In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, in Beit Einun and Husan. Israeli forces shot and injured 2 Palestinians during a raid in al-Yamun. Elsewhere, Israeli forces demolished 2 homes under construction and a warehouse near Ni’lin and 1 residential structure in al-Jiftlik. Israeli forces also seized 10 vehicles in al-Lubban ash-Sharqiya. Meanwhile, Israeli forces delivered notices that they will seize 5 dunams (1.1 acres) of land near Bethlehem to build a settler road. In Gaza, Paltel reported a complete communications blackout in all of Gaza. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Rafah, Dayr al-Balah, and Gaza City; it was unclear how many casualties there were due to the communications blackout. Israeli bombings destroyed 56 buildings in the Shuja’iya neighborhood of Gaza City. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces shelled several sites, killing 2 members of Hezbollah. Israeli snipers also shot and killed a Lebanese civilian driving near Kfar Kila. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 134 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 71 trucks entered Gaza through the Rafah crossing and 120 trucks entered via the Karem Abu Salem (Kerem Shalom) crossing. The UN Office of the High Commissioner for Human Rights released a statement saying it had received reports that Israeli forces had executed 11 unarmed Palestinians in front of their families in the Rimal neighborhood of Gaza City between 8 p.m. and 11 p.m. on 12/19. The Israeli forces also reportedly forced women and children into a room and threw a grenade at them, causing injuries. The Human Rights Office called for an immediate and independent investigation. Malaysian prime minister Anwar Ibrahim said Malaysia has banned all Israeli-flagged cargo ships from docking in its ports, citing the “Israeli massacre and brutality against Palestinians.” (AJ 12/20)

Hamas political leader Ismail Haniyeh arrived in Cairo for talks with Egyptian officials. Hamas official Ghazi Hamad told Al Jazeera that the party had tried to contact Fatah to begin talks about the situation in Gaza now and the future of a unified Palestinian political system, but that PA president Mahmoud Abbas had rejected talks. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. Israel, Cyprus, and the UK agreed to open an aid corridor between Gaza and Cyprus “under Israeli security supervision and control.” It was unclear how and when the corridor would be operational. (AJ, HA, REU 12/20)

Israeli Channel 12 reported that an Israeli tank shelled a house in Kibbutz Be’eri where Palestinian militants were holding Israeli captives, injuring an Israeli. (AJ 12/20)

Democracy for the Arab World Now said it submitted a list of 40 Israeli commanding officers to the ICC who have been involved in Israel’s attack on Gaza and should be investigated for war crimes. (AJ 12/20)

The Huffington Post reported that the U.S. was planning to pressure Switzerland not to hold a Geneva Convention conference on violations of international law during Israel’s assault in Gaza. (AJ 12/20)

U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. UN Special Coordinator for the Middle East Peace Process Robert Serry praises outgoing Palestinian PM Salam Fayyad, following the latter’s resignation (effective 4/13). Serry reaffirms the necessity of a negotiated two-state solution, and says that Fayyad ‘‘had to contend with circumstances that kept constraining the success of the state building agenda’’ that is now ‘‘at serious risk.’’ Meanwhile, Fatah Central Committee member Azzam al-Ahmad says that Abbas must form a national unity government and set a date for elections, in the light of Fayyad’s resignation. Palestinian pres. Mahmud Abbas accepts the 4/10 resignation of PM Salam Fayyad, despite international pressure for him to stay on. Abbas asks Fayyad to remain as caretaker PM until a replacement is appointed. Secretary of Fatah’s revolutionary council Amin Makhoul welcomes the resignation, saying that Fayyad’s government had failed to solve pressing economic problems. U.S. Secy. of State John Kerry, speaking in Tokyo, says he would have preferred Fayyad to stay on and expresses hope that Abbas will appoint the ‘‘right person’’ to work with all parties and ‘‘establish confidence.’’ Meanwhile, Hamas officials claim that Fayyad’s departure is not at all connected to the national reconciliation process, though Senior Leader of Islamic Jihad Khalid al-Batsh says that Fayyad’s resignation presents an opportunity to form a unity government headed by Abbas. Afterward, some sources say that Israel has agreed to silently adopt construction freeze outside of the major settlement blocs, while other Israeli government sources say that Israel has refused to adopt any confidence building measures at all prenegotiations. One anonymous Israeli official says that Netanyahu opposed Kerry’s proposal to resume talks based on initially discussing border and security issues only. (HA, YA 4/11)

A scheduled meeting between Palestinian pres. Mahmud Abbas and PM Salam Fayyad to discuss the latter’s 4/10 resignation is postponed under European and American pressure, according to Palestinian officials. The Arab League approves a Qatari proposal to set up a $1 billion fund for East Jerusalem to ‘‘maintain the Arab and Islamic character of the city and reinforce the steadfastness of its people.’’ Saudi Arabia’s Islamic Development Bank will manage the fund. The Israeli government condemns the decision. At the same meeting, Qatari emir Hamad bin Khalifa al-Thani calls for a minisummit on Palestinian national reconciliation to be held in Cairo as soon as possible, remarked welcomed by both the PA and Hamas. Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. Meanwhile, PM Netanyahu tells the cabinet that the government will ‘‘not allow anyone to harm the contiguity between Jerusalem and Ma’ale Adumim,’’ referring to the removal of Palestinian activists from the Bab al-Shams protest camp in the E1 area. Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166). PM Salam Fayyad says that the PA is in ‘‘extreme jeopardy’’ due to an unprecedented financial crisis caused by Israel’s withholding of tax revenues and the subsequent failure of Arab countries to send promised funds.
