PA PM Fayyad and Israeli Fin. Min. Yuval Steinitz sign an economic agreement, to go into effect on 1/1/2013, that will regulate taxes and bilateral trade with the aim of reducing illegal trade and tax evasion and building the PA’s tax revenue base. It is the first major IsraeliPalestinian economic agreement since the 1994 Paris Protocol, which sets out in detail the economic relationship between Israel and the PA. (JP, UPI 8/1; JPI 8/17)

Overnight (similar to 7/30), IDF troops on the s. Gaza border fire into agricultural areas along the Gaza border e. of Khan Yunis sporadically for hours, causing no reported injuries. In the West Bank, the IDF patrols in Tulkarm and 1 village nr. Jenin in the morning; patrols in 1 village nr. Jenin late at night. Jewish settlers fr. Halmish settlement nr. Ramallah uproot and burn 30 Palestinian olive trees on Palestinian land nr. al-Nabi Salih. OCHA reports that Israeli authorities demolished an extension to a Palestinian home in East Jerusalem. With the Tal Law exempting the ultraOrthodox from military service set to expire at midnight, Israeli DM Barak orders the IDF to start drafting ultraOrthodox Jewish men and gives IDF officials 1 mo. to draft official guidelines to implement the order. (NYT, WP, WT 8/1)

Israeli pres. Peres’s office releases the text of a letter that it says is from Egyptian pres. Mohamed Morsi, formally responding to a Ramadan greeting Peres sent on 7/15/12. The text, welcomed by Israel, pledges to work to promote Middle East peace and get bilateral Israeli-Egyptian relations back on track, particularly regarding border security. Morsi aides deny that any letter was sent, but Peres’s office releases copies that show Morsi’s name typed (not signed) and an accompanying letter from the Egyptian amb. on embassy letterhead, indicating that the letter had been cleared with Morsi’s office. Official bilateral relations do not suffer, and public optimism on future relations increased. Most analysts believe (e.g., NYT, WP 8/1) that the incident simply reflects Morsi’s attempt to speak to 2 audiences, Israel and the international community, and his constituency in Egypt, hostile or at best ambivalent concerning the peace treaty with Israel. Israeli crews begin demolishing the fmr. Shepherd Hotel site (built in the 1930s as a villa for the grand mufti of Jerusalem) in East Jerusalem’s Shaykh Jarrah neighborhood to make way for a controversial new settlement housing project. In Gaza, unidentified Palestinians fire 1 Qassam rocket into Israel, causing no damage or injuries. The IDF retaliates late at night with at least 5 air strikes targeting an IQB site in Khan Yunis and the fmr. PA General Intelligence building in Jabaliya, causing damage but no injuries in both incidents. In the West Bank, the IDF conducts patrols in 2 villages nr. Jenin, 2 nr. Qalqilya, and 1 nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Hebron and in Jenin (questioning a local Hamas leader but not detaining him). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. In the West Bank, the IDF demolishes 4 Palestinian agricultural storehouses nr. Kiryat Arba settlement in Hebron; conducts morning patrols in 2 villages nr. Jenin and 2 nr. The IDF assassinates a senior al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Liftawi, firing on his car as he drives nr. Beitunia, also killing 2 AMB mbrs. traveling with him; “deports” 4 Birzeit University students detained on 11/18 to their homes in Gaza without explanation; fires on Palestinians demonstrating against expansion of Israel’s separation wall into Hebron, wounding 20; fires on residential areas of Rafah. The IDF also fires on 2 armed Palestinians approaching a settler-only road nr. Khan Yunis, killing 1 Palestinian while the other escapes; conducts arrest raids nr. The IDF fires missiles at a metal workshop (alleged weapons factory) in Khan Yunis, wounding an 11-yr.-old Palestinian; raids ‘Ayn Bayt al-Ma’ r.c., fires on stone-throwing youths who confront the troops; fires rubber bullets, tear gas at Palestinian, international peace activists staging a nonviolent protest against the separation wall; conducts arrest raids in Bethlehem, Jenin; lifts the 9/24 ban on Palestinians entering the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron. Senior AMB mbr. Nimr Hassan is killed in Salfit when his M-16 explodes; the AMB claims that he was assassinated, his new gun was booby trapped by a collaborator. Palestinians fire 3 Qassam rockets at Sederot and 3 mortars at Gush Katif, causing no damage or injuries. Late at night, the IDF makes a major incursion into Jenin, raiding and searching a hospital (arresting 2 employees; wounding 7, including 2 children, with gunfire; damaging equipment), occupying buildings as sniper posts, conducting house searches. Outside Hebron, some 140 Jewish settlers attempt to reestablish 2 unauthorized settlement outposts previously evacuated by the IDF, scuffle with police, throw stones at Palestinian homes. After another round of security talks this morning, Sharon accepts the U.S. cease-fire plan with reservations. Tenet continues bilateral mtgs. with the PA team, while outside the Ramallah venue, 100s of Palestinians demonstrate against a cease-fire. Late this evening (EST; early morning 6/13 Jerusalem time), after hrs. of talks during which Egyptian pres. Mubarak reportedly phoned 3 times to press the PA, Arafat also accepts Tenet's proposal with reservations. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured. In Gaza, Fatah, Hamas stage demonstrations against Arafat's participation in the Sharm al-Shaykh talks. Palestinian refugees in Lebanon, hold similar protests in `Ayn al-Hilwa, Baalbek, Tyre. In Iran, 1,000s of students march to the local UN offices to urge UN support for the Palestinians, condemnation of Israel. Smaller rallies in solidarity with the Palestinians are held in Amman, Ankara, Tokyo. In the U.S., demonstrations are held in Madison, San Francisco. Hizballah says that Tenenbaum, the 4th IDF solider taken captive, approached Lebanese contacts in Europe, claiming to be an intelligence agent for a country other than Israel. He was lured to Beirut, traveling on a fake passport, on the pretense of meeting with a Hizballah official. Israel does not comment.
