The IDF issues a military order confiscating 29 dunams (d.; 4 d. = 1 acre) of Palestinian land in Dayr Istya village nr. Salfit for ‘‘security and military purposes and to combat terrorist attacks.’’ The IDF patrols in Tulkarm and 2 villages nr. Qalqilya in the morning; stages synchronized patrols in 3 villages nr. Qalqilya in the afternoon; conducts other patrols in 2 villages nr. Jenin and Salfit in the afternoon; and undertakes late-night patrols in Tulkarm and neighboring Nur Shams r.c. Jewish settlers fr. Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

After a 2d day of P5+1 talks with Iran, EU foreign policy chief Ashton announces that ‘‘significant differences’’ remain, but enough ‘‘common ground’’ existed to schedule a 3d round of meetings in Moscow on 6/18–19. (NYT, WP, WT 5/25)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. IDF fatally shoots Islamic Jihad mbr. Mu`ammar Daraghma, as he drives nr. Jenin in what is likely an assassination. The IDF raids, shuts the admin. offices of al-Quds University in Jerusalem, confiscating files, computers; seals the office of university pres. Sari Nusseibeh, who is also the PLO official in charge of Jerusalem affairs. In Jerusalem's old city, an exchange of gunfire btwn. an Israeli police officer, a Palestinian motorist stopped for an ID check leaves 1 Palestinian bystander dead, the police officer wounded. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. They arrive as part of a new Jewish Agency program to encourage entire established Jewish communities in N. America to immigrate to Israel with their rabbis. American Evangelical Christians representing the International Fellowship of Christians and Jews (IFCJ) donated $5,000 to each of the 400 to help finance the move. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Meanwhile, Jewish settlers set up a new enclave on Batn al-Masi hill in the West Bank. A Palestinian known for selling land to Jews is found murdered in Bethlehem. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9). Sharon asks Israelis questioning his security strategy to trust him, saying, "We know exactly what we're doing. I have a very clear plan. The plan will be executed, and security will be restored." The IDF directs heavy machine gun fire at a Force 17 building in Jinin, destroying it. The PA, the Organization of the Islamic Conference warn Sharon not to allow Jews access to the Haram al-Sharif/Temple Mount, saying it would be perceived as an attack on Islam and could precipitate a dangerous escalation in violence. 100 mbrs. of the Temple Mount Faithful, an ultranationalist Jewish group, attempt to force their way into the site but are blocked by Israeli police. In Washington, Bush receives King Abdallah, who urges the U.S. to become more involved in the peace process, to actively support the Jordanian-Egyptian nonpaper. Bush reiterates that the U.S. will not become more involved in the peace process, that Israel and the PA must take parallel, reciprocal steps to halt violence before negotiations can resume. VP Al Gore selects Sen. Joseph Lieberman of Connecticut, who drafted the 1995 Jerusalem Embassy Relocation Act, as his running mate for the presidential elections. Levy, who quit on 8/2, PM Barak withdraws Israel's envoys to Britain, France, South Africa because they are Levy loyalists and recalls the Israeli envoy to Switzerland who is a mbr. of NRP, which quit the coalition on 7/9. In Ramallah, Farid Bashiti, an East Jerusalem Palestinian accused of selling Arab homes and land to Jews, is found dead. Israeli police open an investigation. At Friday prayers at al-Aqsa, the PA-appointed mufti of Jerusalem, Ekrima Sabri, says Bashiti must not be prayed over or buried in a Muslim cemetery.
