Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. PCHR reports that Israel’s Gihon Water Company recently sent letters to churches and nunneries in the Old City of Jerusalem warning that their water service will be cut off if they do not immediately pay water consumption fees accumulated since 1967; historically, religious establishments in Jerusalem have been exempt from such fees. In the West Bank, the IDF conducts late-night house searches in Bil‘in, arresting 2 Palestinians involved in the weekly demonstrations against the separation wall, including artist Ibrahim Bernat (who makes portraits from rubber bullets, tear gas, and stun grenade canisters fired by IDF troops against demonstrators), confiscating his portrait collection. A Jewish settler fr. Gush Etzion nr. Bethlehem fires on 5 Palestinian farmers working land in Safa village nr. Hebron that settlers have previously tried to seize; no injuries are reported; the IDF observes but does not intervene. Jewish settlers fr. OCHA urgently appeals to Israel to expand “the list of imports into Gaza . . . to include vital spare parts for maintenance and operation of the power plant, water and sanitation utilities, and other critical infrastructure and basic services for the civilian population” so as to prevent further deterioration of humanitarian conditions in Gaza. Gaza banks close, fearing runs on cash. (Israel has again barred entry of cash to the Strip; see 11/24.) The Israeli government informs the High Court that it will lift a month-old ban on allowing journalists into Gaza, but takes no steps to do so. In the West Bank, the IDF conducts late-night house searches nr. Nablus. Some 600 Israeli police and soldiers use rubber batons, percussion grenades, tear gas to evict 200 Jewish settlers fr. Beit Shalom, leaving 30 settlers and 3 soldiers injured, sparking settler violence against Palestinians across the West Bank. In Hebron, settlers rampage through Palestinian areas, burn 5 homes, set fires to olive groves, write racist graffitti, seriously damage other homes, cars, and cemeteries; at least 16 Palestinians are injured, including 2 who are shot and seriously wounded by a settler. During the rampage, the IDF declares the area a closed military zone, bars access to firemen and ambulances (settlers attack one fire engine), and takes no steps to halt settler rioting.
