Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. The IDF seals the West Bank and Gaza and tightens restrictions on Palestinian movements (including reimposing all Gaza checkpoints removed after the Palestinian ceasefire declaration on 6/29), expecting retaliation for its 9/6 attempt to assassinate Shaykh Yasin. In Khan Yunis, the IDF fires 4 missiles at the home of Hamas mbr. ‘Abd al-Salam Abu Musa, claiming it is a Hamas arsenal; Abu Musa escapes moments before the attack, which injures 15 bystanders, damages 9 surrounding homes. The IDF places its tightest seal on the Gaza Strip since the al-Aqsa intifada began, barring everyone except diplomats and aid workers fr. entering or exiting (though 9 international aid workers are denied entry for no reason; see 5/10), requiring journalists to apply for entry and to coordinate their trips with the IDF. International medical relief organization Medecins du Monde permanently ends its operations in Gaza, saying IDF measures make it impossible to continue work; numerous other international aid groups suspend Gaza operations. Sharon presents Powell with a plan for a series of limited measures to ease restrictions on Palestinians, releases 63 Palestinian prisoners as a gesture. Powell asks Israel to accept the road map, but Sharon refuses. Powell then meets with Abbas and PC speaker Ahmad Qurai‘, presses the PA to disarm Palestinian militant groups. Abbas says he will start with dialogue, not force; criticizes Sharon’s proposed gestures as mostly symbolic. Under “intense pressure from the American administration,” Sharon holds secret talks with PC speaker and senior PA negotiator Ahmad Qurai`, presents him with a plan for a gradual cease-fire and resumption of security coordination. In response to the Aley Sinai raid on 10/2, the Israeli inner cabinet suspends cease-fire implementation, security coordination with the PA; cancels planned mtgs. of the trilateral security comm., btwn. Peres and PC speaker Qurai`; authorizes the IDF to resume initiated actions against Palestinians, possibly including assassinations; demands that Arafat immediately arrest "militants." Arafat, Peres meet at Gaza airport; issue a joint statement (see 9/20) restarting phased implementation of the Tenet cease-fire plan as the 1st step toward implementation of the Mitchell recommendations for resuming negotiations. Meanwhile, a large bomb explodes at an IDF post on the Gaza-Egypt border, lightly injuring 3 soldiers. In response, the IDF shells residential areas of Rafah throughout the day, damaging homes; sends tanks and bulldozers into Rafah in an overnight operation in which soldiers demolish 14 Palestinian homes, killing 3 Palestinians, wounding 31. The IDF also opens fire on Palestinian demonstrators nr. Gaza airport, killing 1 Palestinian, wounding 9; shells residential areas of Hebron, Khan Yunis. This evening, as it does annually, Israel seals the West Bank and Gaza for Yom Kippur; the closure is to be lifted on 9/28. A PA court sentences 3 Palestinians to death for collaborating with Israel. Bush vows to attack Afghanistan unless the Taliban immediately turns over Bin Laden, all other "terrorists" in the country, destroys Bin Laden training camps, allows U.S. inspections. He warns Americans to expect a long campaign against a network that he estimates involves 1,000s of people in more than 60 countries. He vows the fight will be waged overtly and through covert operations and will not cease "until every terrorist group of global reach has been found, stopped, and defeated." Though Israeli-Palestinian clashes drop off significantly, sporadic violence continues. Al-Aqsa Martyrs Brigade (AMB) mbrs. fire on a vehicle outside Tekoa settlement, killing 1 Jewish settler, wounding 1. The PSF arrests 2 suspects in the attack. Armed Jewish settlers block roads in the area to Palestinian cars. The IDF fires on a taxi in Gaza, killing 1 Palestinian. A 2d Palestinian is found dead in the Jordan Valley. In Gaza, Palestinians throw 5 grenades at a Rafah border post, lightly injuring 5 IDF soldiers; shoot, wound another settlement security guard. Though the Popular Army Front+nReturn Battalions claims responsibility, Israel blames the PA directly. Later, a bomb goes off in Haifa, slightly wounding 3 Israeli police officers. Israel-Palestinian clashes continue in the West Bank and Gaza, leaving 1 Palestinian, 1 Jewish settler dead. A 3d Palestinian dies of injuries received earlier. The IDF takes over a Palestinian home in PA-controlled Dayr al-Balah for use as a new IDF post, displacing a family of 12. Israeli FM Peres confirms reports that he has been holding secret talks with PA officials with Sharon's permission, but he gives no details. PA, Israeli interim issue team meet. PA interim affairs negotiator Saeb Erakat says Arafat instructed him to discuss only the immediate demand that 230 Palestinian prisoners be released. Israeli negotiator Eran, however, asks that the Palestinian demonstrations in support of the prisoners be halted so the talks can be held in a positive atmosphere. (NYT, WT 5/15)

Across the West Bank and Gaza, Palestinians marking the 52d anniversary of the Nakba hold demonstrations to protest the continued detention of Palestinian prisoners in Israeli jails and to demand that the PA push the refugee issue in negotiations with Israel. In several locations, the IDF clashes with protesters, opening fire with live ammunition and rubber bullets, killing 1 Palestinian and wounding at least 30. 2 IDF soldiers are also injured. The PA and Israel announce that the PA has captured Muhammad Dayif, a leader of Hamas's Izzeddin al-Qassam Brigades who is Israel's most wanted for allegedly organizing a series of suicide bombings in 2+n3/96. Israel also releases Salah Shihada, a Hamas leader who has been jailed for 12 yrs.
