IDF troops violently disperse hundreds of Palestinians gathering along Gaza’s border fence near Dayr al-Balah to continue the Great March of Return; 7 Palestinians are injured (1 succumbs to his injuries later in the day). This brings the death toll stemming from the Great March of Return to 179. Separately, IDF troops stationed along the border fence shoot and injure a Palestinian approaching the border fence near Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries (2 fishermen are arrested). In the West Bank, IDF troops kill a Palestinian during a confrontation sparked by a late-night raid in Tammun village near Tubas. Three other Palestinians are reported injured during the confrontation. Separately, IDF troops conduct raids in Doha village near Bethlehem overnight, sparking clashes with stone-throwing residents; 1 Palestinian is injured. They also arrest 12 Palestinians during late-night raids in and around Bethlehem and Tulkarm; arrest a Palestinian minor in central Hebron when he is found to be in possession of a knife; patrol near Nablus and Hebron. Israeli forces dismantle and seize 2 makeshift structures from a Palestinian school near Tubas. They also deliver demolition notices to the school’s administrators (Palestinians in the area built the 3-room school building and established the 2 makeshift structures on 8/20). In East Jerusalem, approximately 57 right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 5 Palestinians during late-night raids in Abu Dis and Issawiyya. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. In the West Bank, the Israeli military distributes stop work orders in the s. Hebron hills, including for construction on tents and a solar panel provided by the EU for humanitarian reasons. Meanwhile, Israeli soldiers carry out demolitions of Palestinian property in Tammun village nr. Jericho, assaulting 2 shepherds defending their property in the latter incident. IDF troops shoot and injure 4 Palestinians during clashes sparked by an incursion into Qalandia r.c. nr. Ramallah. In another raid, the IDF arrests 2 al-Aqsa Martyrs Brigades members. in Nablus, on the grounds that weapons prohibited in an amnesty agreement were found in their possession. IDF troops conduct house searches and arrest raids in 1 village nr. Hebron, 1 village nr. Jenin, 3 villages nr. Qalqilya, Qalqilya, 1 village nr. Salfit, 1 village nr. U.S. Secy. of State John Kerry meets with Israeli PM Benjamin Netanyahu, but no announcement of progress is made; he then goes to Jerusalem for a meeting with Jordan’s King Abdallah II. (WP 6/27)

The UN Security Council renews UNDOF’s mission in the Golan Heights for 6 mos. and also votes to increase both the forces’ equipment and its numbers, from around 900 to 1,250. (REU 6/27)

Abbas gives an interview to Israel’s 6 leading newspapers to appeal directly to the Israeli people to step up peace efforts, accusing Netanyahu of not being serious about proximity talks and saying that the Palestinians need serious progress on borders and security issues in particular before direct negotiations can begin. Netanyahu replies publicly, saying that if the Palestinians are serious about peace they will proceed immediately to direct talks. Separately, Israeli FM Avigdor Lieberman tells the press that Abbas cannot be trusted and that Israelis “don’t need to pay for the pleasure of speaking to Abu Mazin” by making gestures. The IDF makes a late-night air strike on the Dahaniyya airport site in s. Gaza, causing no injuries. In the West Bank, the IDF makes a rare daytime raid into Tulkarm accompanied by Shin Bet units, surrounding and searching a home and farm, questioning several Palestinians, but making no arrests; patrols in ‘Abwayn village n. of Ramallah in the evening without incident; demolishes 14 tents and huts nr. Tammun and Tubas villages used by itinerant farmers, saying the areas are closed military zones; makes a late-night raid on an Islamic charity in Hebron, searching the offices without sealing them, confiscating anything, or making any arrests. In the West Bank, Palestinian gunmen open fire on an IDF border police vehicle nr. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. Tubas, Jenin town and r.c. and 2 nearby villages; additional late-night arrest raids, house searches are carried out nr. Salfit, Tubas. In Gaza, unidentified Palestinians fire 1 Qassam rocket fr. the s. Gaza border area into Israel, causing no damage or injuries. The IDF fires 5 artillery shells at the launch site, causing no damage or injuries. Separately, the IDF makes a brief incursion into s. Gaza to level land to clear lines of sight. IDF troops on the Israeli side of the Erez crossing fire on Palestinian scavenging for construction materials in the industrial zone, wounding 1 Palestinian. IDF troops on the s. Gaza border fire warning shots at Palestinians staging a nonviolent march to the border fence e. of Khan Yunis to protest Israel’s no-go zone; no injuries are reported. In the West Bank, the IDF conducts predawn patrols in Tulkarm town and r.c.; conducts late-night arrest raids, house searches in and around Ramallah, nr. Bethlehem and Jenin; conducts late-night patrols in al-Fara‘a r.c. and Tammun village nr. Tubas. Jewish settlers fr. Brakha settlement nr. Nablus burn 7 dunams (d.; 4 d. = 1 acre) of Palestinian agricultural land. Jewish settlers fr. Keddumim nr. Qalqilya stone Palestinian vehicles passing by the settlement, causing no injuries; the IDF removes them. In Hebron, a group of Jewish settlers beats 2 Palestinians. As the Palestinian school yr. begins, the Ramallah-based, Fatah-run Palestinian Teachers’ Union calls on Gaza’s 10,000 teachers and school administrators to strike to protest Hamas’s de facto rule, acknowledging that the strike is, in part, intended to disrupt life in Gaza and weaken the Hamas government; the PA pledges to continue to pay the teachers’ salaries as long as they observe the strike, which lasts through the end of the quarter; Hamas authorities quickly begin contracting 1,000s of substitute teachers to keep schools running.
