In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor after he allegedly stabbed and wounded 2 Israeli soldiers in the Old City. Israeli forces also delivered demolition notices for 2 agricultural structures in Isawiya. 3 Palestinians were arrested during raids in Isawiya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 2-5 nautical miles west of al-Sudaniyya; no injuries were reported. 1 39-year-old Palestinian prisoner died in an Israeli hospital of issues related to a heart condition. Palestinian Prisoners Center for Studies said he died due to medical neglect by Israel. (AJ, JP, MEMO, PCHR, WAFA 11/18)

B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. Many of the very young children are seen crying in the video. (HA, MEMO 11/17; AP, TOI 11/18)

PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

In Syria, Israeli forces fired 2 missiles from Israeli-occupied Golan Heights at Damascus, hitting 1 empty building. 1 of the missiles was intercepted by Syrian air defense. (AJ, AP, HA 11/17)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. He also said Israel had to stop dealing with Palestinians in Gaza differently than it does West Bank Palestinians. (WAFA, WAFA 11/16; HA, WAFA, WAFA 11/17)

Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. The deal was reported to include a monthly transfer from Qatar to Egypt for distribution in Gaza of $30 million. (AJ, REU 11/17; MEMO 11/18; ALM 11/23; HA 11/27; HA 11/29; MEMO 11/30)

In the West Bank, Israeli settlers from the Shilo settlement threw stones at Palestinians driving between Nablus and Ramallah near Turmus ‘Ayya, injuring 2 who were taken to a hospital. Israeli settlers threw stones at Palestinian shepherds, preventing them from bringing their livestock to a water source in ‘Ain al-Hilweh. Israeli forces violently dispersed a protest in Yatta, causing tear-gas related injuries, and arrested 2 journalists. 2 others were arrested in Marah Rabah and Bayt Jala. In East Jerusalem, 1 43-year-old Palestinian man arrested for driving offenses on 7/18 was found dead in his cell in the Moscow detention center; other inmates said the man had been attacked by Israeli guards prior to his death and his family demanded that a Palestinian doctor be present at his autopsy. The Israeli high court of justice allowed the Israeli government’s request for an extension to submit a position on the eviction of Palestinians in Khan al-Ahmar. The government now has until 9/5 to submit its position. (HA 7/21; MEMO 7/22)

According to the Likud-linked newspaper Israel Hayom, the new Israeli government has barred the Supreme Planning Council from meeting, leading to a freeze on settlement construction and expansion. According to the newspaper, the government’s decision is a “demand” from the U.S.; Israel’s interior minister Ayelet Shaked later said in an interview that if the government freezes settlement expansion, then her Yamina (Rightwards) party will leave the coalition, which is headed by Yamina chairperson Naftali Bennett. The UN human rights council said that its former commissioner Navi Pillay would head the investigation into crimes committed during Operation Guardian of the Walls. (AJ, AP, HA, JP, MEE, REU 7/22)

In the West Bank, Israeli settlers vandalized 9 vehicles parked outside the Shiloh settlement belonging to Palestinians working in the settlement; a video of the incident shows the settlers throwing stones at the parked vehicles. Israeli forces seized 5 residential tents in Khirbet Humsa. 14 Palestinians were arrested during raids in Sur Bahir, Ramallah, Qaddura refugee camp, Silwad, Nablus, Barta‘a, and Hebron. In East Jerusalem, Israeli forces demolished residential sheds in Silwan, displacing 1 Palestinian family. 1 Palestinian was arrested in al-Tur. After 2 days of protest, the Hamas-appointed chairman of the Higher Sharia Council Hassan Jojo said the council would redraft a law banning unmarried women in Gaza from traveling outside of the strip without approval from a male guardian. The law was initially passed on 2/14. (HA, REU 2/16)

The U.S. Biden administration said it would return to dealing with King Salman of Saudi Arabia rather than his son and crown prince Mohammed bin Salman. The announcement came during a press conference by White House spokesperson Jen Psaki, who also said that the Biden administration would start pressuring Saudi Arabia on human rights issues unlike the Trump administration approach. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Meanwhile, Israeli forces conduct a limited incursion e. of Khan Yunis to level land. (HA, MNA, WAFA, YA 9/29; PCHR 10/1)

Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

In the West Bank, IDF troops uproot around 60 olive trees in Tuqu‘ village nr. Bethlehem, while separately, Jewish settlers nr. Nablus attack a house in Burin village, throwing stones and a Molotov cocktail, causing no injuries. (MNA 11/25; PCHR 11/28)

The Israeli NGO Peace Now announces that an Israeli military cmte. has approved the construction of 829 new homes in West Bank settlements Givat Ze’ev, Nofei Prat, Shilo, Givat Salit, and Nokdim. The planned construction is condemned by Nabil Abu Rdeineh, aide to PA Pres. Abbas, as a “policy of escalation aimed at putting obstacles in front of the peace process.” (AFP, REU 11/25)

UN Secy.-Gen. Ban Ki-moon announces that an international peace conference on Syria will take place in Switzerland on 1/22/14, in an attempt to bring about direct talks between the Syrian govt. and opposition forces. The statement describes 1 of the key goals of the peace talks as “the establishment, based on mutual consent, of a transitional governing body with full executive powers, including over military and security entities.” (AP, REU 11/25) 

Pres. Obama, speaking during a visit to San Francisco, defends the deal with Iran, saying that the U.S. “cannot close the door on diplomacy.” In a clear criticism of those who have attacked the agreement, Obama says that “tough talk and bluster may be the easy thing to do politically, but it’s not the right thing to do for our security.” Meanwhile, Israeli PM Netanyahu announces that national security adviser Yossi Cohen will visit Washington to discuss the agreement with U.S. officials. In the UK, Foreign Secy. William Hague urges Israel to refrain “from taking any steps that would undermine this agreement.” (REU 11/25; AP 11/26)

The IDF conducts late-night arrest raids, house searches in 2 villages nr. Salfit (synchronized), in Jericho and 1 nearby village (synchronized), and 1 village each nr. Bethlehem, Jenin, Qalqilya, Ramallah, and Tulkarm. Jewish settlers fr. Adei Ad outpost nr. Nablus beat a Palestinian shepherd grazing his sheep nearby and kill his sheep; an Israeli guard fr. nearby Shilo settlement intervenes and the settlers flee; the guard summons Israeli border police, who photograph the scene and take the shepherd’s formal complaint. In Israel, 1,000s of Israelis demonstrate in Tel Aviv to mark the 1st anniversary of the launch of the 2011 social justice protests against the rising cost of living. During the protest, one of the prominent activists connected with the July 14 Movement, Moshe Silman, immolates himself and is critically injured (he dies on 7/20). (WP 7/17; NYT 7/21)

The IDF patrols in 1 village nr. Jenin in the afternoon (firing tear gas and percussion grenades at stone-throwing youths who confront them, causing no serious injuries); conducts late-night arrest raids, house searches in `Ayn Bayt al-Ma’a r.c. nr. Nablus and Qalqilya, and nr. Tulkarm (arresting 1 Palestinian released in the recent prisoner swap that freed IDF Cpl. Shalit). Israel approves construction of 600 new settlement housing units in Shiloh settlement, deep in the West Bank. (NYT, PCHR 2/2; PCHR 3/1; OCHA 3/2)

Israel’s High Court repeals (6-3) the 2002 Tal Law that exempted ultraOrthodox Jews who attend yeshivas from mandatory military service; the provision was already set to expire in summer 2012 and Netanyahu had indicated he would not renew it. Some (see WT 2/23) fear the decision could spark a coalition crisis. (NYT, WT 2/23)

Hamas’s internal and external leadership hold a 14-hr. meeting in Cairo (2/22) to discuss their differences over the 5/2011 Fatah-Hamas reconciliation agreement. The Gaza leadership makes new demands that Mishal take numerous stands that run contrary to the 5/2011 deal and that Abbas would certainly reject (including demanding that Hamas be allowed to control the PA Interior Min. in the transitional government, to name Abbas’s deputy to oversee Gaza during the transition, and to maintain its independent security structure in Gaza. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. Jewish settlers fr. Halamish settlement nr. Ramallah stone Palestinian vehicles driving by the settlement. Jewish settlers fr. Shilo settlement nr. PCHR reports that Israel’s Gihon Water Company recently sent letters to churches and nunneries in the Old City of Jerusalem warning that their water service will be cut off if they do not immediately pay water consumption fees accumulated since 1967; historically, religious establishments in Jerusalem have been exempt from such fees. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel seals the West Bank through 1/10 citing unspecified security concerns. The IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians demonstrating against OCL after Friday prayers in Bayt Umar nr. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. OCHA urgently appeals to Israel to expand “the list of imports into Gaza . . . to include vital spare parts for maintenance and operation of the power plant, water and sanitation utilities, and other critical infrastructure and basic services for the civilian population” so as to prevent further deterioration of humanitarian conditions in Gaza. Gaza banks close, fearing runs on cash. (Israel has again barred entry of cash to the Strip; see 11/24.) The Israeli government informs the High Court that it will lift a month-old ban on allowing journalists into Gaza, but takes no steps to do so. In the West Bank, the IDF conducts late-night house searches nr. Nablus. Some 600 Israeli police and soldiers use rubber batons, percussion grenades, tear gas to evict 200 Jewish settlers fr. Beit Shalom, leaving 30 settlers and 3 soldiers injured, sparking settler violence against Palestinians across the West Bank. In Hebron, settlers rampage through Palestinian areas, burn 5 homes, set fires to olive groves, write racist graffitti, seriously damage other homes, cars, and cemeteries; at least 16 Palestinians are injured, including 2 who are shot and seriously wounded by a settler. During the rampage, the IDF declares the area a closed military zone, bars access to firemen and ambulances (settlers attack one fire engine), and takes no steps to halt settler rioting. Jewish settlers fr. Eli and Shilo settlements nr. Ramallah block the main Ramallah– Nablus road to Palestinian traffic, stone Palestinian cars; the IDF observes but does not intervene. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (wounding 2) and fires tear gas, percussion grenades at demonstrators at a similar protest al-Ma‘sara (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem. Jewish settlers enter Nablus to pray at Joseph’s Tomb; the IDF evacuates them, reprimanding them for not coordinating the visit with the IDF in advance (see 6/13). Jewish settlers fr. Shilo nr. Before dawn, Hamas mbrs. detonate explosives at 17 points along the 7-mi.-long Rafah border wall, allowing 10,000s of Palestinians to stream into Egypt to buy food, fuel, medicine, cement, livestock, and other goods that have been banned by Israel since 6/07; Gazans who have been stranded in Egypt reenter Gaza.
