Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

After a 2d day of P5+1 talks with Iran, EU foreign policy chief Ashton announces that ‘‘significant differences’’ remain, but enough ‘‘common ground’’ existed to schedule a 3d round of meetings in Moscow on 6/18–19. (NYT, WP, WT 5/25)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Qalqilya during the date; patrols in Tulkarm town and r.c., 2 nearby villages late at night; conducts late-night arrest raids, house searches nr. Hebron (including Bayt Umar) and Nablus. The Palestinian Center for Human Rights notes (3/8) that 45 Bayt Umar residents (including 20 children) have been arrested by the IDF since 1/1/2012. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

A Lebanese court sentences fmr. brig. gen. Fayiz Karam to 2 yrs. in jail (including time served) for giving classified information to Israel. Karam, jailed in mid-2009, will be released in 6 mos. (NYT 1/25)

Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

The IDF conducts morning patrols in Qalqilya, 2 villages nr. Jenin, and 1 nr. Tulkarm; afternoon patrols in 2 villages nr Jenin (firing tear gas at stonethrowing youths in 1 incident), and 1 nr. Qalqilya; late-night patrols in Tulkarm and nearby Bayt Lid and in 1 village nr. Qalqilya. The IDF also enters ‘Azzoun village nr. Qalqilya in the afternoon to summon for interrogation 3 Palestinians released in the 10/2011 Shalit prisoner swap; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. A French boat in the Freedom Flotilla II secretly departs Greece and is the first boat from the group to make it into international waters, headed toward Gaza. In the early afternoon, the IDF carries out air strikes on mbrs. of Tawhid and Jihad, a radical Islamist group that claims inspiration from al-Qa‘ida and is opposed to Hamas, as they prepare to launch a rocket fr. c. Gaza into Israel, killing 2 armed Palestinians and wounding 1. Late at night, the IDF carries out another air strike on armed Palestinians operating e. of Gaza City, lightly wounding 3. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

In the West Bank, Jewish settlers illegally enter Nablus to pray at Joseph’s Tomb and refuse to leave, barricading themselves inside the tomb and sparking stone-throwing clashes with Palestinians. The IDF conducts late-night arrest raids, house searches in Hebron, arresting Hamas-affiliated fmr. PC mbr. Issa alJabari. Palestinians report the arson of a mosque in Hawara nr. Mbrs. of the Popular Front for the Liberation of Palestine (PFLP) claim responsibility for firing 2 manufactured Grad rockets fr. Gaza into Israel; the missiles hit nr. Egypt allows a token delegation of around 85 international activists to cross into Gaza to demonstrate with Gazans for an end to Israel’s siege, while in Cairo, Egyptian authorities disperse another 1,000 international activists calling on Egypt and Israel to open the Gaza border. Inside Israel, about 1,000 Israeli Palestinian and Jewish peace activists march to the Erez crossing in solidarity with the internationals in Egypt. Israeli police arrest a Jewish settler teenager connected to the outlawed right-wing group Kahane Chai suspected in the 12/11 arson of a mosque in Yasuf. In the West Bank, the IDF demolishes 2 animal shelters on a Palestinian farm located nr. an unauthorized Israeli settlement outpost northeast of Hebron, saying they had been erected illegally; conducts late-night arrest raids, house searches nr. Hebron. Jewish settlers fr. Shavei Shomron and Einav settlements set up an outpost on a hill nr. Nablus overlooking the spot where a settler was ambushed and killed on 12/24. Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. In the West Bank, IDF troops fire on Palestinian youths who allegedly threw a Molotov cocktail at their observation tower nr. Beit El settlement n. of Ramallah, killing 1 teenager with 3 gunshots to the chest and arresting 4 others; fire sound bombs and tear gas to disperse Palestinians and medical workers who approach the area, injuring a paramedic and an UNRWA worker. The IDF also conducts late-night raids, house searches nr. Ramallah, Nablus, Qalqilya, in and around Hebron, arresting 6 Palestinians (including 1 teenager). Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. On the 1st Friday of Ramadan, the IDF enforces age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 60,000 Palestinians enter the city. (OCHA, PCHR 9/3; OCHA Humanitarian Monitor 9/09)

In the West Bank, the IDF conducts arrest raids, house searches in ‘Askar r.c. and Nablus. Jewish settlers fr. Yitzhar vandalize nearby Palestinian homes; the IDF intervenes to fire tear gas to disperse Palestinians who gather to defend their homes, also severely beating a 10-yr.-old Palestinian boy. Israeli developers report that the first occupants have moved into the new, upscale East Jerusalem settlement Nof Zion, which straddles the Palestinian neighborhood of Jabal Mukabir. The settlement has 91 units, selling for $400,000 to $580,000, a bloc of which has been sold to a group of American Jews fr. Miami. (WJW 7/23; OCHA, PCHR 7/30)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm; conducts late-night patrols in Silat al-Harithiyya nr. Jenin, erecting a checkpoint and checking IDs and car registrations. The UN reports that the IDF has removed the physical infrastructure of an IDF checkpoint at the entrance to Jericho; soldiers remain posted at the site but have not been stopping Palestinian vehicles; the IDF has also opened 3 checkpoints nr. Jenin, Jericho, and Nablus (Tayasir, Ma’ale Ephraim, and Hamra, respectively) around the clock. Jewish settlers fr. Eli settlement nr. Nablus set fire to nearby Palestinian crop land; the IDF observes but refuses to stop the settlers or call firefighters. A Hamas mbr. dies in PA custody in Hebron, and Hamas accuses the PASF of torturing him; the 34-yr.-old man was arrested on charges of money laundering, illegal gun possession, and conspiracy to target PASF forces. Qalqilya and Nablus. The UN also reports that since the 5/31 and 6/4 Fatah-Hamas clashes in Qalqilya, Hamas police have arrested 73 Fatah-affiliated Palestinians on charges of “seeking to undermine internal security in Gaza.” Meanwhile, the PASF has arrested at least 74 Palestinians in the West Bank, making this the 2d wk. that the PASF has arrested more Palestinians than the IDF. The IDF sends troops into Gaza to bulldoze land nr. the border fence e. of Jabaliya. The UN reports several previously unreported Gaza incidents that took place between 5/7 and 5/12 (no exact dates given): the IDF killed 1 armed Palestinian and wounded 1 armed Palestinian and 7 civilians (no details); Palestinians fired “several” rockets and mortars into Israel, causing no injuries but damaging 1 house; the IDF made several air strikes on Rafah border tunnels in response; there were 6 incidents of IDF gunfire and shelling across the border at Palestinian farmers, in 1 case setting 15 d. of wheat ablaze nr. al-Qarara. In the West Bank, the IDF makes a morning incursion into Qalqilya to raid and search the home of a wanted Palestinian (not at home), arresting his mother. Jewish settlers perform religious ceremonies at the vacated Homesh settlement site northwest of Nablus. Jewish settlers in Hebron stage a provocative march through the town (fr. Late in the evening, the IDF conducts arrest raids, house searches nr. Hebron. A PA court in Nablus sentences Hamas mbr. Muhammad Silman Qatanani, arrested by the PA 10 mos. ago on suspicion of illegal possession of weapons and explosives, to 18 mos. in prison for establishing clandestine Hamas cells with the aim of staging a coup against the Abbas government. Tubas, firing on stone-throwing youths who confront them, wounding 2 but making no arrests; conducts late-night arrest raids, house searches in and around Bethlehem, nr. Jenin, Nablus, Ramallah. Obama’s newly appointed Middle East envoy George Mitchell begins an 8-day “listening tour,” with planned stops in Israel, Ramallah, Jordan, Egypt, Saudi Arabia, France, and Britain. Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. Jenin, without making any arrests. The IDF guards buses bringing 100s of Jewish settlers to Hebron to “defend” Beit Shalom. By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. The UN warns that Gaza is dangerously short of basic foodstuffs and faces a major humanitarian crisis as a result of Israel’s continued closure of the Qarni trade crossing.
