The IDF makes a brief early morning incursion into c. Gaza, searching and firing on residential areas in Bureij r.c., but entering no buildings and making no arrests. In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

In Jerusalem UN Secy.-Gen. Ban urges Israeli PM Netanyahu to draft a package of goodwill gestures (including a settlement frees) to offer in exchange for the Palestinians’ agreeing to resume direct talks. He then meets with PA Pres. Abbas and PA officials in Ramallah. (NYT, WP 2/2; NYT 2/3; JPI 2/10)

In the evening, unidentified Palestinians fire 8 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF directs artillery (2 shells) and helicopter gunfire at open areas northeast of Bayt Hanun, causing no reported injuries. Jewish settlers fr. Yitzhar settlement nr. Nablus stone a Palestinian vehicle driving nearby, breaking a window and hitting a passenger in the head, leaving injuries requiring hospitalization. (HA, JP, YA 2/1; PCHR 2/2; OCHA 2/10)

The New York Times reports that for the past 2 weeks, Palestinians (including the private sector, unions, elements of Fatah, and youth groups) have been holding demonstrations against PA PM Salam al-Fayyad in Ramallah and other cities to protest soaring prices and proposed PA austerity measures, including tax increases, cutbacks on services, and a plan to force retirement on 20,000 civil servants. (Electricity costs, for example, have nearly tripled in the past year.) Protesters demand salary increases and subsidies to compensate for inflation, but the PA faced a $350 m. budget shortfall for 2011. Even with Israeli transfers of VAT taxes restored, the foreign aid received by the PA is not enough to cover recurrent expenses. The demonstrations have been so heated that Fayyad has suspended imposition of the tax hike until mid2/2012 and dropped the early retirement proposal, pending talks to ease tensions. (NYT 2/1)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Palestinian gunmen (1 Islamic Jihad mbr., 1 PRC mbr.) ambush a Jewish settler vehicle nr. Gush Katif, killing a Jewish settler woman, her 4 children, wounding 2 IDF soldiers in a car escorting them; the soldiers return fire, killing the 2 gunmen. The IDF retaliates by assassinating the senior Nablus AMB military cmdrs. Nadir Abu Layl and Hashim Abu Hamdan, firing a missile at their car as they drive through Nablus, also killing 2 AMB mbrs. traveling with them, injuring 3 bystanders. The IDF then rockets a building in Gaza City that houses a Hamas radio station (possibly attempting to assassinate a senior Hamas mbr. who reportedly was being interviewed at the time), the offices of al-Ayyam and al-Quds newspapers, a Fatah radio station; no one is injured. The IDF also raids Wadi al-Silqa nr. the site of the ambush, orders all Palestinian residents to leave their homes, searches homes, arrests 1 Palestinian, bulldozes 15 Palestinian homes. The IDF also bulldozes 4 Palestinian homes and 6 dunams of land nr. Morag settlement, 2 Palestinian homes in Rafah; fires on a funeral procession in Khan Yunis, wounding 2 Palestinians; fires on residential areas of Tubas, sparking protests, then opening fire on stone-throwing youths; conducts arrest raids in and around Jenin. Late in the evening, 4 Jewish settler families, escorted by IDF soldiers and 100s of mbrs. of the radical Ateret Cohanim settler group, expel 2 Palestinians families fr. their homes in Abu Dis, occupy the buildings, surround them with a fence, claming they stand on part of an 80-dunam plot they purchased in 1927. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. Gaza on British passports. Commenting on the attack, Israeli government spokesman Dore Gold says, ”This is really the first test for the new Palestinian government and unfortunately it has turned out to be a complete failure.” The IDF also fatally shoots a Palestinian in Rafah; fires on, wounds 2 Palestinian farmers working land in Khuza; conducts arrest raids in Jenin. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. A Hamas suicide bomber fr. Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. Abdallah Barghouti), Yamun; fires on residential areas of Khan Yunis. Late in the evening, the IDF launches a major raid into Jabaliya r.c., sending in 50 tanks and helicopters, firing several missiles, killing 3 Palestinians, wounding 11; fatally shoots Islamic Jihad mbr. Muhammad al-‘Asas in an exchange of gunfire in Bethlehem, leaving 1 IDF soldier wounded. A Jerusalem court sentences Israeli Arab Murad Ajluni to life plus 20 yrs. for taking part in a 3/02 AMB shooting in Tel Aviv that left 3 Israelis dead.
