Israeli naval vessels fire on Palestinian fishing boats off the Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a major raid into Jenin r.c., surrounding the homes of local Islamic Jihad leader Mahmoud Sa’adi, 4 other Islamic Jihad mbrs., and 1 Fatah member, detaining all 6; the 5 Islamic Jihad members are released later in the day. The IDF also conducts latenight arrest raids, house searches, and patrols in 2 villages nr. Qalqilya. A Jewish settler fires at Palestinians grazing their sheep nr. Israeli PM Netanyahu receives a delegation of senior executives of the Jewish Federation of North American, an umbrella group representing a network of Jewish donors across Canada and the U.S., who say they would provide financial and political support to Israel if tension with Iran escalate. The Arab League postpones its planned 11/9 meeting until after the 11/16–20 Eid al-Adha holiday to give ongoing U.S.-Israeli talks a final chance to reach an arrangement that would allow continuation of Israeli-Palestinian direct talks. (MNA 11/7; Foreign Policy 11/9)

Netanyahu arrives in the U.S. on a 5-day visit to attend the Jewish Federations of North America (JFNA) general assembly in New Orleans and consult with U.S. officials (excluding Obama, who left on 11/5 for a 10-day trip to South East Asia). IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the industrial zone, wounding 1. IDF troops make a brief incursion into c. Gaza to level lands along the border fence e. of Gaza Valley village. In the West Bank, the IDF conducts a rare daytime house search nr. Jenin; patrols without incident 2 villages nr. Jenin during the day; conducts late-night arrest raids, house searches nr. Israeli-Palestinian clashes continue, leaving 2 Palestinians dead. A 3d Palestinian dies of injuries received earlier. In Gaza, Palestinian snipers open fire on a convoy of Jewish settlers under IDF escort, killing 2 IDF soldiers, wounding 6 settlers. A Jewish settler driving in the West Bank, an Israeli truck driver carry goods to a Jewish settlement in Gaza are also shot dead by Palestinian snipers, marking the highest 1-day toll for Israeli Jews since clashes began. The IDF seals areas A, halts all traffic on and leading to the main north+nsouth road in Gaza. IDF shelling is reported Aqabat Jabir camp, Bayt Jala, Bethlehem, Jericho, Nablus, al-Qarara. In Gaza, the IDF levels another 112 dunams of Palestinian agricultural land, 1 Palestinian home, a livestock pen, and an irrigation system. Barak, attending a fund-raiser in Chicago for the United Jewish Communities General Assembly (UJCGA), lists 5 requirements of any final status agmt. with the PA. More than 1,000 Americans rally outside the UJCGA venue to protest Israeli violence against the Palestinians. As the Knesset begins debate on ratification of the 10/23 Wye River Memorandum, Israeli PM Benjamin Netanyahu suspends the agmt.'s implementation, saying he will not carry out the 1st of 3 stages of further redeployment (FRD) required by Wye until PA head Yasir Arafat retracts his 11/15 threat to stage an uprising against Israel if Palestinian access to Jerusalem is blocked. Arab Govemnments: King Fahd confers in Riyadh with Walid Jumblatt; Morocco retracts announcement on Arab League delegation, saying no decision will be made until Arab foreign ministers meet in Marrakesh; President Assad tells visiting Arab news agencies' directors that Syria rejects current Middle East peace plans, but would attend an Arab summit to map out collective action.

US and Other Countries: 500 at United Jewish Appeal luncheon addressed by Israeli President Navon, who says both Labor and Likud parties agree that a return to 1967 borders is not acceptable, PLO is a terrorist organization, a West Bank Palestinian state would be a security threat to Israel and base for Soviet intervention in the region, that Jerusalem is the undivided capital of Israel, but he says that Israel would take into consideration any change in the PLO covenant; Italian General Confederation of Labor meets with leaders of Rome's Jewish community to formulate plans to combat anti-Semitism.
