In the West Bank, Israeli forces delivered stop-work orders for 3 agricultural structures in al-Mughayyir. 8 Palestinians were arrested during late-night raids in Arrabah, Jaba‘, Faqqua, Qalqilya, Dheisheh refugee camp, Dura, and Bayt Awa. Israeli forces raided the offices of Union of Agricultural Work Committees, Al-Haq, Addameer, Bisan Research Center, Defense for Children International – Palestine, Union of Palestinian Women’s Committees, and Union of Health Work Committees. The raid was in response to Israel’s terrorist designations against the 7 organizations. The forces seized documents and equipment from some of the Palestinian rights organizations and sealed the doors of the offices. The UN Human Rights office condemned the Israeli raids and the EU called the Israeli allegations against the organizations unsubstantiated. The U.S. expressed concern about Israel’s raids, saying that Israel has not provided sufficient evidence to justify the terrorist designations against the organizations. In a show of solidarity, officials from the EU, Belgium, Chile, Denmark, Finland, France, Ireland, Italy, Mexico, the Netherlands, Norway, Poland, Spain, Sweden, and the UK visited the offices of Al-Haq, which had been forced open by Palestinians after the Israeli forces sealed the entrance. 6 of the rights organizations were deemed terrorist organizations by Israel in October 2021, and 1 was designated as such in 2020. Several EU countries have dismissed the Israeli claims after reviewing files submitted to the EU. In the West Bank, Israeli settlers assaulted Palestinians herding sheep in al-Juwaya in the Masafer Yatta area. Israeli settlers also attacked Palestinian homes in Hebron, causing damage and injuring 1 Palestinian. Elsewhere, Israeli settlers set up settlement outposts in al-Buwairah. Israeli forces shot and injured 2 Palestinians with live ammunition during a protest against a late-night raid in al-Bireh. 14 Palestinians were arrested during late-night raids in Birzeit, al-Bireh, al-Mughayyir, Ramallah al-Tahta, Deir Abu Mash’al, Huwwara, and al-Yamun. The Israeli high court of justice postponed the eviction of a Palestinian family living in Silwan until further hearings have been made. (HA 7/22)

Israeli forces fired missiles from the occupied Golan Heights at Damascus, killing 8 people, including 3 Syrian soldiers, and wounding 7 others. (AP 7/21; AJ, F24, HA, TOI, WP 7/22)

Israel’s supreme court ruled that Israel is allowed to strip its citizens of their citizenship if they are convicted of treason, terrorism, or espionage. (HA, REU, WAFA 7/21; MDW 7/23; MEE 7/25)

Norway joined Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden in saying it had dismissed Israeli claims that 6 Palestinian rights organizations are terrorist organizations, citing insufficient evidence. Norway’s foreign minister Anniken Huitfeldt said she had raised concerns about the lack of evidence during her visit to Israel in March. Norway directly or indirectly funds Al-Haq, the Union of Agricultural Work Committees, and Defense for Children International – Palestine. (HA 7/21)

In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. An Israeli court ordered a punitive demolition against the family home of 1 Palestinian in Silat ad-Dhahr accused of killing 1 Israeli settler on 20 December 2021. (WAFA 4/7)

3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Israeli settlers uprooted 110 olive saplings from 2 different groves in Burqin. Israeli settlers with military escort also toured Sabastia, closing parts of the town for Palestinians. Elsewhere, Israeli settlers vandalized 3 Palestinian vehicles in Kifl Haris. Israeli forces damaged agricultural lands planted with onions and garlic and a water pipeline during a military drill in Bardala. 11 Palestinians were arrested during late-night raids in Ramallah, Silwad, Kafr Ni’ma, Qaddura refugee camp, Nablus, ‘Anata, Burqa, Kafr Qud, and al-Khader. The Palestinian Prisoners’ Society said in a statement that Palestinian prisoners held by Israel refuse to leave their cells in protest over the Israeli prison service’s decision to decrease the time prisoners have in the prison yards by more than half. (MEE, WAFA 2/10; AJ 2/13)

Israel indicted the mother of 1 Palestinian charged with killing an Israeli settler on 12/16/2021 for not having prevented the attack on the settler. (HA 2/10)

PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met with German foreign minister Annalena Baerbock in Ramallah. Prime Minister Shtayyeh called on Germany to recognize the state of Palestine and to pressure Israel to respect agreements made with the PA. (WAFA, WAFA 2/11)

Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli forces violently dispersed Palestinian protesters near Kafr Qaddum, injuring 2 with live ammunition. Israeli forces also violently dispersed a protest in Biddu, injuring 1 Palestinian when a tear gas canister hit his back. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, physically assaulting 2. Israeli forces assaulted several Palestinians during a house raid in Jabal Mukaber; 4 were arrested. Off the coast of Gaza, Israeli navel forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. (PCHR 10/28)

Islamic Jihad said its members had ended a mass hunger strike against Israeli collective punitive measures put in place in the wake of 6 Palestinians fleeing Gilboa prison on 9/6. An Islamic Jihad official said Israel had lifted the measures against the Islamic Jihad prisoners that first prompted the prisoners to start the hunger strike on 10/12. An Israeli security official told the Times of Israel that the Israel Prison service had not made any concessions to the hunger-striking prisoners. (ALM 10/22)

Israel’s defense minister Benny Gantz signed an order declaring 6 Palestinian rights groups terrorist organizations: Addameer, al-Haq, the Union of Agricultural Work Committees, the Bisan Centre for Research and Development, the Union of Palestinian Women’s Committees, and Defense for Children International – Palestine. Defense Minister Gantz alleged that the 6 groups are “part of a network of organizations operating under cover in the international arena” on behalf of the political party the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. Israel’s evidence for the allegations was classified and Israel did not state any plans to prosecute individual members. The general director of al-Haq Shawan Jabarin called the accusations “nonsense” and said Israel’s “occupation has no limits to its injustice and insanity.” The PA called the designation “a strategic assault on Palestinian civil society.” The U.S. did not officially criticize the move but said it was not informed of it prior to the announcement and said it would like to review the evidence. Israel claimed that the U.S. had been informed. Several U.S. congresspeople condemned the Israeli government for its attack on the Palestinian organizations, including Betty McCollum (D-MN), Ilhan Omar (D-MN), and Mark Pocan (D-WI). Amnesty International and Human Rights Watch released a joint statement calling the designation “appalling and unjust” and said that the international community must respond. Later, on 10/24, Israeli officials said members of the Shin Bet and the Israeli military would travel to Washington to present evidence of the 6 organizations’ links to the PFLP.
