In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. Representatives from the UK, France, Germany, Italy, Spain, Finland, Belgium, Sweden, Canada, and Norway toured Ras al-Tin and Burqa, condemning the demolition of an EU-funded school in Ein Samia and settler violence in the area. (WAFA 8/24)

The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

Sierra Leonean president Julius Maada Bio issued a statement saying his country will open an embassy to Israel in Jerusalem. The announcement followed a phone conversation between Maada Bio and Israeli foreign minister Eli Cohen. (JP, TOI 8/25)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. IDF troops conduct 2 separate limited incursions nr. Khan Yunis to level land. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. Meanwhile, IDF sources say that they discovered a large bomb buried nr. the border fence in the s. Gaza Strip, the 4th such device discovered since the beginning of 2014. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 2 villages nr. Hebron in the afternoon. Secy.-Gen. of the Fatah Revolutionary Council Amin Maqboul says that the group’s reconciliation delegation head Azzam al-Ahmad will not travel to the Gaza Strip until Hamas agrees to general elections and the formation of a unity govt. (MNA 2/18)

Representatives of Iran and the P5+1 countries begin talks in Vienna to try and reach a comprehensive deal on Tehran’s disputed nuclear program. The P5+1 countries include the U.S., UK, France, China, Russia, and Germany. Bilateral talks between senior U.S. and Iranian officials take place on the sidelines. Khalil Assaf, the chair of the Palestinian Public Freedoms Comm., established in order to implement the May 2011 Fatah-Hamas reconciliation deal, announces that Egypt will invite all Palestinian factions to Cairo to resume national unity talks after the upcoming UN session in New York on 11/29, at which it is expected the Palestinian request for upgraded status will be debated. Separately, Amin Maqboul— secy.-gen. of Fatah’s legislative body, the Fatah Revolutionary Council—says he will lead an 11-mbr. Fatah delegation on a visit to the Gaza Strip on 11/23. Meanwhile, senior Hamas official Abu Marzuq says Hamas will not oppose Mahmud Abbas’s UN recognition bid, but believes that it is a waste of time, since ‘‘occupation needs resistance, not negotiations.’’ Meanwhile, Israeli officials continue to threaten unspecified consequences if Abbas moves forward with the UN bid; Ramallah officials in turn reiterate Abbas’s determination to go ahead. Hamas officials in Gaza say that Egypt has notified PM Haniyeh that Israel has agreed to extend the permitted fishing zone off the Gaza coast from 3 nautical miles (naut. mi.) to 6 naut. mi. and to reduce restrictions on Palestinian farming along the Gaza border (not further specified). However, and though the cease-fire continues to hold, the IDF opens fire on Palestinian farmers nr. Bayt Hanun and Jabaliya in the afternoon, causing no injuries. Meanwhile, groups affiliated with the Fatah-affiliated al-Aqsa Martyrs Brigade in Gaza claim they fired over 500 projectiles during the recent Israeli operation. (REU 11/24; PCHR 11/29)
