In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. In the West Bank, the IDF conducts late-night patrols in Zayta village nr. Tulkarm, detaining 2 Palestinian men for questioning, but releasing them when they withdraw hrs. later. In an act of reconciliation, rabbis fr. the Gush Etzion settlement bloc, escorted by the IDF and PASF, bring new Qur’ans to the Bayt Fajjar mosque burned on 10/4, saying they are “sorry and ashamed” by the arson. A PA security court in Ramallah sentences IQB mbr. Alaa Hisham Diab to 20 yrs. in prison for his participation in a 5/09 shootout in Qalqilya that left 3 PASF officers and 2 IQB mbrs. dead. Hamas denounces the verdict, saying that the apparent “lack of legality of the courts that issue these verdicts” and the timing of “these verdicts . . . while there is talk of coming closer to reaching internal reconciliation” are disturbing. By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. The IDF officially “suspends” Operation First Rain, which began on 9/24, to “see if the Palestinian Authority is willing and capable of taking advantage of the new situation.” PA security forces clash with Hamas mbrs. in Gaza City, with violence spreading to Shati‘ r.c., leaving 1 PA police officer, 2 Palestinian bystanders dead, at least 50 Palestinians wounded over several hrs. in the first intra-Palestinian fighting in Gaza since the Israeli withdrawal, sparked when PA security forces allegedly tried to arrest Muhammad Rantisi, Hamas activist and son of assassinated Hamas leader ‘Abd al- ‘Aziz Rantisi; during the clashes Hamas mbrs. fire RPGs at 2 PA police stations, PA police run out of ammunition. Overnight, IDF helicopters fire missiles at a Fatah office and a PA security forces building in Gaza City, a PFLP office in Bureij r.c., a bridge in Bayt Hanun, several open fields and empty buildings in n. Gaza; the predawn air strikes on Gaza City cut electricity. In the West Bank, the IDF makes coordinated raids on at least 8 Islamic charitable institutions in and around Hebron and in Bethlehem, Qalqilya, Tulkarm, sealing the offices and confiscating computers, files, and office equipment. The IDF says that it is prepared to bombard civilian areas of Gaza if rocket fire does not cease. The IDF escalates its n. Gaza incursion, sending troops deep into Jabaliya r.c., occupying several homes as outposts, sparking clashes with Palestinians, shelling and conducting at least 5 air strikes on residential areas, leave at least 27 Palestinians dead (including 15 armed Palestinians; 12 unarmed bystanders, including 10 killed by IDF shelling at an UNRWA school) and more than 131 wounded; 6 IDF soldiers are also wounded. The IDF fatally shoots a Palestinian at a checkpoint in s. Gaza after he opens fire on a car carrying Jewish settlers, wounding 3; fatally shoots a mentally handicapped Palestinian who strays too close to Aley Sinai settlement; conducts arrest raids in Ramallah. Late in the evening, 2 Palestinian gunmen (1 Hamas, 1 Islamic Jihad) infiltrate an IDF barracks at Netzarim settlement, fatally shooting 3 IDF soldiers, wounding 2 before the Hamas mbr. is shot dead, the Islamic Jihad mbr. escapes. 2 Palestinians die of injuries received in the 10/20 IDF attack on Nussayrat r.c., bringing that toll to at least 10. Over 15 hrs., Israeli warplanes and helicopters launch 5 strikes against targets in Gaza, killing at least 10 Palestinians, wounding more than 135: the 1st demolishes a Gaza City building allegedly housing a Hamas missile factory, injuring 12 bystanders; the 2d hits a truck driving through Gaza City, apparently transporting items salvaged fr. the site of the 1st attack, assassinating Hamas mbrs. Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.) The U.S. says that “we have repeatedly told the government of Syria that it is on the wrong side in the war on terror and that it must stop harboring terrorists.” Bush phones Sharon after the attack on Syria, expresses condolences on the 10/4 bombing, agrees with Sharon on “the need to continue fighting terrorism,” does not criticize Israel’s strike. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats.
