For a 3d day, IDF troops at the Erez crossing fire at Palestinians collecting scrap metal nr. the border fence, wounding 1 Palestinian. In the 1st such incident since the Gaza ceasefire went into effect on 11/26, an Islamic Jihad mbr. receives a phone call fr. the IDF warning him to evacuate his home pending an air strike; family and neighbors surround the home and no strike is carried out. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, in Silat al-Harithiyya, nr. Nablus. Inside Israel, Israeli forces demolish 21 bedouin homes in Twayyil in the Negev. An ESF mbr. is injured in an exchange of fire btwn. ESF, Fatah mbrs. in Bayt Lahiya. ESF, Force 17 mbrs. clash nr. Abbas’s office in Gaza City, leaving a Force 17 mbr. wounded. After nearly 6 mos. of silence, the PRC faction holding captured IDF Cpl. IDF troops on the n. Gaza border nr. Bayt Lahiya fire on a group of Palestinian farmers who stray too nr. the border fence, wounding 1. The Israeli navy fire machine guns at Palestinian fishing boats off the Rafah coast, damaging several but causing no injuries. Palestinians fire 9 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF makes an overnight arrest raid on Silat al-Harithiyya, exchanging fire with and fatally shooting 2 wanted Islamic Jihad mbrs.; conducts arrest raids, house searches in Bayt Sahur (raiding the offices of the Islamic Association), Dahaysha r.c. nr. Bethlehem. The Fatah-Hamas ceasefire in Gaza generally holds, though just after it is announced, PA Preventive Security Force (PSF) mbrs. controlled by Abbas fire on a group of Hamas mbrs. in Gaza City, sparking an exchange that leaves 2 PSF mbrs. dead. The IDF reports that Palestinian violence has diminished significantly in recent days, with no mortar fire since 1/19, no Qassam fire in more than a wk. The IDF fatally shoots a Palestinian who approaches Qarni crossing; sends troops into Askar r.c., fires on residential areas, then fires on stone-throwing youths who confront the troops, wounding 2 boys (ages 10 and 12); imposes a 24-hr. curfew on Saida (in place until at least 2/2); conducts arrest raids, house searches in ‘Abud nr. Ramallah, Nablus, Sa’ir nr. Hebron, Silat al-Dahir nr. Jenin, Tulkarm. Israeli police arrest a 19-yr.-old Palestinian girl who attempts to stab an Israeli policeman outside al-Aqsa Mosque. In a move apparently targeting PA corruption, PA security forces begin bulldozing wooden waterfront structures housing unlicensed shops along the beach in Gaza City; the shops sprang up after the Oslo agmt. and are rumored to be “protected by prominent personalities with influence inside the PA.” Several Jewish settlers in Hebron throw stones at local Palestinians, vandalize several Palestinian homes. Palestinian militant groups agree to an informal 1-mo. truce while Abbas appeals to Israel to stop targeting their mbrs. If Israel agrees, the groups say they are prepared to enter a formal cease-fire agmt. (VOI 1/24 in WNC 1/24; WP, WT 1/25)

The IDF reports that in the past 24 hrs., it arrested 1,300 Palestinians for being inside Israel illegally, deported all but 19 to the occupied territories. Today, the IDF opens fire on stone-throwing youths in Yamun, killing a 15-yr.-old Palestinian, wounding 6 others ages 9–14; raids the only emergency medical clinic in the Old City of Nablus, vandalizing the building, destroying medicine; fires on residential areas of Bayt Hanun, injuring 7 children on their way to school; conducts arrest raids in Hebron (targeting Hamas), Silat al-Haratiyya, Silat al-Dahir, Tamun, Tubas, Yabad; digs trenches alongside roads in Araba, Yabad, bulldozes land in Khan Yunis, Rafah. The IDF seizes a boat off the northern coast manned by a Hizballah mbr. and 7 arms smugglers, carrying explosives detonators. Israel claims that the boat was bound for Egypt, the Hizballah mbr. intended to infiltrate Gaza from there, carrying arms ordered by Arafat; Arafat and Hizballah deny this. The Israeli Housing Min. issues tenders for construction of 502 new housing units in Ma’ale Adumim settlement.
