Israeli mayor of Jerusalem Nir Barkat unveils a plan to demolish 10s of Palestinian homes built without permits in al-Bustan in the Silwan area of East Jerusalem to make way for a tourist center (offering the Palestinians new apartments over retail space to be constructed, which they reject) but delays the plan at the last minute at the request of PM Netanyahu, who tells Barkat to continue efforts to negotiate an amicable deal with Palestinian residents. In the West Bank, the IDF sends troops covered by helicopters into several villages w. of Jenin in search of 2 Islamic Jihad mbrs., surrounding and searching relatives’ homes, making no arrests; resumes work on a segment of the separation wall in Bayt Jala nr. Bethlehem (suspended for 3 yrs.) where 300 d. of agricultural land and 2,000 olive trees are slated to be razed; conducts late-night arrest raids, house searches in and around Tulkarm, nr. Ramallah. In the West Bank, an unidentified assailant with an ax kills a 13-yr.-old Jewish settler boy and wounds a 7-yr.-old inside Bet Ayn settlement in the Gush Etzion bloc nr. Bethlehem; several Palestinian groups (including the al-Aqsa Martyrs Brigades, Imad Mughniyah Group [see 3/15], and Islamic Jihad) take responsibility; the IDF undertakes a manhunt (imposing a curfew on neighboring Khirbat Safa, searching homes, interrogating 10s of Palestinians), believing the attacker, suspected to be a Palestinian who worked in the settlement, may have acted alone; Jewish settlers blame the Israeli government for easing restrictions on Palestinian movement. The IDF conducts late-night house searches nr. Ramallah, but no arrests are reported. Jewish settlers fr. Israeli security officials say they now believe that a renegade Islamic Jihad cell fr. Jenin, commanded fr. outside the territories, was responsible for the 2/25 bombing. IDF severely beats a Palestinian at a checkpoint nr. Hebron; demolishes 10 shops built without permits in Bardala, ‘Ayn al-Bayda; blows up a workshop in al-Yamun nr. Jenin that it claimed was a Hamas weapons factory; issues military orders for the demolition of 1 Palestinian home, 3 wells in Wadi Fukin nr. Bethlehem; conducts arrest raids, house searches in Nablus, nr. Tulkarm. Jewish settlers fr. Ma’ale Shomron nr. Qalqilya beat a Palestinian. PA Interior M Nasr Yusuf takes part in a ceremony in Jenin r.c., marking the opening of a new security headquarters there; al-Aqsa Martyrs Brigade (AMB) mbrs. fire in the air to protest that the PA security services did not coordinate Yusuf’s visit with them; Yusuf, local AMB head Zakariyya Zubaydi meet at the Jenin headquarters to discuss the issue, with Yusuf saying such incidents would not be tolerated. British PM Tony Blair hosts a 1-day conference aimed at encouraging and supporting PA reform, strengthening PA governance in advance of Israel’s disengagement fr. Gaza in mid-7/05. The U.S., EU, and World Bank agree to lead an international effort to coordinate “institutional renewal” in the Palestinian territories. According to the U.S. State Dept.’s annual report on human rights, the Palestinian population of Israel and the occupied territories has reached 5.3 m., for the first time exceeding the Israeli Jewish population of 5.2 m. (Electronic Intifada 3/1)

Despite Israel’s pledge (1/29) not to seal the occupied territories in the wake of the Jerusalem bombing, Israeli-Arabs seeking to enter Gaza with pre-arranged permits to celebrate Id al-Adha with relatives report that the IDF is blocking all entry to the Strip. The IDF assassinates senior Islamic Jihad mbr. Yasir Abu Aysh, firing missiles at his family’s home in Rafah, also killing Islamic Jihad mbr. Hussein Abu Aysh (Yasir’s brother), AMB Rafah leader Majdi Khatib, Hamas mbr. Baha’ Judah, wounding 3; Yasir Abu Aysh, who reportedly has been in hiding since he lost both legs and an arm in a mysterious explosion in 2002, had come out of seclusion to visit his family for Id al-Adha. The IDF also raids ‘Aida r.c. in search of Bethlehem Izzeddin al-Qassam Brigades head Muhammad Abu Odeh, who fires on IDF soldiers, wounding 4, before being shot dead; the IDF then blows up his familyhome. In Ramallah, 2–3 armed AMB mbrs. reportedly storm the offices of al-Dar newspaper and al-Quds TV, destroying equipment, computers, archives. In Gaza City, PA workers begin whitewashing graffiti praising Palestinian militants as part of the road map’s requirements to halt incitement. The PA announces that as of 7/7 it will ban the firing of guns at wedding celebrations, confiscating guns of violators; will begin inspecting cars for licenses and ownership, reportedly in an effort to confiscate and return vehicles stolen fr. Israel. Israel approves the entry to Israel of 1,500 Palestinian workers, 1,500 Palestinian merchants fr. the Bethlehem area. The Israeli cabinet votes (13-9, with 1 abstention) to release some 300 Palestinian prisoners in the coming days; most will be administrative detainees who are children under age 18 or women over 60; none will be mbrs. of Hamas, Islamic Jihad; each prisoner’s case will be reviewed by a monitoring comm. The PA says that the release would be too small to generate support for Abbas. Mofaz holds what he describes as “very positive” talks with Dahlan regarding further transfers of cities to PA control. Dahlan warns that if Israel blanketly excludes all prisoners fr. Palestinian opposition groups fr. release, it would undermine Abbas. Mofaz reportedly says that Israel agrees in principle to the PA rebuilding, reopening Gaza airport. Meanwhile, the IDF halts, searches an ambulance at a checkpoint nr. Qalqilya, arrests a seriously ill Palestinian patient being transported to the hospital for emergency surgery. A Hamas suicide bomber fr. Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. Firas Abu Ghazala, and injuring 2 bystanders; fires shells, heavy machine guns at a car traveling 800 m. fr. the border fence nr. Israel releases its annual poverty report, showing that the poverty rate has stayed steady at 17.7% for the past 5 yrs. Unofficial estimates show that of the nearly 320,000 poor families, an estimated 90,000 families are Arab. Nearly 50% of Arab families are below the poverty line, compared to 1 in 7 Jewish families; 50,000 of the 75,000 children in poverty are Arab. (MM 11/5)
