In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in al-Tur, demanding the release of the body of a Palestinian killed by Israeli forces on 9/22. 3 Palestinians were arrested in Bayt Hanina and Jabel Mukaber. Israel said it had eased the collective punishment restrictions imposed on Nablus and that it will remove some of the checkpoints that were set up 2 weeks ago. (HA 10/28)

Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. Israel’s defense minister Benny Gantz met with Türkiye president Recep Tayyip Erdoğan and defense minister Hulusi Akar in Ankara. Defense Minister Gantz said that the 2 sides had decided to resume defense cooperation. (AJ, ALM, AP, AX, HA, REU 10/27)

20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

On the Israeli side of the Erez crossing into Gaza, more than 1,000 Israeli Palestinians and left-wing peace activists rally to urge Israel to lift the siege on Gaza, while in Gaza City, 100s of Palestinians hold a parallel demonstration “to join the hands of Israeli and Palestinian peace activists who want to end the siege and all forms of violence.” In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron. The IDF troops on the n. Gaza border fire on, wound a Palestinian who strays nr. the border fence nr. Bayt Lahiya. In the West Bank, the IDF demolishes a Palestinian home, 3 shops, a warehouse in Qalqilya as well as 1 home in nearby Wad al-Rasha, 2 animal farms in nearby Wad Qana, 2 homes nr. Bethlehem; conducts arrest raids, house searches in and around Nablus (firing on stone-throwing youths who confront them in Nablus, killing 1 Palestinian teenager, wounding 3), and nr. Bethlehem, Hebron, Jenin, Ramallah. In Hebron, Israeli border police fatally shoot a Palestinian who throws a Molotov cocktail at police, lightly injuring 1 officer. Overnight, the IDF pulls troops out of Rafah and al-Shuka and back into the Dahaniyya airport, ending a 3-day offensive; troops go back into al-Shuka briefly during the day to surround, evacuate, blow up a Palestinian home, also bulldozing 20 d. of surrounding agricultural land. Late in the evening, the IDF makes an air strike destroying a Palestinian home nr. Bayt Lahiya, damaging 2 others after warning residents by phone to evacuate. In the West Bank, the IDF sends troops into Silat al-Harithiyya nr. Jenin, occupies a house as a sniper post, shoots and assassinates wanted Islamic Jihad mbr. Sami al-‘Imari; arrests, searches the Ramallah home of Change and Reform PC mbr. Fadl Hamdan; conducts arrest raids, house searches and fires on residential areas of Shayukh nr. Hebron in a raid targeting the AMB; searches vehicles, an Internet caf´e in Hebron; issues military orders confiscating 10s of d. of agricultural land southwest of Hebron for construction of the separation wall. Jewish settlers driving nr. Nablus open fire at a Palestinian truck driving ahead of them, killing a 48-yr.-old Palestinian, wounding his son. The IDF intensifies air strikes across Lebanon, hitting targets in s. Beirut, Ansar, al-Jibbayn, Nabatiyya, Naqura, Qana, Tyre (striking within 40 yards of a UN humanitarian aid convoy traveling with prior coordination with the IDF, hitting a car traveling in the opposite direction), killing 10s of Lebanese civilians, several Lebanese soldiers, 1 PFLP-GC mbr. Ground operations continue across s. Lebanon, with Hizballah claiming to disable 4 tanks (in Adassiyya, Ras al-Biyada, Wadi Hunin), acknowledging the death of 3 Hizballah mbrs. The IDF says that it has taken prisoner 22-yr.-old Hizballah mbr. Hasan Ali Sulayman, who has allegedly admitted under interrogation to involvement in the 7/12 capture of 2 IDF soldiers. Hizballah fires around 160 rockets into n. Israel, killing 3 Israeli civilians (1 an Israeli Palestinian) in Haifa, and killing 12 IDF reservists, wounding 5 in Kfar Giladi on the border with Lebanon. The IDF continues operations al-Shuka, making air and artillery strikes on buildings allegedly housing Hamas and Islamic Jihad weapons caches, exchanging fire with Palestinian gunmen, conducting house-tohouse searches, prompting residents to flee, leaving 2 Palestinian civilians, 1 Palestinian militant dead, at least 1 Palestinian wounded. Late in the evening, the IDF expands operations deeper into Rafah, making air strikes on militant targets in heavily residential areas, killing 1 Islamic Jihad mbr., 2 other armed Palestinians, a Palestinian woman and her 2 children, wounding at least 3 Palestinians; also destroys the remaining parts of a PA security barracks. Also in Gaza, the IDF makes an air strike destroying a home in Shatti r.c. nr. Gaza City after warning residents to evacuate. In the West Bank, the IDF conducts arrest raids in Tulkarm town; patrols in Tulkarm r.c.; conducts random ID checks in Hebron. The IDF calls up more reservists (no details reported), moves additional artillery to the border with Lebanon; escalates air strikes on s. Beirut (killing at least 1 Lebanese soldier, wounding 2 soldiers, 4 civilians), hitting bridges and roads in Christian areas n. of the capital along the coast for the 1st time (killing a least 5 Lebanese civilians, wounding 19; hitting an 8-truck UN convoy, preventing the movement of other aid convoys south); also strikes targets in s. Palestinians across the West Bank, Gaza continue demonstrations to mark the 1st anniversary of the al-Aqsa intifada. The IDF clashes with protesters, killing 3 Palestinians, wounding more than 100. A 4th Palestinian dies of injuries received earlier. The main hot spots are Hebron, Qarni crossing, Rafah. Inside Israel, 1,000s of Israeli Arabs hold rallies in Arraba, Haifa, Jit, Kafr Manda, Kafr Qana, Nazareth, Sakhnin, Umm al-Fahm; demonstrations in Nazareth, Umm al-Fahm turn violent with protesters clashing with police, vandalizing stores, but no injuries are reported. The IDF directs shell, heavy machine gun fire at residential areas of al-Bireh, Brazil camp, Hebron, Khan Yunis, Yibna; sets fire to a Palestinian orchard nr. a bypass road outside Nablus; conducts arrest raids in Nablus, Ramallah. Israel, the PA each complain that the other has not undertaken the steps required in the initial 48 hr. stage of the Tenet plan. Sharon meets with his inner cabinet, which agrees to allow Peres to continue truce talks with PA officials, but says it will resume "initiated actions" in 48 hrs. if violence continues. At a time when Likud's PM Benjamin Netanyahu is presenting himself as a "mainstream" candidate for PM, Likud's Ariel Sharon writes a strongly-worded article for JP outlining Likud's hard-line views. He says Israel should not accept Oslo; IDF should be allowed to operate anywhere in the West Bank, Gaza; negotiations with Syria should be postponed until Pres.
