The IDF sends tanks into PA-controlled Hebron, killing 1 Palestinian, wounding 4 before withdrawing. In Gaza, the IDF fatally shoots 4 Palestinians who allegedly try to infiltrate Kefar Darom settlement, sparking an exchange of gunfire with local PSF officers that leaves 1 PSF mbr. dead. A 7th Palestinian is fatally shot at an IDF checkpoint elsewhere. In Bethlehem, IDF snipers fatally shoot 2 Palestinians inside the Church of the Nativity, but the IDF allows 9 Palestinian children, 2 corpses to be evacuated. In Arafat's Ramallah compound, a PA judge sentences 4 PFLP mbrs. to terms of 1-18 yrs. for their involvement in the Ze'evi assassination; Israel dismisses the trial as invalid, repeats demands their extradition. In Jenin r.c., Palestinians reject U.S.-donated emergency aid, saying the U.S. is culpable in the destruction of the camp. The IDF begins constructing a security fence, buffer zone along 7.5 km of the Green Line nr. Tulkarm. The IDF pulls out of Bayt Rima. Heavy clashes continue in Bethlehem and Tulkarm, leaving a total of 5 Palestinians dead, including a Hamas mbr. killed by an IDF sniper in Bethlehem. The IDF also shells residential areas of Rafah; bulldozes a Palestinian home in Dayr al-Balah; conducts an arrest raid in Jinin. Sharon briefs his cabinet on U.S. demands for Israel to withdraw fr. areas A. Afterward, he reiterates that the IDF will only pull back if the PA adheres to stringent cease-fire demands, including the arrest and extradition of "terrorists." The cabinet declares that Israel "reserves the right to freedom of activity." In response, the U.S. convenes the trilateral security comm., and envoys fr. the EU, Russia, the UN, and the U.S. meet with Arafat. After the PA pledges that areas A would not be used as staging areas for attacks on Israel after a withdrawal, Israel agrees to begin pulling out of reoccupied Palestinian towns by 10/28. 1,000 IDF soldiers guard Israeli construction workers as they begin construction at Har Homa. Israeli police, border guards beat back Palestinian protesters with fists, boots, rifles. IDF snipers, other soldiers with belt-fed machine guns take up firing positions nr. the demonstrators. IDF seals Bethlehem, Hebron to prevent protests. Arafat calls on Palestinians not to resort to violence; Netanyahu claims that the PA "has prepared the ground for violence that [it] would initiate," U.S. says no proof exists.
