In the West Bank, Israeli forces assault a Palestinian man during a raid in Sa’ir. Israeli forces also arrest 16 Palestinians during raids in and around Hebron, Ramallah, Bethlehem, and Tulkarm. In East Jerusalem, an Israeli settler stabs and injures a Palestinian bus driver. Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. Israeli forces also prevent Palestinian Christians from reaching the Church of the Holy Sepulchre for Palm Sunday celebrations. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, and Gaza City, killing at least 84 people, including several at the aid distribution point at the Kuwait Roundabout in Gaza City for the second day in a row. Israeli forces also raids and besiege of al-Shifa Hospital for the seventh day in a row. Elsewhere, Israeli forces also raid and besiege the Nasser and al-Amal hospitals in Khan Yunis, killing at least 1 medic. In Lebanon, Israeli forces bomb Ayta ash Shab, al-Adissa, Baalbek, and Souari, killing a Syrian national in Souari. Hezbollah forces attack al-Marj. More than 32,226 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,518 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,489 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 137 trucks carrying aid enter Gaza. U.S. and Jordanian forces airdrop aid over northern Gaza. UNRWA commissioner-general Philippe Lazzarini says Israel has informed the UN that it will no longer allow UNRWA to distribute aid in northern Gaza. During a phone call, French president Emmanuel Macron tells Israeli prime minister Benjamin Netanyahu that forced displacement of Palestinians from Rafah would constitute “a war crime” and “strongly condemn[s]” Israel’s seizure of 1,978 acres of Palestinian land in the West Bank announced on 3/22. In the West Bank, Israeli settlers shot and injured 3 Palestinians near Surif; 10 settlers had been throwing stones at Palestinian vehicles before 1 of the settlers started shooting at Palestinians. Israeli settlers also threw stones at Palestinian stores and vehicles in the Old City of Hebron, causing damage. Meanwhile, Israeli settlers assaulted 1 Palestinian family near a checkpoint in Hebron. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds. In East Jerusalem, Israel restricted Palestinian Christians’ access to the Church of the Holy Sepulchre for the celebration of the Holy Fire. 4,000 worshippers were allowed to attend the event. Israeli forces shot and injured 2 Palestinians during a raid in Qalandia refugee camp; 3 were arrested. In Gaza, Israel said 1 rocket launched from Gaza landed in an open area in southern Israel; no injuries or damage were reported. Israeli forces opened fire at Palestinian shepherds east of Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Gaza City; no injuries were reported. Israel closed all crossings from the West Bank and Gaza to East Jerusalem and Israel for the Jewish holiday of Passover. (HA 4/21)

Iranian media reported that Iranian and Saudi Arabian officials had met in Baghdad to resume talks to mend the 2 countries’ ties. Omani and Iraqi officials were also at the meeting. (HA 4/23; REU 4/25)

In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. Prime Minister Shtayyeh also spoke with Facebook executives about Facebook’s censuring of Palestinian voices on its platforms. (WAFA, WAFA 5/19)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

The UNRWA appealed to have the Erez and Kerem Shalom crossings opened for humanitarian access. (AJ 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. The letter also called for not stifling free speech on Palestine. (AJ, HA, MEE, WAFA 5/19)

At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. This was the 4th time the UNSC had met to discuss the escalation between Hamas and Israel since it began and the 4th time that the U.S. has blocked a statement. (AX 5/18; AJ, REU 5/19; HA 5/20)

South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in ‘Ayn al-Bayda, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Umar, leading to tear-gas related injuries. Israeli forces also seized an excavator in Qusra. In East Jerusalem, Israeli forces violently dispersed protesters demonstrating against the planned eviction of Palestinian families from the Shaykh Jarrah neighborhood; 4 were arrested and others were beaten. Israeli forces also set up checkpoints and attacked Christian worshipers making their way to the Church of the Holy Sepulchre in the Old City for Holy Saturday. 4 Palestinians were arrested at the Damascus Gate plaza. Off the coast of Gaza, Israeli naval forces attacked Palestinian fishermen within 3 nautical miles west of Bayt Lahiya on 2 separate occasions; no injuries were reported. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. Israeli forces also delivered stop-work orders for 2 homes under construction in al-Khadir. 2 Israeli soldiers were injured by Israeli settlers while dismantling an Israeli settlement outpost near the Yitzhar settlement. 8 Palestinians were arrested, including 5 during late-night raids in and around Yatta, Hebron, and Jalazun refugee camp; and 3 at checkpoints near Nablus and Ramallah. In East Jerusalem, the Church of the Holy Sepulchre was closed to curb the spread of COVID-19; no date was set for its reopening. 1 Palestinian was arrested during a house raid in the Old City. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The 1st request for Foreign Policy Chief Borrell to do so was made on 15 May at an unofficial meeting. (HA 7/14)

Along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Khan Yunis. They also open fire on Palestinian shepherds near Dayr al-Balah, causing no damage or injuries. In the West Bank, IDF troops shoot, injure, and then arrest a Palestinian driver near Ramallah, allegedly when he ignores their commands to stop. The IDF arrests 19 Palestinians during late-night raids near Ramallah, Hebron, Bethlehem, and Nablus; and patrols near Hebron throughout the day. (PCHR 3/1)

The Israeli authorities shut down border crossings in and out of the West Bank and Gaza ahead of the Purim holiday. As announced on 2/25, they plan to keep crossings closed until midnight on 3/3. (JP, MNA 2/27)

With the Church of the Holy Sepulchre in the Old City of Jerusalem closed in protest for a 3d day, Israeli PM Netanyahu’s office releases a statement announcing the freeze of a recent Jerusalem Municipality program to collect taxes on church-owned property not directly used for worship as well as a new bill percolating in the Knesset that church leaders say would allow the government to take over church properties leased to private companies. Netanyahu says that he plans to appoint a “professional team” to find a resolution to the taxation issue. After the announcement, church officials say they will reopen on 2/28. Off Gaza’s coast, Israeli naval forces shoot and fatally injure a Palestinian fisherman working near Gaza City. They arrest the injured man and his 2 colleagues. In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes in Jericho. They also arrest 19 Palestinians and issue 4 arrest summons during late-night raids near Ramallah, Hebron, Nablus, and Bethlehem; and patrol near Hebron. The Church of the Holy Sepulchre closes down indefinitely to protest a “systemic campaign” to persecute Jerusalem’s Christian community, according to a church official. The Jerusalem Municipality recently implemented a new policy of collecting taxes on church-owned property not being used for worship (see JPS 47 [3]), and the Knesset is set to take up a bill allowing the state to confiscate church property under certain circumstances. After the church shuts its doors, the Knesset committee set to debate that measure today postpones the proceedings to a later date. (HA, JP, TOI, WAFA 2/25)

Israel’s Ministerial Committee for Legislation approves a new bill that would strengthen the Israeli settlement enterprise by allowing the Jerusalem District Court to hear some cases related to property rights, building and construction, freedom of information, and restraining orders filed by Palestinians in Area C. Off the coast of Gaza nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night house searches and raids in Jalazun r.c. nr. Ramallah, 2 villages nr. Jenin, and 1 nr. Qalqilya, arresting 6 Palestinians and issuing 3 arrest summons; patrol during the day in and around Tulkarm, 3 villages nr. Ramallah, 1 village and ‘Ayn al-Sultan r.c. nr. Jericho, and 3 villages and al-‘Arub r.c. nr. Hebron. They also demolish a Palestinian’s tomb nr. Nablus and confiscate the stones it was built with. Israeli settlers bulldoze Palestinian lands nr. An Israeli court rules that 8 buildings in East Jerusalem must be evacuated and demolished, claiming that the properties are not owned by the Palestinian residents; imposes a NIS 49,000 ($12,650) fine on the residents. A hearing for the case was held on 5/8. (MNA, WAFA 5/11)

In Gaza, the IDF continues the incursion into Bayt Hanun begun on 4/25, demolishing the home of the Hamas mbr. targeted on 4/25, leveling surrounding land before withdrawing in the early morning. The IDF also sends troops into Bayt Lahiya, to seize and take to Israel local Hamas leader Hasan Marouf, trading heavy gunfire with local Palestinians and firing on Marouf’s home, killing his 14-yr.-old daughter. In the West Bank, the IDF raids an orphanage for girls, a 2d sewing factory in Hebron owned by the ICA (see 4/11), reiterating its 2/26 decision to evict residents and seal the sites for 3 yrs. if they are not vacated and turned over to the IDF within 24 hrs. (the ICA ignores the orders); conducts late-night arrest raids, house searches nr. Bethlehem, Jenin, Qalqilya. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. Dozens of Jewish settlers attempting to break into a Palestinian store in Hebron attack, beat 2 female international peace activists blocking their way; the IDF intervenes to halt the attack. Ma’on ambush and stone an IDF jeep escorting Palestinian school children to school along a road that passes by the settlement, detaining the jeep and children for an hour until IDF reinforcements arrive. In Gaza City, al-Azhar University students backing Fatah and rallying in support of Abbas’s 4/21 veto of Siyam’s security decisions occupy a campus building, unfurl a Fatah banner, stone students at neighboring Islamic University, largely supportive of Hamas, who throw stones back; Fatah, Hamas cadres join the clashes, exchanging gunfire, leaving 20 Palestinians wounded.
