country seeks friendly relations with the U.S. Also in his speech, Khamenei describes Israel as “a rabid dog,” which provokes an angry response from Israeli PM Netanyahu who is in Russia to appeal for tougher terms in a nuclear agreement with Iran. Israel’s “David’s Sling” missile defense system, co-developed with the U.S. and designed to protect the country from potential attack by Syrian and Hizballah-held missiles, passes a 2nd live test. Israeli defense officials say that the system could be deployed in 2014, a year ahead of the Israeli Air Force’s official deadline. (HA, REU 11/20)

A suicide car bomb attack kills 11 Egyptian soldiers nr. al-Arish in the Sinai Peninsula, wounding 37. Separately, a grenade attack on a checkpoint in Cairo injures 4 policemen. Meanwhile, Egyptian authorities close the Rafah crossing with Gaza due to a technical fault with the terminal’s computers. (AP, MNA, REU 11/20)

In the West Bank, Palestinian gunmen open fire on Psagot settlement nr. al-Bireh, wounding 1 child. Israeli soldiers and settlers attack residents in Burin village nr. Nablus, and in a patrol in al-Bireh, IDF troops shoot and injure 1 Palestinian with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem at night; in al- ‘Arub r.c. and 1 village nr. Ramallah at night. Jewish settlers damage 120 olive trees nr. Egypt allows Hajj pilgrims from the Gaza Strip to exit through the Rafah border crossing, and around 100 Palestinians are permitted to return to Gaza from the Egyptian side. Meanwhile, Egypt’s Maj.-Gen. Ahmad Ibrahim says that the military has demolished 1,055 smuggling tunnels under the border with Gaza since 1/2011, with 794 of them destroyed in 2013. (MNA 10/5)

Iran’s Supreme Leader Ayatollah Ali Khamenei gives his support to Pres. Ruhani’s diplomatic opening to the U.S., but says he does not trust Washington as a negotiating partner. (REU 10/5)

Palestinian chief negotiator Saeb Erakat says that Israel will release 104 Palestinian prisoners in 4 stages, with the 1st 26 prisoners set to be released on 8/13. The prisoners to be released have all been serving sentences since before the 1993 Oslo Accord. (MNA 8/3)

Iranian supreme leader Ali Khamenei endorses the presidential election results and Hassan Ruhani takes office, promising “constructive interaction with the world.” (REU 8/3)

Egypt’s Interior Ministry warns supporters of ousted pres. Mohamed Morsi to evacuate their protest camps, as U.S. Dep. Secy. of State William Burns continues his meetings with political stakeholders on both sides. (AP 8/3)

Egypt’s Public Prosecutor Hisham Barakat orders the arrest of the Muslim Brotherhood’s Supreme Leader Mohamed Badie and other senior members of the organization. Meanwhile, Egypt opens its border with the Gaza Strip at the Rafah crossing for a few hours so patients needing medical treatment abroad, Egyptians, and foreign nationals can leave. The Egyptian military arrests the Muslim Brotherhood’s Supreme Leader Mohamed Badie on the grounds of inciting violence. The newly-appointed interim pres. Adly Mansour says that the Muslim Brotherhood is part of the people and is welcome to “participate in building the nation.” (Guardian, NYT, REU, WP 7/4)

Hassan Ruhani wins Iran’s presidential election, with a voter turnout of around 80%. The win is seen as a victory for moderate elements within the domestic political scene and a defeat for conservative clerical hard-liners. He will assume office on 8/3 when Ayatollah Ali Khamenei endorses the election results. White House spokesperson Jay Carney says that Obama congratulates Iranians for their courage in voting. In the West Bank, IDF troops violently disperse a march by hundreds of Palestinians, Israelis, and international activists in Bayt Liqya, nr. Ramallah, as demonstrators attempted to march to the site of 3 villages destroyed in al-Latrun in 1967.There are no serious injuries. The IDF conducts house searches and arrest raids in 1 village nr Salfit and Hebron at night; patrols in 2 villages nr. Qalqilya, 1 village nr. Tulkarm, and 1 village nr. Salfit at night. Palestinian protesters in Nablus demonstrate against living costs, demanding a reduction in the Value Added Tax and a subsidy for basic goods. Palestinian People’s Party representative Khalid Mansour tells the rally that PA Pres. Abbas should reconsider the Paris Protocol, or even “disavow it completely.” (MNA 6/15)

Egyptian pres. Mohamed Morsi says that he has cut all diplomatic ties with Damascus and backs a no-fly zone over Syria, an announcement he makes at a rally in Cairo. (REU 6/15)

U.S. Pres. Barack Obama meets with Palestinian pres. Mahmud Abbas in Ramallah, discussions that Palestinian officials later characterize as disappointing in regards to positions on settlements and prisoners. Obama then delivers a speech to Israeli students in which he says further settlement construction is ‘‘counterproductive’’ to peace efforts, and urges the Arab world to ‘‘take steps toward normalizing relations’’ with Israel (See Documents in JPS 168 for excerpts). In Gaza, Hamas PM Ismail Haniyeh dismisses Obama’s visit and says ‘‘American policies perpetuate the Israeli occupation.’’ (JP, MNA, REU 3/21)

Palestinian militants fire rockets from the Gaza Strip into Israel, damaging 1 home in Sederot but causing no injuries. A small Islamist group called Mujahidin Shura Council claim responsibility for the launch, having previously claimed a 6/2013 attack on Israel from the Sinai. In response, the Israeli military announces that it is reducing the permitted fishing zone for Palestinians in Gaza to 3 naut. miles, as well as closing Kerem Shalom crossing. In the West Bank, the IDF patrols in 1 village nr. Jenin and 1 village nr. Ramallah in the morning, and in 1 village nr. Tulkarm at night; conducts house searches and arrest raids in 1 village nr. A court in Cyprus convicts Hizballah member Hossam Taleb Yaccoub of plotting against Israeli interests on the island. Yaccoub was arrested on 7/13/12 after a tip off by Israeli intelligence. (REU 3/21)

Iranian leader Ayatollah Ali Khamenei delivers a speech at the Shrine of Imam Reza in which he indicates openness to nuclear talks but is not optimistic about success. He also says that international sanctions have failed to isolate Iran. (WP 3/21)

The Palestinian Central Elections Commission (CEC) announces that 155,000 people in the Gaza Strip (79% of eligible voters) have registered to vote in planned legislative elections, with 2 days remaining until the electoral roll closes. The CEC says that 76% of eligible West Bank voters are on the roll. The voter registration drive is the necessary step towards as yet unscheduled elections, should Fatah and Hamas agree on how to proceed and with several outstanding issues that could cause a delay. European Union foreign affairs chief Catherine Ashton issues a statement calling on Israel to improve conditions for Palestinian prisoners, noting ‘‘with concern’’ the case of 4 particular inmates on long-standing hunger strikes. (REU 2/16)

IDF soldiers provide medical assistance to 7 injured Syrian nationals they discover nr. the border fence in the occupied Golan Heights. The injured men reportedly are rebels fleeing fighting against forces loyal to Syrian pres. Bashar al-Asad. (HA 2/16)

Hizballah leader Hasan Nasrallah makes a speech from an undisclosed location stating that his group does not need support from Syria or Iran for any future battle against Israel. The comments are seen as a reference to claims that Israel’s 1/30 attack on Syria targeted a weapons convoy destined for Hizballah. (REU 2/16)

Iran’s Supreme Leader Ayatollah Ali Khamenei says that the country does not want to build nuclear arms but that if they did, no country could stop them. Khamenei also promises revenge on Israel for the death of Revolutionary Guards commander Hessam Khoshnevis, also called Hassan Shateri in some news accounts, who was killed in Syria close to the Lebanese border by rebel fighters that Tehran accuses of working to advance U.S. and Israeli interests. Abbas asks Arab League FMs meeting in Cairo to support his decision not to resume direct peace talks without an Israeli settlement freeze and firm understandings on the basis of talks (including 1967 lines as the basis of final borders). He says he will put his demands in a letter to Netanyahu and if the response is not favorable, he will resume statehood efforts at the UN. (JP, NHR, YA 2/12; WP, WT 2/13)

An Israeli naval vessel detains a Palestinian fishing boat off the n. Gaza shore, arresting 2 fishermen and confiscating their boat. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Ramallah in the morning; in Tulkarm (randomly stopping and questioning people on the street) and 2 villages nr. Qalqilya and Salfit in the afternoon; and in Jericho, neighboring ‘Ayn al-Sultan r.c., 2 villages nr. Qalqilya (detaining 3 Palestinian policemen until the local District Coordination Office intervenes to free them), and 1 each nr. Jenin and Salfit (firing percussion grenades to intimidate residents) late at night. The IDF also raids a carpentry workshop nr.
