In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. UNRWA called on the armed groups to leave its facilities so it can resume its services. (AP 8/17; AJ, AP, REU 8/18)

Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

Iranian foreign minister Hossein Amir-Abdollahian met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing future opportunities for cooperation. (AJ, HA 8/18)

In the West Bank, Israeli settlers damaged 5 dunams (1.25 acres) of wheat crops with pesticides in Beit Umar. Israeli settlers also razed land in Burqa, near the Homesh settlement outpost. Initially the Israeli military prevented the work from being carried out, but stopped intervening on the orders of Defense Minister Yoav Gallant. Israeli forces shot and injured 13 Palestinians with live ammunition and arrested 14 during raids in Aqabat Jaber refugee camp, where at least 50 Palestinian homes were raided, including the home of the Jericho governor Jihad Abu al-Assal. Israeli forces also violently dispersed Palestinians protesting a raid in Beit Umar, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 17 structures in Aqraba. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. U.S. president Joe Biden released a 60-page document on how his administration seeks to combat anti-Semitism. It was feared that the document would adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism. However, the highly controversial definition was only mentioned as being “embraced” by the administration. The IHRA definition is used to stifle criticism of Israel by conflating anti-Semitism with criticism of Israel. (HA, HA 5/25; AP, MEE 5/26; MDW 6/1)

Off Gaza’s coast, Israeli naval forces shoot and fatally injure a Palestinian fisherman working near Gaza City. They arrest the injured man and his 2 colleagues. In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes in Jericho. They also arrest 19 Palestinians and issue 4 arrest summons during late-night raids near Ramallah, Hebron, Nablus, and Bethlehem; and patrol near Hebron. The Church of the Holy Sepulchre closes down indefinitely to protest a “systemic campaign” to persecute Jerusalem’s Christian community, according to a church official. The Jerusalem Municipality recently implemented a new policy of collecting taxes on church-owned property not being used for worship (see JPS 47 [3]), and the Knesset is set to take up a bill allowing the state to confiscate church property under certain circumstances. After the church shuts its doors, the Knesset committee set to debate that measure today postpones the proceedings to a later date. (HA, JP, TOI, WAFA 2/25)

Israel’s Ministerial Committee for Legislation approves a new bill that would strengthen the Israeli settlement enterprise by allowing the Jerusalem District Court to hear some cases related to property rights, building and construction, freedom of information, and restraining orders filed by Palestinians in Area C. IDF troops under helicopter escort make a predawn incursion into Wadi alSilqa in c. Gaza to level Palestinian land to clear lines of sight. During the 12-hr. operation, Israeli helicopters repeatedly fire on surrounding areas to keep Palestinians away, wounding 1 Palestinian and starting a brush fire that destroys 15 d. of wheat. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israeli helicopters respond by firing 2 missiles at a Palestinian workshop in Rafah, injuring 5 Palestinian civilians (1 seriously) and damaging 7 nearby houses. IDF troops stationed on the Israeli side of the Erez crossing fire on open areas along the border inside Gaza, causing no reported injuries. Meanwhile, Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast 3 separate times and off the s. Gaza coast once, forcing the boats to return to shore. In the West Bank, the IDF conducts 2 sets of synchronized morning patrols in 3 villages nr. Jenin and 3 nr. Ramallah. Other IDF patrols are conducted in 1 village nr. Ramallah in the morning; in Tulkarm and 2 villages nr. Qalqilya in the evening; and in Jenin and 1 village each nr. Jericho and Tulkarm late at night. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job.
